HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/WATER SERVICES DIVISION SUBJECT: EMERGENCY REPAIR OF WEll NO.4 AT THE 17TH STREET DESALTER SUMMARY Well No.4 at the 17th Street Desalter recently experienced a significant drop in production. Its original production rate was 2,200 gallons per minute (gpm). The current production rate, prior to being taken off-line, was 800 gpm. It is critical that this well be returned to service immediately to meet operational, emergency and fire flow requirements within Tustin's water service area. Resolution No. 06-07 will ratify the Public Works Department's decision to dispense with Public Works bidding requirements and pursue immediate emergency repairs. RECOMMENDATION It is recommended that the City Council: 1) Adopt Resolution No. 06-07, declaring that the public interest and necessity demanded the immediate expenditure of public money to repair Well No.4 to safeguard life, health and property; and 2) Appropriate $40,000 for installation and replacement of pump and column, and $60,000 for potential replacement of the well motor from the Water Operations budget. FISCAL IMPACT There is an adequate fund balance in the Water Operations budget. All expenses will be reconciled in accordance with the existing Operations and Maintenance agreement between the City of Tustin and Metropolitan Water District of Southern California. BACKGROUND The Water Services Division recently discovered an unexpected and significant drop in production from Well No.4 at the 17'h Street Desalter. Layne Christensen, a well contractor, was retained to remove the pump and motor to determine the cause of reduction in water production. It was determined that debris was absorbed through the pump, damaging the strainer and pump impellers. Layne Christensen was directed by staff to replace the strainer and pump impellers at an estimated cost of $40,000. Staff feels it is prudent to plan for the possible replacement of the motor. Adjarian Water Services Manager Attachment: Resolution No. 06-07 S:\City Councilltems\2006 CouncilltemslEmerg repair Well No.4. at 17th Sl. & Reso 06-07.doc RESOLUTION NO. 06-07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA DECLARING THAT THE PUBLIC INTEREST AND NECESSITY DEMANDED THE IMMEDIATE EXPENDITURE OF PUBLIC MONEY TO REPAIR WELL NUMBER FOUR AT THE 17TH STREET DESALTER TO SAFEGUARD LIFE, HEALTH, AND PROPERTY WHEREAS, water production at Well Number Four at the 1th Street Desalter has significantly declined due to damage to pump strainer and impellers; and WHEREAS, Well Number Four is a critical component of the City's water system and produces approximately 2,200 gallons per minute; and WHEREAS, without the production of this well, the water system may not be able to adequately respond to an emergency that may occur; and NOW, THEREFORE, BE IT RESOLVED that in accordance with Section 22050 of the Public Contracts Code and based on the substantial evidence set forth in the agenda report, that this emergency repair will not permit a delay resulting from competitive solicitations of bids and that this action is necessary to respond to the emergency; AND BE IT FURTHER RESOLVED that the Public Works Department's decision to complete the repair of Well Number Four without soliciting competitive bids is hereby ratified.
