SECOND READING AND ADOPTION OF ORDINANCE NO. 1507 Adoption of Ordinance No. 1507 approves Development Agreement (DA) 2020-0001 which establishes the terms of the DA, public benefits, and annual performance review in conjunction with Conditional Use Permit (CUP) 2020-0006. On June 2, 2020, the City Council approved CUP 2020-0006 amending the conditions of approval for an existing freeway billboard at the Tustin Auto Center. eComment: I think that digital billboards are a distraction to drivers. The digital billboard is constantly changing, and are designed specifically to attract the attention of drivers -which is exactly what none of us want to happen: a driver distracted on a freeway in very fast moving heavy machine. Anything that takes a driver's eyes of the road longer than 2 seconds is scientifically proven to be a safety hazard. Digital Billboards are road hazards. Furthermore, all billboards, but especially digital billboards are landscape pollution - they clutter the skyline and ruin the cleanliness of the city. Simply, they are ugly. Natural plants and trees are psychologically better for our health. Stressful, distracting billboards can lead to stress and poor decision making on our freeways. Let's keep Tustin pretty. Lastly, digital billboards strain our electricity and resources. I do not want my A/C to be cycled off in the blazing temperatures of summer so that a digital billboard can distract drivers and endanger lives within our community. For all of these reasons, I do not agree with approving this conditional use permit again.
