That the Commission receive and file.
DISCUSSION:
Throughout the year staff provides the Planning Commission with a status of projects that
the Planning Commission, Zoning Administrator, or Community Development Director
approved; major improvement projects; and, other items of interest. The Community
Development Department Activity - Year in Review briefly describes the total number of
discretionary projects (i.e., Conditional Use Permits, Design Reviews, Subdivision Maps,
etc.), major accomplishments for various functional areas within the Community
Development Department, and Building Division activity.

MAJOR ACCOMPLISHMENTS IN 2005
. Prepared Concept Plan 03-003, Specific Plan AmendmenVZone Change 04-003,
Tentative Tract Map 16581, Design Review 04-006,.for Columbus Square (MCAS
Tustin Disposition Parcels 23 and 24) for the construction of 1,077 residential units.
. Prepared Concept Plan 03-004, Specific Plan AmendmenVZone Change 04-002,
Tentative Tract Map 16582, and Design Review 04-004, for Columbus Grove
(MCAS Tustin Reuse Disposal Parcels 35 and 36) for the construction of 465
residential units.
. Prepared General Plan Amendment 02-001, Zone Change 02-001, and Conditional
Use Permit 02-003 for construction of the new library.
. Prepared General Plan Amendment 05-001 to establish a collector arterial
designation and to reclassify EI Camino Real between First Street and Newport
Avenue from a secondary arterial to a collector arterial.
. Prepared Code Amendment 05-002 (Cultural Resources Advisory Committee) for
the name change to Historic Resource Committee.
. Prepared Zone Change to amend the following sections of the MCAS Tustin Specific
Plan:
(a)
Sections 3.2 and 3.2.2, Footnotes to Tables 3-1 and 3-2 and Chapter 6
(Definitions) Relating to Calculation of Density;
(b)
Section 3.9.2.J and Chapter 6 (Definitions) to establish revised
development unit criteria for Planning Area 15; and
(c)
Section 3.2.3 relating to transfer of residential units.
. Applied for and received $923,725 in federal CDBG funding for Fiscal Year 2005-06.
. Approved Trader Joe's tenant improvement and Tustin Crossings remodel.
. Approved the Camellia Tract (Rawlings Way and Tustin Ranch Road) for
construction of twenty-five (25) single family dwellings.
. Approved the Design Review for the Tustin Hummer dealership's new
sales/showroom at the Tustin Buick, GMC, Pontiac automobile dealership.
. Reviewed and monitored several regionally significant projects including: the City of
Irvine Business Center residential projects, Santa Ana MacArthur Place residential

projects, the Lennar detachment and General Plan Amendment/Pre-zoning, the
Santiago Hills II and East Orange planned communities, Santiago Canyon College,
Irvine Planning Area 1, and the High Speed Rail project.
. Prepared environmental documents for the Rawlings Reservoir, Pasadena Avenue
Well, and Tustin Avenue well projects.
. Monitored and reviewed the John Wayne Airport Noise Abatement Report and
Program to ensure compliance with airport/city noise standards.
. Opened 438 Code Enforcement cases; 47 of those cases remain open.
. Responded to and removed 1,556 graffiti areas.
. Performed 131 Water Quality inspections and 42 Illicit Discharge cases.
. Plan checks for conformity with the California Code were performed on 1,48'1 plans.
. Processed two new Mills Act contracts.
. Issued 5,448 business licenses; collected $361,812 in business license revenue;
collected alarm permit revenue in the amount of $26,385; issued 735 new business
licenses in the City and 738 new business licenses out of the City.
