HomeMy WebLinkAboutITEM NO. 14 - TUSTIN CARESTustin $3 Million CARES Program Response to Covid-19 June 2, 2020 Overview of Initiatives Provides $3 M of emergency aid to: ➢Small Business Grants ➢Facilitation of Guidelines for Temporary Outdoor Dining, Retail and Assembly Uses ➢Rental and Housing/Utility Assistance (homeless prevention) ➢Meal Assistance/Distribution 2 Timing of Funds Release in tranches (approximately $1 M each): ➢Part 1 –June 15, 2020 ➢Part 2 –August 15, 2020 ➢Part 3 –October 15, 2020 ❖75% for small business assistance and grants ❖25% for rental/housing and meal assistance 3 Source of Funds Comprised of multiple restricted funds: ➢CDBG ➢CDBG-CV ➢CARES ACT (monies recently earmarked by the County of Orange –District 3, for direct use by the City for business assistance) ❖No significant impacts to the General Fund are anticipated other than permit fee waivers 4 Small Business Grants For loss of revenue due to COVID-19: ➢Small businesses with 20 or less employees ➢Grant of up to ten thousand dollars ($10,000) ➢For business operating expenses such as: ❖Rent/lease payments and mortgage payments ❖Utility expenses ❖Inventory or supplies 5 Dining, Retail and Assembly Temporary Programs to address COVID-19: ➢On private property and/or within the public right-of-way ➢Such locations include, but may not be limited to: ❖Sidewalks ❖Alleyways ❖Parking lots ❖Plazas 6 Rental/Housing, Utility and Meal Assistance Temporary Programs to address COVID-19: ➢Rental/housing and utility assistance for those at- risk of homelessness ❖One-time, or short term, financial assistance and supportive services to facilitate self-sufficiency ➢Food distribution and meal assistance to supplement existing service providers ❖For senior and Covid-19 vulnerable populations but may also include children and families 7 Conclusion Staff will provide regular reporting on use of funds and need for modification to initiatives. RECOMMENDATION: That the City Council: 1.Receive and file this Tustin CARES Program report; and 2.2. Adopt Resolution No. 20-40 Approving the Temporary Waiver of the City’s Fee for a Temporary Use Permit Application for Dining, Retail and Assembly Use. 8
