SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENT AND AUTHORIZATION TO
FILE THE NOTICE OF COMPLETION FOR THE COLUMBUS TUSTIN
PARK PICNIC SHELTER AND SPORTS FIELD IMPROVEMENTS (CIP NO.
20080)
SUMMARY:
The Columbus Tustin Park Picnic Shelter and Sports Field Improvements project has
been completed and the project is ready for acceptance and filing of the Notice of
Completion.
RECOMMENDATION:
It is recommended that the City Council:
1 . Adopt Resolution No. 20-48 accepting the Columbus Tustin Park Picnic Shelter
and Sports Field Improvements (CIP No. 20080), and
2. Authorize the City Clerk to file the Notice of Completion with the County
Recorder's office.
FISCAL IMPACT:
The Columbus Tustin Park Picnic Shelter and Sports Field Improvements (CIP No.
20080) was in the 2019-2020 Capital Improvement Program as a Park Development
(113 1) funded project. The final cost of the contract was $267,139.
CORRELATION TO THE STRATEGIC PLAN:
This project advances the following goals of the City of Tustin Strategic Plan:
• Goal A. Economic and Neighborhood Development, Item 6 - by making
improvements to existing parks to expand recreational activities.
• Goal C. Financial Strength, Item 4a - by providing a new source of revenue.
BACKGROUND:
The scope of work included the purchase and installation of a 40' x 50' picnic shelter and
two (2) 12' x 18' bleacher shade structures from Icon Shelter Systems Inc. (see
Attachment) at Columbus Tustin Park. The project was completed on June 23, 2020.
This new picnic shelter will serve as a location for family picnics and social events in an
underutilized area of the park adjacent to the tennis courts between the playground and
the restroom building. In addition, it will provide a new source of rental revenue from

reservations. Currently Columbus Tustin is one the few Tustin parks that does not have
a reservable picnic shelter.
The bleacher shade structures will provide shade for both sets of spectator bleachers at
Columbus Tustin Park Ballfield #2, which is the home of Tustin Girls Softball. While the
other ballfields at Columbus Tustin Park have trees nearby that provide some shade for
spectators, the two sets of bleachers at Ballfield #2 were totally exposed to the sun.
This project was identified by the Community Services Commission as the next to be
completed on their seven-year Capital Improvement Project Priority List.

RESOLUTION NO. 20-48
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN
CALIFORNIA ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE COLUMBUS TUSTIN PARK PICNIC SHELTER
AND SPORTS FIELD IMPROVEMENTS (CIP NO. 20080)
WHEREAS, Icon Shelter Systems Inc., having a contract with the City of Tustin
to construct the hereinafter described public works and improvement; and
WHEREAS, the Project Manager has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
work and improvement should be filed and payment of the balance due said contractor
authorized in accordance with the contract documents;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public work and improvement be accepted, and the same is hereby accepted.
Said public work and improvement is more particularly described as follows:
Columbus Tustin Park Picnic Shelter and Sports Field Improvements
CIP No. 20080
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 7t" day of July 2020.
