HUSTON, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: CITY OF TUSTIN RESPONSE TO CITY OF COSTA MESA NOP OF A DMEIR FOR THE NORTH COSTA MESA HIGH RISE RESIDENTIAL PROJECTS. SUMMARY City Council authorization is requested for the City of Tustin's response to the subject Notice of Preparation (NOP) of a Draft Master Environmental Impact Report (DMEIR) for a General Plan Amendment and Specific Plan Amendment for five specific sites within the North Costa Mesa Specific Plan for residential development totaling 1 ,409 multi-family residential dwelling units. (location Map - Attachment A). RECOMMENDATION: That the City Council authorize staff to forward the attached response letter to the City of Costa Mesa. FISCAL IMPACT: There are no fiscal impacts associated with this action. BACKGROUND AND DISCUSSION: The proposed project includes a General Plan Amendment and Specific Plan Amendment for five specific sites within the North Costa Mesa Specific Plan for residential development totaling 1,409 multi-family residential dwelling units. The proposed amendments would allow for the development of residential uses in exchange for planned commerciaVoffice or other non-residential uses which could impact traffic flow on arterial streets in the City of Tustin (see location Map). The Community Development and Public Works Departments have reviewed the subject Notice of Preparation. Staff believes that it is in the City's interest to be on record regarding this matter and has prepared correspondence expressing the City's concerns regarding the Notice of Preparation document (see Attachment B). Staff requests that the Tustin City Council review and consider these comments and, if acceptable, authorize their formal transmission to the City of Costa Mesa. The proposed amendments would allow for the development of residential uses in exchange for planned commercial/office or other non-residential uses The City of Tustin has identified the following concerns and issues to be addressed in the Draft Master Environmental Impact Report. 1. The traffic analyses to be included in the DMEIR for the proposed project are expected to be based on traffic forecasts derived from a traffic model. It should be assured that the traffic model includes "Alternative 1" from the MCAS Tustin Final EIS/EIR, as well as accurate representation of the anticipated infrastructure and development at the "Tustin Legacy" (former MCAS Tustin). 2. Analyses of future conditions should include any intersections in the City of Tustin that may be significantly impacted by the proposed project (i.e., if the SR-55 is impacted, then traffic could use arterial streets including those in Tustin). The amount of project traffic traveling through these study intersections should also be identified. 3. For locations within the City of Tustin, the traffic analysis must be based on City of Tustin criteria and methodologies. I would appreciate receiving a copy of the Draft Master EIR, including the detailed traffic analysis, when it becomes available.
