SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENTS AND AUTHORIZATION
TO FILE THE NOTICE OF COMPLETION FOR THE OLD TOWN TUSTIN
COMMERCIAL DISTRICT SIGN PROGRAM (CIP NO. 4065)
SUMMARY
Construction of the Old Town Tustin Commercial District Sign Program (CIP No. 4065) has
been completed to the satisfaction of the City Engineer and is now ready for City Council
acceptance.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 06-15 accepting the Old Town
Tustin Commercial District Sign Program (CIP No. 4065), and authorizing the recordation of
the Notice of Completion, and direct the City Clerk to:
1. Release the Labor and Materials Bond not sooner than thirty-five (35) days after the
date of recordation of the Notice of Completion; and
2. Release the Faithful Performance Bond not sooner than one year after the date of
recordation of the Notice of Completion; and
Assuming no claims or stop payment notices are filed, it is further recommended that thirty-
five (35) days after the date of recordation of the Notice of Completion, the City Council
authorize payment of the final 10% retention in the amount of $24,667.00 to Bravo Sign &
Design, Inc. The total final construction contract cost for the project is $246,670.00.
FISCAL IMPACT
The final construction contract cost for the Old Town Tustin Commercial District Sign Program
is $246,670.00. The project was funded by Community Development Block Grant (CDBG)
funds and Measure "M" Turnback funds.
Project construction, along with design and construction management, has increased the City's
infrastructure assets by $247,540.26. The increased infrastructure valuation will be added to the
City's infrastructure inventory as required by Statement 34 of the Govemmental Accounting
Standards Board (GASB 34). Detailed cost information is shown on the attached GASB 34
Infrastructure Inventory Valuation Form.

BACKGROUND AND DISCUSSION
The Old Town Tustin Commercial District Sign Program (CIP No. 4065) was completed on
December 15, 2005. This project provided for the fabrication and installation of various
information, parking and directional signs within the vicinity of the Old Town Commercial
District. The signs were designed to provide information and guidance to attract the public to
Old Town Tustin. They were installed within the area bordered by the 1-5 Freeway, SR-55
Freeway, Seventeenth Street, and Browning Avenue.
All of the work for this project has been completed to the satisfaction of the City Engineer, and is
now ready for City Council acceptance.

RESOLUTION NO. 06-15
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE CONSTRUCTION OF THE OLD TOWN
TUSTIN COMMERCIAL DISTRICT SIGN PROGRAM (CIP NO. 4065)
WHEREAS, Bravo Sign & Design, Inc., having a contract with the City of Tustin to
construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvemE:nt is found to be complete, and the same is
hereby accepted. Said public works and improvement is more particularly described as
follows:

BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 6th day of February 2006.
