HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AWARD OF CONTRACT FOR CONSTRUCTION OF THE ANNUAL MAJOR PAVEMENT MAINTENANCE PROJECT, FY 2005-2006 (CIP NO. 7001); THE ANNUAL SIDEWALK REPAIR PROJECT, FY 2005-2006 (PROJECT NO. 402-6235); AND THE WilLIAMS STREET IMPROVEMENT PROJECT (CIP NO. 7187) SUMMARY Bids for the combined Annual Major Pavement Maintenance Project, FY 2005-2006 (CIP No. 7001); the Annual Sidewalk Repair Project, FY 2005-2006 (Project No. 402-6235); and the Williams Street Improvement Project (CIP No. 7187) have been received and a construction contract is ready to be awarded. RECOMMENDATION It is recommended that the City Council award the construction contract for the Annual Major Pavement Maintenance Project, FY 2005-2006 (CIP No. 7001); the Annual Sidewalk Repair Project, FY 2005-2006 (Project No. 402-6235); and the Williams Street Improvement Project (CIP No. 7187) to All American Asphalt, the lowest responsible and responsive bidder in the amount of $655,655.00, and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT The FY 2005-2006 Capital Improvement Program (CIP) Budget provides $615,000 for all of the various components in the Annual Major Pavement Maintenance Project (CIP No. 7001), including design, construction and contract administration. The bid amount for this portion of work is $494,513.00. The Public Works Department/Engineering Division Operating Budget for FY 2005-2006 provides $200,000 to cover all of the costs associated with the Annual Sidewalk Repair Project (Project No. 402-6235). The bid amount for this portion of work is $129,368.00. Both of these projects are part of the City's on-going Maintenance of Effort (MOE) requirement to maintain eligibility for Measure M funding. Community Development Block Grant (CDBG) funds provide a total of $75,000 for the Williams Street Improvement Project (15600) (CIP No. 7187). The bid amountforthis portion of work is $31,774.00. BACKGROUND Bids were opened on January 24, 2006. There were seven (7) bids received and the results are summarized as follows: Award of Contract for Construction of the Annual Major Pavement Maintenance Project, FY 2005- 2006 (CIP No. 7001); the Annual Sidewalk Repair Project, FY 2005-2006 (Project No. 402-6235); and the Williams Street Improvement Project (CIP No. 7187) February 6, 2005 Page 2 All American Asphalt, Corona.................................................$655,655.00 Sequel Contractors, Inc., Santa Fe Springs .........................$693,632.20 R. J. Noble Company, Orange................................................$705,633.31 Alliance Streetworks, Inc., Anaheim .......................................$763,868.00 Imperial Paving Company, Whittier ........................................$801,726.75 Hardy & Harper, Inc., Santa Ana .............................................$848,580.00 LH Engineering Company, Inc., Anaheim ...........................$1,086,398.50 The references and the State Contractor's License for All American Asphalt have been checked and are appropriate for the subject project. Their bid for the Annual Major Maintenance Project (CIP No. 7001), the Annual Sidewalk Repair Project (Project No. 402- 6235), and the Williams Street Improvement Project (CIP No. 7187) is about 6% below the engineer's estimate of $700,000. Work for the FY 2005-2006 Annual Major Pavement Maintenance Project generally consists of asphalt concrete repair, asphalt concrete resurfacing, crack routing and sealing, and traffic striping and markings within Zone 1 of the City's Pavement Management System. Zone 1 is generally bounded by the SR 55 Freeway on the west, Fairhaven Avenue and Santa Clara Avenue on the north, Prospect Avenue on the east, and Irvine Boulevard on the south. The majority of streets in Zone 1 are in good condition. Asphalt resurfacing is planned on Seventeenth Street from Carroll Way to Prospect Avenue (south), and on Laurie Lane from Marshall Lane to Yorba Street. Work for the FY 2005-2006 Annual Sidewalk Repair Project generally consists of removal and replacement of sidewalk at various locations throughout the City. Some trees will be removed and replaced with more appropriate species as part of this effort. Additionally, curb ramps will be modified or installed in compliance with the federal Americans with Disabilities Act (ADA). Work for the Williams Street Improvement Project generally consists of the removal of an asphalt berm and walkway, and replacement with concrete sidewalk, curb, gutter and full width street paving on the east side of Williams Street at No. 15600, across from the Robert Heideman Elementary School.
