SUBJECT: ADOPTION OF RESOLUTION NO. 06-18 ORDERING THE PREPARATION
OF THE ENGINEER'S REPORT FOR THE TUSTIN LANDSCAPE AND
LIGHTING DISTRICT LEVY OF ANNUAL ASSESSMENTS FOR FISCAL
YEAR 2006-2007
SUMMARY
Resolution No. 06-18 orders the preparation of the Engineer's Report for the Tustin
Landscape and Lighting District Levy of Annual Assessments for Fiscal Year 2006-2007.
The purpose of the Engineer's Report is to set forth findings and the engineering analysis
to levy assessments in the Tustin Landscape and Lighting District for the 2006-2007 Fiscal
Year.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 06-18 ordering the
preparation of the Engineer's Report for the Tustin Landscape and Lighting District Levy
of Annual Assessments for Fiscal Year 2006-2007.
FISCAL IMPACT
None. All City costs will be recovered through the levy of the annual assessments for
the District.
BACKGROUND
This action is the initial phase of the process to levy annual assessments for Fiscal Year
2006-2007 in the Tustin Landscape and Lighting District. Resolution No. 06-18 orders the
preparation of the Engineer's Report.
The District provides funding for the maintenance of the perimeter landscaping on the
arterial highways within the Tustin Ranch area and for the operation and maintenance of
the street lighting on the public streets within the Tustin Ranch area. A copy of the
Landscape and Lighting District Assessment Diagram is attached for reference.

Three future City Council resolutions will be required as the process proceeds:
. Adoption of a resolution approving the Engineer's Report is tentatively scheduled
for April 17,2006.
. Adoption of a resolution declaring the City Council's intention to provide an annual
levy of assessments is also tentatively scheduled for April 17, 2006, along with a
resolution setting the date for a public hearing on May 15, 2006.
. Adoption of a resolution ordering the levy of annual assessments outlined in the
Engineer's Report for the 2006-2007 Fiscal Year. This resolution will be considered
for City Council action after the public hearing tentatively scheduled for May 15,
2006.

RESOLUTION NO. 06-18
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA ORDERING THE PREPARATION OF AN ENGINEER'S
REPORT FOR THE TUSTIN LANDSCAPE AND LIGHTING DISTRICT
LEVY OF ANNUAL ASSESSMENTS FOR FISCAL YEAR 2006-2007
WHEREAS, it is the intention of the City Council of the City of Tustin to levy
annual assessments for the 2006-2007 Fiscal Year for the Tustin Landscape and
Lighting District; and
WHEREAS, changes in existing improvements including new subdivided parcels,
new landscaped areas and new street light facilities to be maintained by said District
may have occurred; and
WHEREAS, Harris and Associates, is under contract to provide professional
engineering services in connection with said District under the direction of the Director
of Public Works/City Engineer.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that the Director of Public Works/City Engineer is hereby ordered to prepare and file,
through Harris and Associates, the Engineer's Report for the Tustin Landscape and
Lighting District Levy of Annual Assessments for Fiscal Year 2006-2007.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 6th day of February 2006.
