SUBJECT: FINAL TRACT MAP 16581 (COLUMBUS SQUARE)
SUMMARY:
On February 22, 2005, the City Council approved Tentative Tract Map 16581 to allow
subdivision of a 105.5-acre site into 386 numbered lots and 186 lettered lots for the
purpose of developing 1,077 residential units. The conditions of approval for Tentative
Tract Map 16581 have been substantially fulfilled and the applicant is requesting to [8cord
the final map. The site is located in Planning Areas 4 and 5 of the MCAS- Tustin Specific
Plan (Reuse Disposal Parcel 23 and Parcel 24).

The applicant has paid fees for the processing of this map.
ENVIRONMENTAL:
Final Tract Map 16581 is Categorically Exempt pursuant to Section 15315, Class 15 of Title
14, Chapter 3 of the California Code of Regulations (Guidelines for the California
Environmental Quality Act).
BACKGROUND/DISCUSSION
The development plans for the site which included subdivision and construction of 1,077
residential units were approved by the City Council on February 22, 2005. The site is
located within Planning Areas 4 and 5 of MCAS Tustin Specific Plan and the community is
commonly known as "Columbus Square."

The site is bounded by Edinger Avenue on the north and a future fire station site at the
southwest corner of Edinger Avenue and West Connector Road, West Connector Road on
the east, Valencia/North Loop Road on the south, and an existing industrial office complex
and Severyns Road on the west (Attachment A - Location Map).
Approval of Tentative Tract Map 16581 included numerous conditions for off-site and on-site
infrastructure improvements, and dedication areas on Severyns Road, Valencia North Loop
Road and West Connector Road. Additional parcels were created for the dedication areas
and common area landscaping, which resulted in a modification to the original number of
parcels approved by Tentative Tract Map 16581. The final map includes 383 numbered lots
and 192 lettered lots. However, the modifications did not affect the number or size of
residential parcels in general. The total number and density of the residential units will remain
unchanged.
The Final Tract Map 16581 would include the following lots:
. Lots 1-262, 362, 363, 364 and 366-383 will accommodate a total of 283 single-
family dwellings and carriage way units;
. Lots 266-292, 294-330, and 332-361 will accommodate 552 condominium units;
. Lot 265 will accommodate the senior housing site;
. Lots 263, 264, 265, 293, 331, and 365 will accommodate the five (5) park sites.;
and,
. Lettered lots will accommodate private streets, private drives, and
landscape/open space lots.
The City Engineer has reviewed Final Tract Map 16581 (Attachment B) and finds that it is
in substantial conformance with Tentative Tract Map 16581. The City Attorney has
reviewed the applicable conditions requiring CC&Rs, Homebuyer Notification and
subdivision agreements and has deemed those documents in substantial compliance with
the respective conditions of approval. Once the revised executed CC&Rs are submitted
by the applicant, all conditions of approval for Tentative Tract Map 16581 will be in
substantial completion with the tentative tract map approval. Staff recommends that the
City Council adopt Resolution No. 06-17 and approve Final Tract Map 16581, subject to
final approval of the City Engineer prior to recordation.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN
APPROVING FINAL TRACT MAP 16581 TO SUBDIVIDE 105,5 ACRES
INTO 383 NUMBERED LOTS AND 192 LETTERED LOTS FOR
DEVELOPMENT OF 1,077 RESIDENTIAL UNITS
The City Council of the City of Tustin does hereby resolve as follows:
I.
The City Council finds and determines as follows:
A,
II.
Final Tract Map 16581 was submitted by Moffett Meadows Partners LLC
requesting subdivision of a 105,5 acre site into 383 numbered lots and
192 lettered lots for developing 1,077 residential units within Planning
Areas 4 and 5 of the MCAS Tustin Specific Plan;
B,
The Planning Commission recommended that the City Council approve
Tentative Tract 16581 on February 14, 2005, and the City Council approved
Tentative Tract 16581 on February 22,2005;
C,
The City Engineer has determined that Final Map 16581 is in substantial
conformance with the requirements of the Tustin General Plan, MCAS
Tustin Specific Plan, State Subdivision Map Act, the City's Subdivision
Code, and has been determined to be consistent with the Air Quality Sub-
Element;
D,
The site is located in Planning Areas 4 and 5 of the MCAS Tustin Specific
Plan, which is designated for Low Density and Medium Density
Residential use,
E,
The City Council finds that requiring the developer to include a sep~rate
exhibit for each unit that is allocated private open space in the homebuyer
notification is in substantial compliance with Condition 9,1 (H) of
Resolution No, 05-40 of Tentative Map approval.
F,
Final subdivision maps are statutorily exempt pursuant to Section 15268
of California Code of Regulations, Title 14, and the City Council has
adopted Resolution No, 05-38 finding that the potential environmental
impacts of Tentative Tract Map 16581 have been adequately addressed
with FEIS/EIR for the MCAS Tustin Reuse Plan and Specific Plan,
The City Council hereby appróves Final Tract Map 16581 for the subdivision of a
105,5-acre site into 383 numbered lots and 192 lettered lots for development of
1,077 residential units, subject to final approval by the City Engineer prior to
recordation,
