SUMMARY OF PROJECTS
The following is a list of projects and activities for your information since the previous report
on August 8, 2005. The list focuses on the status of projects that the Planning
Commission, Zoning Administrator, or Community Development Director approved, major
improvement projects, and other items of interest.
Major Projects Under Construction
.
Heritage Plaza (137 West First Street): Project completed. Five tenants (dentist,
Anthony B. Salon, Paula, Paula Home, Patterson Jewelers) are operating; three
tenants (laundry/cleaners, sandwich shop, Mexican food) are 90 percent complete.
.
Arbor Walk - Olson Company Condominium Development (14552 Newport Avenue):
Homes are sold out and the last two buildings are nearing construction completion.
.
Gateway Village - Barn Site Redevelopment (1621 Edinger Avenue): The shell
building and several tenant improvements are complete. Tenants to date that the City
is aware of include Starbucks, Fresca's, T-Mobile, Dolce Vita Salon, Auction, Post &
Mail, Quizno's, Flower Shop, Pro Salon & Spa, Honors Review.

New Industrial Building (1111 Bell Avenue): Construction of a new 111,920 square
foot warehouse and manufacturing building with administrative offices on the vacant
6.1-acre parcel has been completed. Tenants to date include Sterling BMW Collision
Center.

Tustin Strata Center (14071-14081 Newport Avenue): Construction is underway for a
new 9,961 square foot retail center.
.
Trader Joe's Tenant Improvement and Tustin Crossings Remodel (12932 Newport
Avenue): Trader Joe's is open. Tenant and site improvements are underway for the
center.
.
Tustin Gateway Business Park (1123 Warner Avenue): Construction of nineteen
(19) new industrial buildings ranging in size from 3,500 to 40,000 square feet has
been completed. Tenants to date include Wila Lighting, H & N Group Management
Co., Interplex Nascal Inc., Cosmopro, SDG, Keeler Advertising, Inc., California Tax
Incentives Group, Brandywine Communications, Complete Cryogenic Services, Hall

Research Technologies, Stream of Praise Music Ministries, Thermeon Corp., Access
Electric, Wahoo Tech, Powersat Inc., Powersat USA, Inc., Expert Assembly Services,
Inc., and Training Funding Partners.

The Cottages/Nevis Homes (1361 EI Camino Real): The project includes
construction of 93 condominium units. Rough grading and demolition permits were
issued. The final map is being processed for the City Council's approval and
recordation.
.
Enderle Center Parking Lot (14082 Enderle Center Drive): Construction of the 91-
space off-site employee parking lot was completed in November 2005.
.
ACS Medical Office (12741-12791 Newport Avenue): The project includes
construction of a two-story office building. Grading and demolition permits have been
issued.
.
Tustin Market Place (North Village). Construction is complete for a new outdoor
common seating area for restaurant row located at the north village of the Tustin
Market Place.
.
McCharles House Expansion (335 South C Street): Construction of a 500 square foot
addition to the south side of the existing restaurant and a 520 square foot detached retail
building at the rear of the property is underway. Rough framing has been completed.
.
Makena Retail Center on Former Tustin Transmission Site (14001 and 14011
Newport Avenue): The 7,400 square foot retail center is under construction.
Framing has been completed.
Zonina Administrator Actions
. Desian Review 02-007 - Authorization to demolish the existing Tustin Branch Library
and construct a new Tustin Branch Library, within the Public and Institutional (P&I)
zoning district. The project is located at 345 E. Main Street.
. Desian Review 05-018 - Authorization to add an additional 21,000 square feet of
building area for Home Depot Garden Center at 2782 EI Camino Real. The adjacent
carwash will be demolished to accommodate the project.
. Conditional Use Permit 05-022 - Authorization for the sale of beer and wine, for on-
site consumption (ABC License Type 41) in a bona fide public eating place (Fresca's
Mexican Restaurant) and to construct an outdoor dining area in conjunction with a
restaurant use. The project is located at 1621 Edinger Avenue, Suite 102 within the
Industrial (M) zoning district.

. Conditional Use Permit 05-024 - A request to establish an afterschool tutoring facility
for Grades 4 through 11 was approved on October 10, 2005, for a tenant space at
1631 Edinger Avenue, Suite 202.
. Conditional Use Permit 05-027 - Authorization for the sale of beer and wine, for on-
site consumption (ABC License Type 41) in association with on-site dining (HK Tofu) in
a 104 seat tenant space located at 13832 Red Hill Avenue, within the Retail
Commercial (C-1) zoning district.
. Conditional Use Permit 05-031 - A request to amend the approved master sign
program for the Tustin Market Place to allow for seven (7) additional signs within the
center. The project is located at the intersection of Jamboree Road North of the
Interstate 5 Freeway, within the Planned Community Mixed Use (PC-MU) zoning
district.
. Conditional Use Permit 05-033 - A request to provide massage services in
conjunction with a hair salon and spa services. The project is located at 139 W. First
Street within the First Street Specific Plan (FSSP) zoning district.
. Conditional Use Permit 05-034 a request to establish a furniture warehouse sales
within an existing building at 14450 Chambers Road within the Planned Community
Industrial (PC-IND) zoning district.
. Conditional Use Permit 05-035 a request to establish a pilates studio for individuals
or group of not more than two (2) persons within a commercial retail center. The project
is located on 17390 Seventeenth Street, Suite F within the Planned Community
Commercial (PC-COMM) zoning district.
. Conditional Use Permit 05-039 a request to establish a pet grooming service in an
existing commercial center at 301 EI Camino Real, Unit B, within the Central
Commercial, Combining Parking zoning district.
. Conditional Use Permit 05-045 - Display and sales of garden center products and
seasonal items at an existing Home Depot was authorized January 23, 2006.
. Conditional Use Permit 05-046 - A request to authorize the on-site sale of general
alcoholic beverages (ABC Type "47") in conjunction with a restaurant. There is an
existing ABC Type "41 license permitting the on-site sale of beer and wine, and the
new license will allow for the on-site sale of hard liquor.

The District at Tustin Legacy (Vestar) (Barranca Parkway and Jamboree Road):
The rough grading permit for the 1,006,100 square foot Class A Retail Development
was issued on January 4, 2006. Building plans for more than 500,000 square feet of
building area are in plan check, and demolition of the existing structure and tarmac
areas was completed on November 30,2005. (See attached Vestar Permits Update.)

Tustin Legacy Partners (TLP): Staff is continuing to work with the Shea Properties
and Centex Homes partnership as the Master Developer of approximately 740 acres
to develop conceptual land use, circulation, and open space plans.
.
John Laing Homes, Planning Area 20 - Tustin Field I (Harvard Avenue and
Edinger Avenue): All products, with the exception of model homes for two products,
have been finaled (376 units).
.
John Laing Homes, Planning Area 21 - Tustin Field II (Harvard Avenue and Edinger
Avenue): Phases 1, 2, and 3 are completed (104 units). Phases 4, 5, 6 are under
construction (85 units).
.
Lennar, (Columbus Square and Columbus Grove) Planning Areas 4, 5, and 21:
Construction drawings and plans for precise grading, public/private improvements,
and architectural plans for model homes and production phases are in plan check.
Eight of the 12 model homes are under construction. Four should start construction
shortly. (See attached Lennar Building Permit Status Update.)
.
South Orange Coast Community College District: The City is finalizing the
District's plans to construct a one acre Advanced Technology and Education Park at
the northeast corner of Red Hill Avenue and Valencia Avenue. Construction is
anticipated to commence soon.
.
Ranch Santiago Community College District: The project has been approved.
Construction has not begun.
.
Orange County Rescue Mission's Village of Hope (LandsdowneNalencia):
Building permits were issued on May 9, 2002, for the two (2) buildings located at
15635 and 15686 Landsdowne; Phase 2 is under construction.
Miscellaneous
.
Tustin Library (245 E. Main Street): Construction of a new library. Design plans are
currently in plan check.
.
Briggs Electric (14381 Franklin Avenue). Staff approved a Design Review for the
construction of a new 20,000 square foot industrial building to accommodate an
electrical contractor office and warehouse. Permits are ready to be issued.
.
Tustin Commons (14101 Myford Road and 2642 Michelle Drive): Façade remodel of
two existing office buildings is complete. Tenant improvements are currently
underday.
.
Prospect Village Project (191-195 E. Main Street): The mixed-unit development
comprised of a new 8,589 sq. ft., two-story commercial building and twelve (12) mixed
use units was approved by the Planning Commission on April 26, 2004, and by the

City Council on May 17, 2004. Grading and building plans have been submitted for
the commercial and residential buildings. The project is ready to proceed pending
response/performance by the developer.

Camellia Tract (Rawlings Way and Tustin Ranch Road): The final map for the
twenty-five (25) single family dwellings was approved. Building plans are in plan
check. A rough grading permit has been issued.
.
Tustin Hummer (1 Auto Center Drive). The Design Review application for a new
sales/showroom for Hummer dealership at the Tustin Buick, GMC, Pontiac automobile
dealership was approved by staff on July 8,2005. Permits are ready to be issued.
.
Old Navy in The Market Place. Plans for an approximately 18,000 square foot
addition are in plan check.
.
Tustin Hacienda (240 E. Third Street): Conversion of an existing resthome into
resthome for Alzheimer patients. The Planning Commission approved the project on
August 8, 2005.
.
1-5 Self Storage (2631 Michelle Drive): Conversion of existing industrial buildings and
construction of new buildings to accommodate a self storage facility. Plans are
currently in plan check.
.
Altman Office Conversation (14891 Yorba Street). Conversion of an existing single
family home into a professional consultant office. Permits are ready to be issued
.
Office Building (12721 Newport). A Design Review for a 5,365 square foot office
building was approved October 19, 2005. Plans are in plan check.
.
B'Nai Israel Classroom Building (2111 Bryan Avenue).
classroom building at B'Nai Israel is underway.
Construction of the
.
Walgreens Pharmacy (NEC Newport and Irvine). Construction of the new 12,600
square foot Walgreens Pharmacy is underway.
.
San Juan Daycare (1792 San Juan Street). The applicant is gathering data to
address the Planning Commission's concerns from the August 22, 2005, meeting.
.
Single Family Addition (13321 Woodland Drive). A single family addition involving a
2,849 square foot home addition and new 420 square foot garage to an existing 887
square foot home.
.
Comerica Bank (3025 EI Camino Real): Construction of a new bank building within
the North Village of The Tustin Market Place. Plans are in plan check.
.
Nextel Wireless (15991 Red Hill Avenue). A wireless telecommunication facility
involving 15 rooftop antennas located behind an existing screenwall.

Chipotle Mexican Grill (13348 Newport Avenue). Authorization to demolish an existing
1,900 square foot drive-through pharmacy, construct a new 2,565 square foot
restaurant with outdoor seating area, and permit a type 47 ABC license (on sale general
for bona fide public eating places) to sell beer, wine, and distilled spirits.

In December 2004, construction began for the Irvine Boulevard/Newport Avenue
Intersection Widening Project (CIP No. 7118). Project is 85 percent complete.
.
The Notice of Completion was recorded for the Red Hill Avenue Widening Project at the
1-5 Freeway (CIP No. 7133).
.
The Notice of Completion was recorded for construction of the Walnut Avenue
Rehabilitation Project (CIP No. 7178).
.
Construction of the Valencia Road/Armstrong Avenue Project (CIP No. 7139) started in
May 2005. The project is 32 percent complete.
Construction of the Edinger Avenue Widening Project (CIP No. 7147) and the Newport
Avenue/SR-55 Ramp Reconfiguration Project (CIP No. 7130) started in October 2005.
Underground utility installation is progressing at this time.

The Notice of Completion was recorded for the Phase V Regional Trails Project.
.
On February 6, 2006 the City Council accepted the Notice of Completion for the Old
Town Tustin Commercial District Sign Program (CIP No. 4065).
.
The Notice of Completion was recorded for Construction of the Altadena/Pasadena
Pedestrian Enhancement Project (CIP No. 4063). This was the City's first in-pavement
lighted crosswalk project.
.
In July 2005 the Altadena/Pasadena Pedestrian Enhancement Project (CIP No. 4067),
which consists of an in-pavement lighted crosswalk system. The project is being
delayed due to construction of the OCSD sewer project on Red Hill Avenue.
.
Traffic Signal design work is 95 percent complete for the First StreeVB Street Pedestrian
Enhancement Project (CIP No. 4068). City Council approval of plans and authorization
to advertise for bids is tentatively scheduled for March 2006.
.
Design work is 35 percent complete for the Pasadena Storm Drain Improvements (CIP
No. 5032).
.
In December 2005 the City Council awarded a construction contract for the Newport
Avenue Rehabilitation Project (CIP No. 7165), which also included the Walnut Sidewalk
Enhancement (CIP No. 7186) and the Sycamore Sidewalk Enhancement (CIP No.
7185).

Bids were received in January and the contract was awarded on February 6, 2006 for
the Annual Major Maintenance Project (CIP No. 7001), Annual Sidewalk Repair Project
(402-6235), and Williams Avenue Street Improvement Project (CIP No. 7187).
.
Design is complete for the Tustin Ranch Road Rehabilitation Project (CIP No. 7179 &
7180). City Council approval of plans and authorization to advertise for bids is tentatively
scheduled for March 2006.
.
Design is 15 percent complete for the Irvine Boulevard Rehabilitation (CIP No. 7181) and
Jamboree Road Rehabilitation (CIP No. 7182, 7183 and 7184).
