HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE TUSTIN RANCH ROAD REHABiliTATION BETWEEN 1-5 FREEWAY AND BRYAN AVENUE (CIP NO. 7179), AND THE TUSTIN RANCH ROAD REHABiliTATION BETWEEN WALNUT AVENUE AND 1-5 FREEWAY (CIP NO. 7180) SUMMARY The plans and specifications for the Tustin Ranch Road Rehabilitation between 1-5 Freeway and Bryan Avenue (CIP No. 7179), and the Tustin Ranch Road Rehabilitation between Walnut Avenue and 1-5 Freeway (CIP No. 7180) have been prepared and the projects are now ready to be bid. Notices of Exemption have been recorded with the County of Orange for these projects as they are categorically exempt under California Environmental Quality Act (CEQA) requirements. Additionally, the projects have been reviewed by the State of California, Department of Transportation (Caltrans) and determined to be categorically excluded under the National Environmental PoliGY Act (NEPA) requirements. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 06-28, approving the plans and specifications for the Tustin Ranch Road Rehabilitation between 1-5 Freeway and Bryan Avenue (CIP No. 7179), and the Tustin Ranch Road Rehabilitation between Walnut Avenue and 1-5 Freeway (CIP No. 7180), and authorizing and directing the City Clerk to advertise for bids, subject to Caltrans approval. FISCAL IMPACT The Fiscal Year 2005-2006 Capital Improvement Program (CIP) Budget provides $558,700 for the Tustin Ranch Road Rehabilitation between 1-5 Freeway and Bryan Avenue (CIP No. 7179) and $600,000 for the Tustin Ranch Road Rehabilitation between Walnut Avenue and 1-5 Freeway (CIP No. 7180) for a total allocation of $1 , 158,700. The City has secured grant funding for these projects from the Orange County Transportation Authority's (OCT A) Combined Transportation Funding Program (CTFP) under the Arterial Highway Rehabilitation Program (AHRP). The AHRP matching fund reimbursement in the amount of $510,000 covers eligible construction expenses through the federal program. Funds for construction will also be provided by a combination of Gas Tax funds and the City's CIP budget. The Engineer's construction estimate for the two (2) projects is $1,400,000. Upon receipt of construction bids a supplemental budget appropriations may be necessary to fully implement the construction phase of the projects. Approval of Plans and Specifications and Authorization to Advertise for Bids for the Tustin Ranch Road Rehabilitation between 1-5 Freeway and Bryan Avenue (CIP No. 7179), and the Tustin Ranch Road Rehabilitation between Walnut Avenue and 1-5 Freeway (CIP No. 7180) February 21, 2006 Page 2 DISCUSSION The subject projects were combined into one bid package to simplify the contract administration process by reducing duplication of efforts. This is especially important since the projects are funded by a federal grant and subject to the Caltrans approval process. Combining these projects will also maximize cost savings by taking advantage of the common work items shared by each of the projects. The proposed pavement rehabilitation on Tustin Ranch Road consists of removal of failed pavement sections; resurfacing of the entire street with new asphalt concrete; removal and replacement of curb ramps to comply with the latest requirements of the Americans with Disabilities Act (ADA); removal and replacement of damaged curb and gutter; and installation of new traffic signal loops and striping. Since these projects involve the replacement and repair of existing facilities with minor modifications, they are categorically exempt under California Environmental Quality Act (CEQA) requirements. Notices of Exemption for the subject projects have been recorded with the County of Orange. Additionally, the project has been reviewed by Caltrans and determined to be categorically excluded under the National Environmental Protection Act (NEPA) requirements. Kasdan Engineering Services Manager Attachments: Resolution No. 06-28 Location Maps S:\Clty Councilltems\2006 Councii ItemslApproval of P&S TRR Rehabilitation (CIP 7179 & 7180) & Reso 06-28.doc RESOLUTION NO. 06-28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE TUSTIN RANCH ROAD REHABILITATION BETWEEN 1-5 FREEWAY AND BRYAN AVENUE (CIP NO. 7179), AND THE TUSTIN RANCH ROAD REHABILITATION BETWEEN WALNUT AVENUE AND 1-5 FREEWAY (CIP NO. 7180), AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Tustin Ranch Road Rehabilitation between 1-5 Freeway and Bryan Avenue (CIP No. 7179), and the Tustin Ranch Road Rehabilitation between Walnut Avenue and 1-5 Freeway (CIP No. 7180); and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, these projects are categorically exempt from the requirements of the California Environmental Quality Act; Class 1, Section 15301: Existing Facilities; WHEREAS, these projects have been determined by Caltrans to be categorically excluded from the National Environmental Protection Act (NEPA); NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Tustin Ranch Road Rehabilitation between 1-5 Freeway and Bryan Avenue (CIP No. 7179), and the Tustin Ranch Road Rehabilitation between Walnut Avenue and 1-5 Freeway (CIP No. 7180) BE IT FURTHER RESOLVED that the City Clerk is herby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 21st day of February 2006.
