SUBJECT- TRAFFIC SIGNAL CABINET PUBLIC ART PROGRAM
SUMMARY-
At their July 15, 2020, Regular Meeting, the Community Services Commission
recommended forwarding the Traffic Signal Cabinet Public Art Program developed by the
Public Art Committee for consideration by the City Council.
RECOMMENDATION-
It is recommended that the City Council review and approve the Traffic Signal Cabinet
Public Art Program created by the Public Art Committee.
FISCAL IMPACT-
The Traffic Signal Cabinet Public Art Program is proposed as an opportunity for public art
to be gifted to the City of Tustin, therefore there is no fiscal impact for the installation of
the art. Because this program only involves the installation of vinyl wraps, the ongoing
maintenance costs for the traffic signal cabinets would not increase. The only exception
to this is if the wrap is damaged irreparably or significantly faded, in which case the cost
of removing the vinyl cabinet wrap is approximately $400 per cabinet.
CORRELATION TO THE STRATEGIC PLAN-
This public art project is in accordance with Goal A of the Tustin Strategic Plan to
enhance the vibrancy and quality of life in all neighborhoods and areas of the community.
BACKGROUND-
In July 2019, the Public Art Committee began discussions on creating a public art
program that would utilize sponsorships to beautify traffic signal cabinets in Tustin. Over
continued discussions at successive meetings, the program evolved into a donation
opportunity focused on city-owned traffic signal cabinets located at lighted intersections
throughout Tustin. Developed in accordance with the Public Art Policy, the program would
be open to local businesses, non-profit organizations, or individuals wanting to gift public
art to the City of Tustin.
Vinyl wraps would be the acceptable method of art application and the design and
installation of the wraps would be the responsibility of the donor. In addition, a graffiti-

resistant laminate will be required to be installed over the wrap. The average lifespan of
vinyl wraps is three to five years. If a wrap is damaged but deemed repairable and it is
less than five years old, the option to repair it will be given to the donor. Should the donor
refuse to repair the wrap, it will be removed by the City of Tustin.
The following Traffic Signal Cabinet Public Art Program components were finalized by the
Public Art Committee at their June 2020 meeting:
• Program policies/procedures and specifications developed with input from the City of
Tustin's Public Works Department and local agencies with similar programs
• Initial list of 16 traffic signal cabinet potential locations
• List of pre-approved vinyl wrap vendors
• Gift Proposal Application
• Draft Traffic Signal Cabinet Public Art Program brochure
Once the program is fully approved, the Public Art Committee will be responsible for
promoting the opportunity to potential donors. Gift Proposal Applications received will be
presented for review to the Public Art Committee and any approved applications will be
forwarded to the Community Services Commission and City Council for final approval.

Traffic Signal Cabinet Public Art Program
Policies and Procedures
• The opportunity to donate a piece of traffic signal cabinet artwork will be
open to community businesses, non-profit organizations, and individuals.
• A map detailing the location of all of the available traffic signal cabinets will
be available to potential donors.
• A list of pre-approved wrap vendors that have been verified as able to
adhere to the program policies and specifications will be made available to
potential donor.
• The donor must work with one of the pre-approved wrap vendors to install
the wrap.
• For the wrap design, the donor may work with one of the pre-approved
wrap vendors, or a graphic designer of the sponsor's choice.
• Before installation, donors shall submit an application to the City of Tustin,
Parks and Recreation Department for review by the Public Art Committee.
• Along with the application the donor shall include a copy of the proposed
design and the preferred traffic signal cabinet location.
• No application fee will be charged.
• If the Public Art Committee approves the wrap design, the proposal will be
forwarded to the Community Services Committee and then City Council for
approvals.
• After approval by City Council, the donor will be required to sign a project
agreement with the City of Tustin.
• Coordination of the installation timing will be between the Parks and
Recreation Department and the sponsor. It is the donor's responsibility to
coordinate with the wrap vendor.
• Graffiti will be removed by the City of Tustin's contractor after it has been
reported to the Tustin Police Department.
• If the wrap is damaged but deemed repairable by the City of Tustin, the
option to repair it will be given to the donor. Should the donor refuse to
repair the wrap, it will be removed by the City of Tustin.
• The wrap will also be removed by the City of Tustin if it is:

o Damaged beyond repair
o Over five years old
o Significantly faded
• Regular maintenance of the traffic signal cabinet will continue to be the
responsibility of the City.
Specifications
• Wrap material should be a minimum 3 mm thick vinyl product in a matte
finish from 3M or Avery.
• A graffiti-resistant laminate is required to be installed over the vinyl wrap.
• Artwork must cover all four sides of the cabinet.
• The wrap must be neatly trimmed around any locks, vents, hinges and
handles so as not to adversely affect the cabinet or the equipment inside.
• Logo of sponsor should be no more than 20% of the overall design and
must blend with the artwork.
• There are no limitations based on color.

Established in 2018, the Public Art Committee (PAC) is the formal • • :-
body responsible for implementing the City of Tustin's Public Art �•
Program. Duties include planning and commissioning public art, eval-
uating artwork proposed to be gifted to the City of Tustin, and advis-
ing the Community Services Commission and the City Council on all
public art related issues
In so doing, the Committee is also responsible for seeking funds and I Terms and Costs
