HomeMy WebLinkAboutITEM NO. 12 - RESOLUTION DETERMINING THE NEED TO EXTEND LOCAL EMERGENCY 'CY p I CITY OF TUSTIN C A L I F O R N I A Agenda Item 12 : Resolution Determining the Need to Extend Local Emergency Tustin City Council September 1, 2020 Background • March 20, 2020 : Director of Emergency Services proclaimed a local emergency related to COVID- 19 • March 20., 2020 : City Council ratified the proclamation Background • California law requires the City to determine whether the need exists to extend a declared local emergency every sixty (60) days. • The City Council previously reviewed and extended the declared local emergency regarding COVID- 19 on May 19 and July 7. The Need to Extend the Local Emergency • As noted in more detail in the staff report, COVID- 19 continues to spread in Tustin, throughout the State., nation and the rest of the world . The Need to Extend the Local Emergency • The rate at which positive cases are being detected has declined recently. • However, Orange County continues to see increases in the number of confirmed COVID cases : • March 20: 65 cases • May 12 : 3,627 cases • July 2 : 15,056 cases • September 1 : 48,825 cases The Need to Extend the Local Emergency • The City continues to take extraordinary measures during the declared local emergency: • $3 million CARES program for temporary emergency aid to the community, including: • Small business and Home Business grants • Facilitating temporary outdoor dining and assembly uses and grants for outdoor expansions • Rental and housing utility assistance • Meal assistance and distribution to vulnerable populations The Need to Extend the Local Emergency • The City also suspended all late payment penalties for water service . • Resolution 20-59 would continue this measure. The Need to Extend the Local Emergency • Proposed Resolution 20-59 would revise some of the existing measures: • Street Sweeping • To comply more effectively with State water quality regulations, the City should resume full street sweeping before the rainy season . • No issuance of tickets through September 30 • Ticketing would resume on October 1st. • Public outreach throughout September The Need to Extend the Local Emergency • Proposed Resolution 20-59 would revise : • Business Licenses • City continues to receive requests for Business Permits for a variety of reasons • City Council recently adopted a requirement that sidewalk vendors must have Business Licenses. • Annual Business Licenses are expiring at the end of December The Need to Extend the Local Emergency • Proposed Resolution 20-59 would revise : • Business Licenses • The program would remain suspended through October 31St • Beginning November 1St, all businesses would be required to have a valid Business License. • All existing businesses with 2020 licenses would not have to renew until January 1St • All businesses without a License would need to obtain one by November 1 The Need to Extend the Local Emergency * Proposed Resolution 20-59 would revise : • Business Permits for Massae Businesses * This program ordinarily renews in July of each year. * Program would remain suspended through September 30tH • Beginning October 15t, all operating massage establishments would be required to have a Massage Business Permit to continue operating The Need to Extend the Local Emergency • In light of the continuing spread of the COVID-19 pandemic in and around Tustin and the threat to public health that it represents, staff recommends that the Council approve Resolution 20-59 to make the required findings to extend the declared local emergency.
