SUBJECT: RESOLUTION OF THE CITY COUNCIL, ACTING IN ITS CAPACITY
AS THE LOCAL REUSE AUTHORITY, INITIATING A REVIEW OF
THE PROGRESS IN REDEVELOPING THE FORMER MCAS
TUSTIN.
SUMMARY
Resolution No. 20-65 of the City Council of the City of Tustin (City) acting in its capacity
as the Local Reuse Authority (LRA) for former Marine Corps Air Station (MCAS) Tustin
would initiate a review of the progress of redeveloping the former installation.
RECOMMENDATION
It is recommended that the City Council:
1. Adopt Resolution No. 20-65 entitled "A Resolution of the City Council of the City of
Tustin, California, Acting in its Capacity as the Local Reuse Authority for Former
Marine Corps Air Station Tustin, Initiating a Review of the Progress in
Redeveloping the Former Installation." And
2. Direct staff to schedule a special meeting or meetings of the City Council acting in
its capacity as the LRA to hold a public forum to receive development updates
from, and ask questions of, the various public agencies responsible for
development at former MCAS Tustin.

BACKGROUND
In 1992, the City was designated the Local Reuse Authority (LRA) for former MCAS Tustin
by the Office of Economic Adjustment (OEA) within the Department of Defense (DOD)
and was re -confirmed as the LRA in 1994. (See attached letter dated December 15,

1994.) LRAs perform a critical role and are responsible for specific tasks in the closure
and reuse of former military installations by-
- Developing the Reuse Plan for the former base
- Allowing maximum community input during the reuse planning process
- Developing a homeless accommodation plan
- Approving or denying all applications for Public Benefit Conveyances (PBC)
- Implementing the Economic Development Conveyance (EDC) in this case specific
to Tustin
- Serving as the single point of contact between the Federal Government and
community interests during and after the closure process.
Some of the ongoing duties and powers of the LRA include-
- Working with PBC applicants on implementation issues
- Amending the Reuse Plan as needed due to changing market/land use interests
or lack of performance
- Holding public meetings to receive updates or take other actions related to former
MCAS Tustin
DISCUSSION
Resolution 20-65 would state that, after many years of guiding the MCAS Tustin
Redevelopment Effort, the City of Tustin, acting as the Federally -recognized LRA for the
former MCAS Tustin, desires to review the progress in redeveloping the former
installation, and to review and validate the twenty-year old MCAS Tustin Reuse Plan
under current circumstances and economic conditions. To that end, Resolution 20-65
would initiate a review of the progress of redeveloping the former installation.
Staff is recommending that the review be conducted in one or more special meetings of
the City Council (acting in its capacity as the LRA) to conduct a public forum to receive
development updates from, and ask questions of, the various public agencies responsible
for development at former MCAS Tustin. Staff would work with the following entities to
prepare brief presentations and be prepared to answer questions about the status of their
respective projects-
- City of Tustin
o Economic Development Conveyance Development
o Community Park PBC (Veterans Sports Park)
- Orange County Rescue Mission
o Homeless Accommodation

- South Orange County Community College District
o Advanced Technology Education Park (Part of City EDC Property)

Following this public forum, the City Council, acting as the LRA, could call subsequent
meetings to provide further direction or to take further action if desired.

requesting that the use of all buildings and property to assist
the homeless at Marine Corps Air Station (MCAS) Tustin be
determined in accordance with the new procedures established
under the Base Closure Community Redevelopment and Homeless
Assistance Act of 1994. Accordingly, the City of Tustin is
recognized as the Local Redevelopment Authority, and can proceed
under the new law.
We are very pleased with the progress and success of the
MCAS Tustin Base Closure Task Force to date. On behalf of the
Department, please extend our appreciation to the members,
subcommittee participants, and staff.
We look forward to working with you and officials -from the
Departments of Navy and Marine Corps on this new approach to
meeting the needs of the homeless.

As a result of the recently enacted Base Closure
Community Redevelopment and Homeless Assistance Act of
1994 ("Act"), new screening procedures will be adopted
for homeless groups seeking to obtain surplus Federal
property at bases scheduled for closure or realignment.
Specifically, these new standards will apply to buildings
and property located at installations approved for
closure after the date of enactment of the Act. However,
the Act also provides a mechanism by which buildings and
property at installations approved .for closure before the
date of enactment of the Act shall be screened for
homeless use under the new procedures mandated by the
Act.. - , , _
Under the Act, the recognized Local Redevelopment
Authority -("LRA") for--an-installation may submit to the
Secretary of Defense ("Secretary") a request for
consideration under the new provisions. If the request
is filed within 60 days of enactment of the Act, the
Secretary is required to notify the Secretary of Housing
and Urban Development (HUD) and the Secretary of Health
and Human Services (HHS) that the disposal of buildings
and property at the installation will be determined under
the new provisions of the Act. The City of Tustin has
been previously recognized by the Department of Defense
Office of Economic Adjustment as the LRA for Marine Corps
Air Station (MCAS), Tustin.
Pursuant to section 2 (e) (1) (B) of the Act, the City of
Tustin, as the recognized LRA „ requests that the use of
all buildings and property,to assist the homeless at the
MCAS, Tustin be determined in accordance -with the new
procedures established by the Act.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, ACTING IN ITS CAPACITY AS THE
LOCAL REUSE AUTHORITY FOR FORMER MARINE
CORPS AIR STATION TUSTIN, INITIATING A REVIEW OF
THE PROGRESS IN REDEVELOPING THE FORMER
INSTALLATION.
WHEREAS, former Marine Corps Air Station (MCAS) Tustin was confirmed for
realignment and closure in 1993; and
WHEREAS, prior to the closure and disposal of military installations, the Office of
Economic Adjustment (OEA) within the Department of Defense (DOD) recognizes a Local
Reuse Authority (LRA) to prepare a Reuse Plan for the former installation; and
WHEREAS, in 1992, the City of Tustin (City) was designated as the LRA for former
MCAS Tustin by OEA to prepare a Reuse Plan for former MCAS Tustin in order to
facilitate the closure of MCAS Tustin and its reuse in furtherance of the economic
development of the City and surrounding region and was re -confirmed as the LRA in
1994; and
WHEREAS, in October 1996, the City approved the MCAS Tustin Specific
Plan/Reuse Plan after numerous meetings and community input; and
WHEREAS, former MCAS Tustin officially closed in 1999; and
WHEREAS, in May 2002, The United States of America approved an Economic
Development Conveyance (EDC) and agreed to convey approximately 1,153 acres of
former MCAS Tustin to the City; and
WHEREAS, on May 13, 2002, a total of approximately 977 acres were conveyed
by The United States of America to the City by quitclaim deed, in accordance with the
provisions of a Memorandum of Agreement by and between The United States of America
and the City dated May 13, 2002, and
WHEREAS, the additional approximately 177 acres were made subject to a ground
lease by the City from The United States of America and portions thereof have
subsequently been conveyed to the City pursuant to subsequent quitclaim deeds; and
WHEREAS, the City, acting as the LRA, has developed or conveyed a substantial
portion of the former base property for residential, commercial, institutional, educational
and open space uses; and

WHEREAS, the LRA has continuing roles and responsibilities that require
oversight by the City Council of the City; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF TUSTIN, THAT:
1. The foregoing recitals are hereby incorporated and adopted as the findings of
the City Council; and
2. After many years of guiding the MCAS Tustin Redevelopment Effort, the City
of Tustin, acting as the Federally recognized LRA for the former MCAS Tustin,
desires to review the progress in redeveloping the former installation, and to
review and validate the twenty-year old MCAS Tustin Reuse Plan under current
circumstances and economic conditions; and
3. The City Manager, as the Executive Director for the LRA for former MCAS
Tustin, is directed to coordinate one or more special meetings of the City
Council acting in its capacity as LRA to hold a public forum to receive
development updates from, and ask questions of, the various public agencies
responsible for development at former MCAS Tustin.
