RESOLUTION NO. 20-65
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACTING IN ITS CAPACITY AS THE LOCAL REUSE AUTHORITY
FOR FORMER MARINE CORPS AIR STATION TUSTIN, INITIATING A REVIEW
OF THE PROGRESS IN REDEVELOPING THE FORMER INSTALLATION
WHEREAS, former Marine Corps Air Station (MCAS) Tustin was confirmed for
realignment and closure in 1993; and
WHEREAS, prior to the closure and disposal of military installations, the Office of
Economic Adjustment (OEA) within the Department of Defense (DOD) recognizes a Local
Reuse Authority (LRA) to prepare a Reuse Plan for the former installation; and
WHEREAS, in 1992, the City of Tustin (City) was designated as the LRA for former
MCAS Tustin by OEA to prepare a Reuse Plan for former MCAS Tustin in order to
facilitate the closure of MCAS Tustin and its reuse in furtherance of the economic
development of the City and surrounding region and was re -confirmed as the LRA in
1994; and
WHEREAS, in October 1996, the City approved the MCAS Tustin Specific
Plan/Reuse Plan after numerous meetings and community input; and
WHEREAS, former MCAS Tustin officially closed in 1999; and
WHEREAS, in May 2002, The United States of America approved an Economic
Development Conveyance (EDC) and agreed to convey approximately 1,153 acres of
former MCAS Tustin to the City; and
WHEREAS, on May 13, 2002, a total of approximately 977 acres were conveyed
by The United States of America to the City by quitclaim deed, in accordance with the
provisions of a Memorandum of Agreement by and between The United States of America
and the City dated May 13, 2002, and
WHEREAS, the additional approximately 177 acres were made subject to a ground
lease by the City from The United States of America and portions thereof have
subsequently been conveyed to the City pursuant to subsequent quitclaim deeds; and
WHEREAS, the City, acting as the LRA, has developed or conveyed a substantial
portion of the former base property for residential, commercial, institutional, educational
and open space uses; and
WHEREAS, the LRA has continuing roles and responsibilities that require
oversight by the City Council of the City; and

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF TUSTIN, THAT:
1. The foregoing recitals are hereby incorporated and adopted as the findings of
the City Council; and
2. After many years of guiding the MCAS Tustin Redevelopment Effort, the City
of Tustin, acting as the Federally recognized LRA for the former MCAS Tustin,
desires to review the progress in redeveloping the former installation, and to
review and validate the twenty-year old MCAS Tustin Reuse Plan under current
circumstances and economic conditions; and
3. The City Manager, as the Executive Director for the LRA for former MCAS
Tustin, is directed to coordinate one or more special meetings of the City
Council acting in its capacity as LRA to hold a public forum to receive
development updates from, and ask questions of, the various public agencies
responsible for development at former MCAS Tustin.
PASSED and ADOPTED by the City Council of the City of Tustin at a regular
meeting on 6t" day of October, 2020.
