SUBJECT: 6T" CYCLE HOUSING ELEMENT UPDATE — STATUS AND OVERVIEW
The City of Tustin Housing Element is a State-mandated policy document within the Tustin
General Plan that provides direction for the implementation of various programs to meet
existing and projected future housing needs within the City of Tustin. The Housing Element
details the City's strategy for enhancing and preserving the community's character, identifies
strategies for expanding housing opportunities and services for all household types and
income groups, and provides the primary policy guidance for local decision-making related to
housing. The Housing Element provides an in-depth analysis of the City's population,
economic, and housing stock characteristics as well as a comprehensive evaluation of
programs and regulations related to housing. Through this evaluation and analysis, the City
identifies priority goals, policies, and programs that directly address the housing needs of
current and future City residents.
To comply with State law, the City's Housing Element must be updated to ensure that the
City's policies and programs can accommodate the estimated existing and projected housing
needs for Tustin identified by the Southern California Association of Governments (SCAG)
Regional Housing Needs Assessment (RHNA) allocation for the 2021-2029 planning period.
In addition, the Housing Element must address the new requirements of over thirty (30) new
bills that were passed during the 2019 California Legislative Session in response to the
State's worsening housing crisis. Several of these new bills are intended to increase housing
production by easing development regulations, compelling jurisdictions to make information
on land readily available to potential developers and impose new ongoing reporting and
inventory requirements for local jurisdictions.
The City's current Housing Element (5t" cycle) was adopted by the City Council in 2013 and
certified by the Department of Housing and Community Development (HCD). The certified
Housing Element covers the planning period from June 2013 through October 2021 . Staff is
currently implementing the respective actions and programs for the 5t" cycle. The City's next
Housing Element update (6t" Cycle) will cover the planning period from June 2021 to October
2029.

At the meeting of November 10, 2020, staff will be providing a presentation to the
Commissioners and the public of the upcoming Housing Element update. This report
provides an outline of the staff presentation with an initial briefing and overview of the City's
Housing Element, information on the staff's approach to the update, and the approximate
timeline.
The format of the presentation will be as follows:
• Housing Element Overview
• What's New in the 6t" Cycle
• Timeline and Schedule
• Public Engagement and Participation
• Planning Commission Input
It is anticipated that the format and appearance of the 6t" Cycle Housing Element Update will
be closely modeled after the 2013 Housing Element Update with additional information, data
and respective analysis to adhere to the requirements of State Housing Law. The 6t" Cycle
Housing Element update process will be a much more robust and detailed effort than prior
updates due to legislative changes, the requirements associated with the site inventory,
added public engagement and inclusion of environmental justice policies.
