SUBJECT: ADOPT RESOLUTION NO. 20-68 TO APPROVE THE SUBMITTAL OF
REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION FIRST STREET/BOLSA
AVENUE CORRIDOR TO THE ORANGE COUNTY TRANSPORTATION
AUTHORITY
SUMMARY
City Council adoption of Resolution No. 20-68 will approve the submittal of an application prepared
by the City of Santa Ana for the First Street/Balsa Avenue Traffic Signal Synchronization Project to
the Orange County Transportation Authority (OCTA). Participation by all agencies maintaining
traffic signals along this corridor, which also includes the Cities of Westminster, Huntington Beach
and County of Orange, is needed for approval of the project application under the 2021 Call for
Projects for the Competitive Measure M2 Traffic Signal Synchronization Program (Project P).
Within the City of Tustin, the project would include seven (7) existing traffic signals on First Street
from Tustin Avenue to Newport Avenue.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No 20-68 approving the submittal of the
application to the Orange County Transportation Authority for the 2021 Call for Projects for the
Renewed Measure M Regional Traffic Signal Synchronization Program (Project P) in the funding of
the First Street/Balsa Avenue Traffic Signal Synchronization Project.
FISCAL IMPACT
The City is required to provide minimum match funding of twenty percent (20%) for each project. If
the project is selected, the City's estimated matching cost plus administration will total
approximately $150,000 Funding for City's match will be requested during the FY 2021-2022
budget process from available fund balance utilizing Measure M2 Fair Share, Fund 139.
CORRELATION TO THE STRATEGIC PLAN
Traffic signal synchronization contributes to the fulfillment of the City's Strategic Plan Goal B:
Public Safety and Protection of Assets Specifically, the project implements or fosters the
implementation of strategy #5, which among other items, is to ensure continuous maintenance and
improvement of traffic control and transportation facilities. In addition, Goal D: Foster strong
relationships within the community, specifically, Strategy 2, enhance collaborative efforts with
agencies within and outside Tustin on issues of mutual interest and concern.
DISCUSSION/BACKGROUND
Renewed Measure M (Measure M2) is a 30-year, multi-billion dollar program extension of the
original Measure M (approved in 1990) with a new slate of planned projects and programs.
Measure M2 is comprised of a number of components such as Project 0 (Regional Capacity

Program), Project P (Regional Traffic Signal Synchronization Program), Project Q (Local Fair
Share Program), and the Transit Program (Projects S, T, V, and W).
On July 26, 2010, the OCTA adopted the countywide Traffic Signal Synchronization Master Plan.
From this Master Plan, the Regional Traffic Signal Synchronization Program (Project P) was
developed. To maintain City eligibility for funding under Project P, the City Council adopted the
Local Signal Synchronization Plan (LSSP) on June 16, 2020, in compliance with the OCTA Master
Plan
Project P synchronization projects will be selected for the 2021 Call for Projects on a competitive
basis. Projects with the most regional significance will be ranked highest, with higher points
applied toward multi-jurisdictional corridors.
The First Street/Bolsa Avenue Traffic Signal Synchronization Program (TSSP) project is a
collaboration with the Cities of Tustin, Santa Ana, Westminster, and Huntington Beach and the
County of Orange to improve traffic flow along the First Street/Bolsa Avenue corridor In the City of
Tustin, seven (7) intersections will be improved with timing as well as new signal equipment.
The following summarizes the proposed major TSSP improvements at intersections maintained by
the City of Tustin:
• Timing analysis will be carried out before and after improvements to increase better traffic
flow and to minimize delay at each intersection from the western end of the First
Street/Bolsa Avenue corridor at Bolsa Chica Street in the City of Huntington Beach to
Newport Avenue in the City of Tustin to the west.
• New signal controllers will be installed at all intersections except for Tustin Avenue/First
Street which is being improved as part of the Tustin Avenue TSSP.
• New vehicle detection using radar will be installed at all intersections except for Tustin
Avenue/First Street which is being improved as part of the Tustin Avenue TSSP.
• New fiber optic cable will be installed at all seven (7) intersections using existing or new
conduit to improve signal communication back to City Hall.
The City of Santa Ana has taken the lead in submitting the application for the First Street/Balsa
Avenue Traffic Signal Synchronization Project to the OCTA in collaboration with the Cities of
Tustin, Westminster, and Huntington Beach and the County of Orange If the project is selected,
80% of funding will be provided by the OCTA under the Competitive Measure M2 Traffic Signal
Synchronization Program. Local agencies along each corridor are required to provide minimum
match funding of twenty percent (20%) for the project.

Staff is requesting City Council adoption of Resolution No. 20-68 which designates the City of
Santa Ana as the lead agency for submittal of this project for the 2021 Call for Projects under the
Regional Traffic Signal Synchronization Program. The City of Santa Ana submitted the application
for this project to the OCTA by the deadline date of October 22, 2020.

RESOLUTION NO. 20-68
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,
APPROVING THE SUBMITTAL OF APPLICATION FOR THE FIRST STREET/BOLSA
AVENUE TRAFFIC SIGNAL SYNCHRONIZATION PROJECT TO THE ORANGE
COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE
COMPETITIVE MEASURE M2 REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION
PROGRAM (PROJECT P)
THE CITY COUNCIL OF THE CITY OF TUSTIN HEREBY RESOLVES,
DETERMINES, AND ORDERS AS FOLLOWS THAT:
WHEREAS, the Measure M2 Regional Traffic Signal Synchronization Program (Project
P) targets over 2,000 signalized intersections across Orange County to maintain traffic
synchronization, improve traffic flow, and reduce congestion across jurisdictions; and
WHEREAS, the City of Tustin has been declared by the Orange County Transportation
Authority to meet the eligibility requirements to receive revenues as part of Measure M2; and
WHEREAS, the City of Tustin must include all projects funded by Net Revenues in the
seven-year Capital Improvement Program as part of the Renewed Measure M Ordinance
eligibility requirement, and
WHEREAS, the City of Tustin authorizes a formal amendment to the seven-year Capital
Improvement Program to add projects approved for funding upon approval from the Orange
County Transportation Authority Board of Directors, if necessary, and
WHEREAS, the City of Tustin has currently adopted a Local Signal Synchronization Plan
consistent with the Regional Traffic Signal Synchronization Master Plan as a key component of
local agencies' efforts to synchronize traffic signals across local agencies' boundaries; and
WHEREAS, the City of Tustin will provide matching funds for each project as required by
the Comprehensive Transportation Funding Programs Procedures Manual; and
WHEREAS, the City of Tustin will not use Renewed Measure M funds to supplant
Developer Fees or other commitments; and
WHEREAS, the City of Tustin desires to implement multi-jurisdictional signal
synchronization; and
WHEREAS, the City of Tustin supports the City of Santa Ana in the submittal of the
application for the First Street/Bolsa Avenue Traffic Signal Synchronization project; and
WHEREAS, the City Council of the City of Tustin delegates signature authority to the
Director of Public Works/City Engineer or his designee to facilitate the delivery of the project;

NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Tustin
hereby requests the Orange County Transportation Authority allocate funds in the amounts
specified in the application under the 2021 Comprehensive Transportation Funding Program
(CTFP) Call for Projects from the Regional Traffic Signal Synchronization Program (Project P) to
participating agencies for the First Street/Bolsa Avenue Traffic Signal Synchronization Project.
Said funds, if approved, shall be matched by funds from the City of Tustin, as required, and
shall be used as supplemental funding to aid the City in traffic signal synchronization along the
project corridor.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 171h day of November, 2020.
