APPROVAL AUTHORITY: Pursuant to Section 3.8.2 of the Pacific Center East Specific Plan (SP-11), and Tustin City Code (TCC) Section 9403(h), a master sign plan is required for all new developments in specific plan areas, which includes the subject SP-11 . In accordance with Section 9404b.6 of the TCC, the Planning Commission shall review applications for CUPs for master sign plans requesting deviations from the standards within the Tustin City Sign Code. The purpose of a master sign plan is to encourage coordinated and quality sign design (integrated with the architectural style of the project) on sites where a large number of signs will occur. In addition, the master sign plan should include permanent directional and informational signs to facilitate smooth internal circulation by motorists. BACKGROUND: Site Location The proposed project is located within the SP-11 , encompassing Planning Areas 7, 9, 11 and 14, involving five (5) properties, including an area that previously was an abandoned Del Amo Avenue right-of-way. The project site land use designation is Regional Center and Technology Center (Figure 1). The project site is bounded by Edinger Avenue to the northeast, the BNSF Railroad tracks to the southeast, Valencia Avenue to the southwest, and Newport and Del Amo Avenues to the northwest, encompassing approximately nineteen (19) acres. The sign program includes sign configurations and dimensions that are unique to the development and deviate from the City Sign Code. The proposed master sign plan considers the architectural features throughout the project and creates signage standards that establish project identity through enhanced and themed center-wide signage. The proposed master sign plan addresses center identification signage, tenant signage, tenant directory/building monument signage, signage colors, and wayfinding signage. Overall, the proposed master sign plan provides a clear and defined sign style that brings the office center's contemporary architecture, addressing, and colors and building massing into play to complement and enhance the development's visual appeal and facilitates people's ability to locate their destination. The proposed master sign plan will provide a coordinated and quality sign design for the project. The subject site is currently under construction for a headquarters office campus for the SchoolsFirst Federal Credit Union, which includes a separate retail bank branch building, three (3) office buildings, warehouse, and parking structure (Figure 2). The SchoolsFirst Federal Credit Union office headquarters campus was approved by the City Council on July 2, 2019. In addition, the master sign plan will provide permanent directional and informational signs to facilitate smooth internal circulation by motorists to access and navigate through the property safely. The proposed design shows "SchoolsFirst Federal Credit Union" words mounted onto a horizontal aluminum tube and flanked by mustard yellow aluminum backing on two (2) blue pedestals (Figure 3). Illumination is proposed through indirect lighting via LED modules located within horizontal underscores. The project identification monument would have a maximum height of fourteen (14)feet and sign copy area of 297 square feet and is proposed on the northwest corner of Newport and Del Amo Avenues. 4 _ R A L C R E D I T U N 1 Q N ,w ePF Figure 3: Project Identification Monument Tenant Identification/Entry Monument The proposed tenant identification/entry monument would feature a similar color scheme of blue, mustard yellow, and white seen throughout the proposed Master Sign Plan. The subject sign would have a maximum height of five (5) feet and sign copy area of approximately thirty-five and a half (35.5) square feet on a 1-foot-8-inch aluminum base (Figure 4). The subject sign is proposed as an internally illuminated double-faced sign directed toward traffic at the main parking lot entrance off Newport Avenue. One (1)tenant wall sign would be featured on the corporate office building, which is an oval-shaped glass building (Figure 5). The proposed wall sign is located along the west elevation and directed toward Newport Avenue. The proposed sign would be in keeping with the blue and mustard yellow color scheme and feature halo illuminated channel letters on a brushed aluminum cloud background. The wall signs would be directed toward Newport Avenue on two (2) elevations and toward the parking lot area. Similar to the corporate office building wall sign, the proposed signs would be in keeping with the blue and mustard yellow color scheme and feature halo illuminated channel letters on a brushed aluminum cloud background, except the "Federal Credit Union" words. Both proposed monuments would be located in close proximity to the corporate office building, which is identified as "Building 2" on the site plan. The campus ID monument sign featuring an off-centered base is proposed to be located in the on-site roundabout between the corporate office building and parking structure. The building ID monument sign is proposed to be located in front of the corporate office building/"Building two (2) inches at the end of the on-site roundabout. Both of the proposed monument signs would have a maximum height of forty (40) inches and are in keeping with the color scheme and utilize similar materials seen throughout the proposed Master Sign Plan. Both of the proposed monument signs would have a maximum sign copy area of seven and one-half (7.5) square feet and have a maximum overall height of four(4)feet. Both proposed monument signs are in keeping with the color scheme and utilize similar materials seen throughout the proposed Master Sign Plan. The SchoolsFirst Federal Credit Union campus will serve as a business headquarters for the credit union. The proposed Master Sign Plan offers a different design, scale, and necessary wayfinding that deviates from what is required in the TCC and complements and enhances the development. Table 1 provides a comparison between the proposed Master Sign Plan and the TCC. As proposed, the proposed Master Sign Plan is consistent with the context, scale, and purpose of signage for the center and complements the office buildings' contemporary architecture. Visual Clearance Requirements The Public Works/Engineering Division has reviewed the proposed Master Sign Plan and requires that each sign conform to the City's sight distance requirements to ensure adequate visual clearance is provided. FINDINGS: In determining whether to approve the CUP for the proposed Master Sign Plan, the Planning Commission must determine whether or not the proposed signage will be detrimental to the health, safety, morals, comfort, or general welfare of the persons residing or working in the neighborhood, nor be injurious or detrimental to the property and improvements in the neighborhood of the subject property, or to the general welfare of the DocuSign Envelope ID: E800B3D4-CCO2-4FBD-8317-910659736D3D PC Report November 24, 2020 CUP 2020-0013 Page 9 City of Tustin. A decision to approve this request may be supported by the following findings: 1 . Pursuant to Section 3.8.2 of the Pacific Center East Specific Plan (SP-11) and Tustin City Code Section 9403h, a master sign plan is required for developments in SP-11, which includes the subject project area. In accordance with Section 3.8.5. of SP-11 , master sign plans may deviate from the standards upon approval of a conditional use permit. 2. Adequate sign standards are contained within the master sign plan to reflect a common theme, incorporate design elements in terms of sizing, scale, massing, materials, letter styles, colors, sign type and sign shape to ensure that signage has been coordinated throughout the project site. 3. The signs proposed within the master sign plan are unique and appropriate for an office campus development of the size of the SchoolsFirst Federal Credit Union campus. 4. As proposed, the signs would be compatible with the visual characteristics of the development in utilizing similar materials and design as seen within the community. 5. The Traffic Engineering Division of the Public Works Department has reviewed the proposed Master Sign Plan and has concluded that, as conditioned, the signs will be required to comply with sight distance visual clearance to ensure there will be no adverse traffic impacts resulting from the authorized signs by the proposed Master Sign Plan. That a proper application, Conditional Use Permit (CUP) 2020-0013, was filed by Christina Quintero of SchoolsFirst Federal Credit Union, requesting authorization to establish a master sign plan for the SchoolsFirst Federal Credit Union office headquarters campus located at 15332, 15336, 15432, 15442 Newport Avenue, 15222 Del Amo Avenue, and 1200 Edinger Avenue. That the proposed master sign plan is consistent with the Tustin General Plan in that the property is designated as SP-11 and allows for office uses and their supporting signs. In addition, the project has been reviewed for consistency with the Air Quality Sub-element of the City's General Plan and has been determined to be consistent with the Air Quality Sub-element. D. That a public hearing was duly called, noticed, and held for said application on November 24, 2020, by the Planning Commission. E. MASTER SIGN PLAN (1) 2.1 A sign permit shall be applied for and obtained from the Community Development Department prior to constructing, erecting, altering, replacing, moving, or painting any sign, except for signs exempt from a permit according to the Tustin Sign Code. Permit applications shall be accompanied by information as required for a standard sign plan or master sign plan, pursuant to the Tustin Sign Code. (1) 2.2 All signs shall conform to the SchoolsFirst Federal Credit Union office headquarters campus Master Sign Plan and revert to the City of Tustin Sign Code for any issues that remain silent in said master sign plan. Minor changes could be made if signs meet the spirit and intent of the Master Sign Plan and approved by the Community Development Department. (***) 2.3 All signs shall be structurally safe and maintained in good condition at all times. The Community Development Director shall have the authority to order repair, replacement, or removal of any signs which constitute a hazard or nuisance to the safety, health, or public welfare by reason of inadequate maintenance, dilapidation, or obsolescence. (***) 2.4 Landscaping shall be maintained so as not to obscure signs located in landscape areas. (1) 2.5 All signs shall be constructed of a non-corrosive, rust-resistant finish so as not to degrade in adverse weather conditions. (5) 2.6 The locations for any signs shall comply with the City of Tustin Guidelines for Determining Sign Location Visual Clearance and Public Safety Areas. Signs shall not be placed in a manner that will obstruct or inhibit sight distance or visibility for the motorist. At plan check submittal, all signs shall be clearly identified on plans as to the exact locations. Any signs in proximity to the public right-of-way that could impact driver sight shall be shown at a larger scale that will be adequate for plan check purposed. (***) 2.7 All monument signs and their foundation shall be constructed on private property. PLAN SUBMITTAL (5)(3) 3.1 At the time of building permit application, the plans shall comply with the latest edition of the codes (2019 California Building Code, California Electrical Code, and California Energy Codes), City Ordinances, State, Federal laws, and regulations as adopted by the City Council of the City of Tustin. (1) 3.2 The applicant/contractor is required to submit a WRRP to the Public Works Department. The WRRP must indicate how the applicant will comply with the City's requirement (City Code Section 4351 , et al) to recycle at least 65% of the project waste material or the amount required by the California Green Building Standards Code. A. The applicant will be required to submit a $50.00 application fee and a cash security deposit. Based on the review of the submitted Waste Management Plan, the cash security deposit will be determined by the Public Works Department in the following of five (5) percent of the project's valuation as determined by the Building Official, rounded to the nearest thousand. The deposit amount will be collected in accordance with the Tustin City Code. B. Prior to issuance of any permit, the applicant shall submit the required security deposit in the form of cash, cashier's check, personal check, or money order made payable to the "City of Tustin". FEES (1) 4.1 Within forty-eight (48) hours of approval of the subject project, the applicant shall deliver to the Community Development Department, a cashier's check payable to the COUNTY CLERK in the amount of fifty dollars ($50.00) to enable the City to file the appropriate environmental documentation for the project. If within such forty-eight (48) hour period the applicant has not delivered to the Community Development Department the above-noted check, the statute of limitations for any interested party to challenge the environmental determination under the provisions of the California Environmental Quality Act could be significantly lengthened.
