FISCAL YEAR 2019-20 ROADWAY REHABILITATION AND SIDEWALK REPAIR
PROJECT, CIP NO. 70019 AND AUTHORIZE THE CITY ENGINEER TO FILE A
NOTICE OF COMPLETION
SUMMARY
Construction of the Fiscal Year (FY) 2019-20 Roadway Rehabilitation and Sidewalk Repair Project,
(CIP No. 70019), has been completed to the satisfaction of the City Engineer and is now ready for
City Council acceptance.
RECOMMENDATION
It is recommended that the City Council take the following actions:
1. Adopt Resolution No. 20-79 accepting the construction of the Fiscal Year (FY) 2019-20
Roadway Rehabilitation and Sidewalk Repair Project (CIP No. 70019); and
2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange
County Recorder's Office.
FISCAL IMPACT
The final construction cost for the Fiscal Year (FY) 2019-20 Roadway Rehabilitation and Sidewalk
Repair Project (CIP No. 70019) is $1,856,402.49. Sufficient funds were budgeted and appropriated
in the Capital Improvement Program. The project is part of the City's ongoing Maintenance of Effort
(MOE) obligation to maintain eligibility for Renewed Measure M (M2) funding and is funded through
a combination of General Fund, Measure M2 Fair Share, and Gas Tax.
Also included in this contract was the Parking Lot Resurfacing at 15171 Del Amo Avenue Project
(CIP No. 10084). The final construction cost for this work is $150,000.
CORRELATION TO THE STRATEGIC PLAN
Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's Strategic
Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy
#5, which among other items, is to ensure continuous maintenance and improvement of public
facilities.
DISCUSSION
On March 17, 2020, the City Council authorized the award of a construction contract to Sequel
Contractors, Inc. The FY 2019-20 Roadway Rehabilitation and Sidewalk Repair Project (CIP No.
70019) consisted of asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing,

traffic striping, and removal and replacement of curb ramps to meet current federal Americans with
Disabilities Act (ADA) requirements on various streets within Zone 1 of the City's Pavement
Management Program. The City is divided into seven pavement zones with one zone targeted each
year for pavement maintenance. Zone 1 (attached map) is generally bounded by Fairhaven Avenue
to the north, Newport Avenue to the east, Irvine Boulevard to the south, and Costa Mesa Freeway
(SR-55) to the west. The project also includes citywide sidewalk repair which focuses on removal
and replacement of damaged sidewalk at numerous locations throughout the City based on an
annual field survey conducted by the Engineering Division.
In 2010, the City began leasing the 84,000 square foot warehouse located at 15171 Del Amo
Avenue. The leasing activity at the warehouse generates over $730,000 annually in General Fund
revenue. The City leases the space on an "As Is, Where Is" condition. Although some minor isolated
repairs have occurred, the daily usage of tractor trailers delivering to and from the location has
contributed to parking lot deterioration and resurfacing was needed in order to continue leasing the
facility. The necessary repairs were made under this contract.

RESOLUTION NO. 20-79
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE FY 2019-20 ROADWAY REHABILITATION
AND SIDEWALK REPAIR PROJECT (CIP NO. 70019)
WHEREAS, Sequel Contractors, Inc., having a contract with the City of Tustin to
construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is
hereby accepted. Said public works and improvement is more particularly described as
follows:
FY 2019-20 Roadway Rehabilitation and Sidewalk Repair Project (CIP NO. 70019)
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 15th day of December 2020.
