2 RESOLUTION NO. 97-67
3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AMENDING THE
4 CLASSIFICATION PLAN
6 WHEREAS, the City adopted a Classification Plan in 1984,
by adopting Resolution No. 84-63; and

WHEREAS, it is desireable and appropriate to revise and
8 update the Classification Plan when appropriate;
9 NOW, THEREFORE, the City Council of the City of Tustin,
California, does hereby resolve that the Classification Plan
20 of the City of Tustin, dated August 20, 1984, is hereby
amended to include the classification of Accounting
]] Supervisor, as outlined in the attached job description.
22 Passed and adopted at a regular meeting of the Tustin
City Council held on the 7th day of July, 1997.

Class Specification
Job Title: Accounting Supervisor
Supervisor's Title: Assistant Finance Director
Jobs Supervised: Senior Account Clerk, Account Clerk
Definition:
Exercises direct supervision over accounting clerical staff. Supervises and
participates in a wide variety of accounting and fiscal management activities;
provides technical and administrative staff assistance to management level,
Finance staff. Participates in audits. Reviews and develops accounting
procedures. Assists in development of City Budget and budget administration.
Is responsible for computer systems support functions.
Examples of Duties and Responsibilities:
1. Plans, assigns and monitors the work of accounting staff engaged in a
variety of fiscal activities.
2. Participates in recommending the appointment of personnel.
3o Provides or coordinates staff training.
Works with employees to correct deficiencies,
5. Implements discipline procedures.
6. Recommends employee terminations.
7. Participates in the development and implementationof.goals, objectives,
policies and priorities related to activities for' the Finance Department.
8. Assists in planning, organizing, evaluating and participating in the
functions and activities of the Finance *Department.
9. Assumes significant responsibility in City Budget preparation and
administration

10. Assists in resolving work problems and interprets administrative policies
and technical procedures to subordinates, other departments and the
public
11. Resolves difficult accounting problems.
12. Assists in coordinating accounting activities and functions with those of
other divisions, departments and outside agencies and organizations
13. Supervises the posting, balancing and reconciliation of the general ledger
and subsidiary accounts
14. Examines all accounting transactions to ensure accuracy
15. Correct financial records as necessary.
16. Maintain detailed financial records of all City financial transactions.
17. Monitor various accounts, verifying availability of funds and classification
of expenditures.
18. Researchs and analyzes transactions to resolve budget problems~
19. Supervises the preparation of bank statement reconciliations.
20. Resolves account balance discrepancies and problems.
21. Performs special research and analysis for staff.
22. Performs comprehensive financial activity studies as directed.
23. Prepares a wide variety of financial reports and statements.
24. Provides information to the public and responds to and resolves staff,
citizen or business inquiries and complaints.

QUALIFICATIONS GUIDELINES
Education/Experience/Training:
Five years of professional governmental'accounting experience, two of which
includes supervision of accounting personnel and a Bachelor's Degree from an
accredited college or university with major course work in accounting, finance,
business administration or a closely related field.
Knowledge of:
Generally accepted accounting principles and procedures and their applications
to a variety of complex accounting transactions and problems, advanced
governmental accounting principles and practices; advanced.auditing principles
and practices; principles of financial administration including budgeting and
reporting; Federal and state grant regulations and guidelines; modern office
procedures; methods and computer systems and applications; and accepted
principles and practices of supervision.
Skills/Abilities:-
Supervise the activities of assigned accounting staff; apply advanced
accounting principles to the maintenance of financial and accounting
transactions; analyze problems, identify alternative solutions, project
consequences of proposed actions and implement recommendations in support
of goals; assist in developing and administering policies and procedures;
interpret and apply City policies, procedures, rules and regulations; select,
supervise, train and evaluate personnel; prepare, examine and verify financial
documents and reports; prepare a variety of complex audits, financial
statements, .reports and analyses; communicate clearly and concisely, both
orally and in writing; establish and maintain cooperative working relationships
with those contacted in the course of work.

Sit/stand to operate a computer terminal to access, view and enter information,
answer telephone and provide assistance to public, turn or twist in chair to use
office equipment, reach above shoulder level to retrieve or place files, reach

writing; lift/carry/move supplies typically weighing 25 pounds or less; read' to
input or compare data, answer telephone calls, communicate with supervisors,
co-workers, staff or general public to discuss/present work, policies,
procedures, or to coordinate activities.
