WEST, CITY MANAGER FROM: DERICK YASUDA, DIRECTOR OF HUMAN RESOURCES SUBJECT: EXTENDING THE TERM OF THE PROJECT POSITION OF TRANSPORTATION COORDINATOR SUMMARY Adoption of the attached Resolution will extend the term of the project position of Transportation Coordinator by five (5) years. RECOMMENDATION Adopt Resolution No. 21-06 to extend the term of the project position of Transportation Coordinator by five (5) years. FISCAL IMPACT The cost of the project position is approximately $65,000 per fiscal year. Funds for this position are already included in the Parks and Recreation Department's operating budget for Fiscal Year 2020-21 , therefore no additional appropriation is necessary. BACKGROUND AND DISCUSSION On September 20, 2016, the City Council adopted Resolution No. 16-50 to amend the City's Classification and Compensation Plan to authorize the appointment of a project employee in the classification of Transportation Coordinator for a period of up to two (2) years from the employee's hire date. The City Council subsequently adopted Resolution No. 18-82 to extend the term of the position by an additional two (2) years. Staff is now asking the City Council to approve a five-year extension of the project term through January 9, 2026. An employee was hired to fill this project position on January 9, 2017; therefore, under the terms of the most current Resolution, her employment would end on January 9, 2021 unless the City Council takes action to extend the term of the position. Typically, staff would request authorization to extend the term of a project position in advance of its expiration. Unfortunately, due to an administrative oversight, this request is being brought to the City Council for consideration now. DocuSign Envelope ID: F4A80259-0784-4876-8E5F-76D7A28699AD City Council Agenda Report January 19, 2021 Extending the Term of the Project Position of Transportation Coordinator Page 2 A Transportation Coordinator has the primary responsibility of scheduling and driving a 16 passenger bus to transport senior citizens in the local community to and from various locations, such as for doctor's appointments, groceries, and to the Tustin Area Senior Center. When no transportation activities are scheduled, the employee assists Parks and Recreation Department staff with a variety of other duties. For many years, the City had only one full-time Transportation Coordinator, however, an additional position was added in 2016 after the Parks and Recreation Department was awarded additional grant funding, which allowed the City to expand our Transportation Program. The City continues to receive partial grant funding for both Transportation Coordinators (approximately $60,000 per year for both positions), though a second grant (which provided reimbursement for 50% of the cost of one position) expired in October 2020. It is unknown at this time if additional grants will be made available, however staff will seek out any grants for which the City is eligible. Nevertheless, the need still exists for a second Transportation Coordinator, who continues to provide senior transportation services during the COVID-19 pandemic, and funding for this position has already been included in the department's current operating budget. An employee hired into a project position is employed at-will, meaning employment may be terminated at any time by the City or the employee. This provides the City with the flexibility to eliminate the project position and/or terminate the current employee's employment at any time prior to January 9, 2026 for any reason, such as if a need no longer exists for the services she provides or if sufficient funding is not available. On the other hand, if the City determines that a need for this position exists beyond January 9, 2026, the project position can be extended once again or the position can be converted to a regular full-time position in a future year's budget. City Council Resolution No. 21-06 DocuSign Envelope ID: F4A80259-0784-4876-8E5F-76D7A28699AD RESOLUTION NO. 21-06 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, EXTENDING THE TERM OF THE PROJECT POSITION OF TRANSPORTATION COORDINATOR WHEREAS, the City of Tustin (the "City") has implemented Personnel Rules, Resolution No. 15-50, which authorize the City Council to establish "project" positions for a prescribed period of time or for the duration of a specified project; and WHEREAS, the City Council previously adopted Resolution No. 16-50 authorizing a project position of Transportation Coordinator for a period of two (2) years from the appointed employee's initial date of employment; and WHEREAS, the City Council previously adopted Resolution No. 18-82 extending the term of the project position of Transportation Coordinator for an additional five (5) years; and WHEREAS, the term of the employee appointed to the project position of Transportation Coordinator expired on January 9, 2021; and WHEREAS, the City has determined that there is a continued need for a project position of Transportation Coordinator. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin authorizes staff to implement the provisions of this Resolution. Section 1: Effective Dates The effective date of each section is January 9, 2021 , unless otherwise stated herein. Section 2: Term of Employment The term of the project position of Transportation Coordinator shall be extended by an additional five (5) years from the effective date of this Resolution, through January 9, 2026. Extended terms of employment may be granted by the City Council as necessary if a need for this project position exists beyond this extension. An employee appointed to this position is employed at-will and employment may be terminated at any time by either the City or the employee.
