REGARDING NOVEL CORONAVIRUS (COVID-19) Consider adoption of Resolution 21-07
determining that there is a need to continue the local emergency relating to COVID-19 in
accordance with Government Code Section 8630.
eComment: Dear Members of the City Council, I urge the Council to extend the existing
emergency declaration. While we now see a light at the end of the COVID tunnel, there
continues to exist significant public health and economic challenges to the City and region. But I
request that the City Council go further. In one of his first actions after taking office, President
Biden asked all Americans to take a 100-day masking challenge, and asked state and local
governments to undertake efforts to promote masking. Public health experts from Dr. Anthony
Fauci to Dr. Clayton Chau at the OC Healthcare Agency have all confirmed that masking
remains the most important and effective ways of fighting the pandemic. The Costa Mesa City
Council has adopted local orders requiring masks, with those orders being enforced, and the
District Attorney initiating prosecutions. Tustin should follow the President's call for a 100-day
mask challenge and implement a local order, following what Costa Mesa has done, and require
