DISCUSSION:
The Community Development Department's 2020 Year in Review summarizes the
Community Development Department's activities throughout 2020 including
discretionary permits processed and approved (i.e. Conditional Use Permits, Design
Reviews, Subdivision Maps, etc.), major accomplishments for various functional areas
within the Department, Code Enforcement activities, and Building Division activities.

The City of Tustin's Community Development Department is pleased to present the Year
in Review Report for 2020. The year 2020 has been an unprecedented year due to the
challenges associated with the Coronavirus (COVID-19) pandemic. The City of Tustin
has been fortunate to have maintained consistent development activity throughout the
City; despite the strains of the pandemic.
This report features development activity details, and other newly approved planning
and building projects. The report is divided into the following six sections:
4 Current Planning - Provides updates on development within Old Town and Tustin
Legacy, newly established businesses, and other development activities.
Advance Planning Provide updates on the Housing Element update, historic
preservation, Community Development Block Grant funded programs and
activities, community outreach efforts, and newly initiated City-funded programs
in response to COVID-19.
4 Planning Division Activity Summary - Provides an overview of the number of
projects and applications received during 2020.
Code Enforcement - Describes enforcement activities, including graffiti
abatement and updates on the staff's participation in the Neighborhood
Improvement Task Force.
Building Division --- Outlines accomplishments including construction activity, plan
checks, permitting, and building inspections.
Building Division Activity Summary - Summarizes construction project valuations,
and Building Division activities.

Community Development Year in ReVi
During the year 2020, the Community Development Department's Current Planning
efforts included various planning activities, new project entitlements, and approvals
which were authorized by the City Council, Planning Commission, the Zoning
Administrator, and City Staff. This section includes projects within the Old Town and Tustin
Legacy areas, newly established businesses and other current planning projects
throughout Tustin.
Old Town Tustin
The historic core of Tustin continued to evolve in 2020 with the addition of a 140-unit
residential community (Vintage at Old Town Tustin) which is nearing completion. City
Staff also continued to make progress on the citywide Historic Resources Survey update
and Historic Context statements with the assistance of its consultant team.
Vintage at Old Town Tustin (1208 Bellmont Court): During 2020, construction progress
continued on the Vintage 140-attached townhome residential community. Residents
have continued to move in to the new community throughout the year. Construction
completion is anticipated by the summer of 2021 . Please refer to Attachment A for an
exhibit displaying the active and completed permits for this project.

Historic Resources Survey/Historic Context Statements/Public Outreach: ]he City's
consultant team continued with public outreach efforts, as part the comprehensive
update to the 2003 Historic Resources Survey and development of draft Historic Context
statements. Staff and the consultant team held a virtual public workshop on October
13, 2020, which highlighted the project's community benefits. Between August and
December 2020, the consultant team also connected virtually with community
stakeholders with knowledge of Tustin's history, conducted general and property
specific historical background research and updated property lists and maps. The
intensive survey began in October 2020, and continued through late November 2020,
and is progressing as a slower pace due to precautionary measures being taken due to
the pandemic.
Arvida Book Co. (115 W. Main Street): A new bookstore, which sells new and used
books and serves coffee, has moved in to the former
Mrs. B's (Tustin Hardware) building. Arvida Book Co.
opened during the Fall of 2020.
Rich Elixirs (434 EI Camino Real): Continuing the tradition
of selling homemade kombucha at this historical site, t, _
Rich Elixirs opened in late-2020 when Zama Tea and '
Kombucha moved from the location. Rich Elixirs
specializes in kombucha, ginger beer, and cafe-style
food items.
Storico Spaghetteria (405 EI Camino Real): The restaurant owners of Centro in Old Town
Tustin have opened a cafe restaurant within the former Tustin Grille location, which
specializes in traditional Italian dishes and desserts. Storico Spaghetteria is also known
for makin their own homemade asta.

Nosh House (678 EI Camino Real): Orange County Kosher Market has expanded their
operations, opening a Kosher restaurant next door to their location within EI Camino
Plaza. Nosh House opened during the Fall of 2020, and specializes in deli sandwiches
and other Kosher appetizers and entrees.
ustin Legacy
The Tustin Legacy area continued to change, as development progressed throughout
this area during the year 2020. Significant accomplishments within the Tustin Legacy
area during 2020 include:
Levity at Tustin Legacy residential community is progressing toward nearing
completion;
Veterans Sports Park and Legacy Magnet Academy completed construction;
Brookfield's new 400-unit residential project is starting the site grading process.
All Tustin Legacy area projects built, entitled, and planned for the future are shown on
the map provided as Attachment C to this report.
Veterans Sports Park (Valencia Avenue): Despite the challenges of the year 2020, Tustin
was able to see its newest park open to the public during the year. This approximately
30-acre park is designed as a community/sports park and has the capability to
accommodate large group activities, and offers a wide variety of facilities including:
soccer fields, ball fields, tennis courts, basketball courts, sand volleyball courts, pickleball
courts, a skate park, a playground and splashpad area, and a veteran's memorial. The
veteran's plaza and memorial area, designated as a place of honor, are located at the
west side of the park.

Levity in Tustin Legacy (Tustin Ranch Road/Victory Road). This 218-unit residential
community project by Lennar Homes (formerly CalAtlantic Homes), approved in 2018,
features three (3) new neighborhoods: (1 ) Fleet at Levity - townhomes; (2) Velocity at
Levity - flats; and, (3) Icon at Levity - single family homes. The home center and model
homes are now open, and construction continues to progress. Please refer to
Attachment B for an exhibit displaying the active and completed permits for this project.

Encompass Health Rehabilitation Hospital of Tustin (15120 Kensington Park Drive): During
2020 construction continued to progress on a new acute care hospital facility. The new
65,000 square foot hospital will include 65 private patient rooms, a therapy gym, on-site
pharmacy services, and various rehabilitation rooms. The new hospital is anticipated to
open during 2021 .
News Residential Community (Tustin Ranch Road/Warner Avenue): In December 2019,
the City Council approved an application submitted by Brookfield Residential to
construct a new community within Tustin Legacy, and during 2020, grading work
commenced at the site. The community is proposed to include 400 residential units,
including open space, park areas, and community amenities. The neighborhoods will
be comprised of 117 detached homes, 129 triplex homes, and 154 stacked flats and
townhomes.

Legacy Magnet Academy (15500 Legacy Road): On August 13, 2020, Legacy Magnet
Academy welcomed its first class of students to their new campus. In late September,
in-person instruction began for a limited number of students as well. The new academy
focuses on TIDE (Technology, Innovation, Design, Entrepreneurship) instruction, which is
a business-oriented program for the students.

Sunglass Hut (2997 EI Camino Real):
During 2020 a new Sunglass
Hut, which features fashion and performance sunglasses, has opened in the newly
constructed tenant space next to Athleta.
AKT (2747 EI Camino Real): A new fitness studio has located next to Dick's Sporting
Goods. AKT offers a unique fitness experience combining cardio dance intervals along
with strength and toning exercises.
Fast5Express Carwash (2762 EI Camino Real): An application is currently under review to
demolish the existing Manny's Carwash within The Marketplace, and construct a new
carwash including vacuum apparatuses and landscaping. The Zoning Administrator is
anticipated to review this item in February 2021

FH Home (2856 EI Camino Real): FH Home store is a new furniture store that has opened
within The Market Place during 2020, who uses 98% of their sales to benefit Furnishing
Hope, a non-profit program whose mission is to provide furniture and supplies to
wounded warriors and families in crisis.
Art and Frame Gallery (2822 EI Camino Real): A new art-framing store has opened within
the former Pier 1 Imports tenant space. Art & Frame Gallery offers a wide variety of high-
quality frames, mats and finishes.
Hickory Farms (2823 EI Camino Real): Hickory Farms opened their newest location within
the former Justice clothing tenant space. Hickory Farms is known for their hand-crafted
gourmet gift baskets of meat, sausage, cheese, wine and other foods.

Other Projects throughout Tustin
Throughout the year 2020, development and construction activities progressed within
all areas of Tustin. This report highlights just a few of the many current planning projects
in progress, and new businesses which have opened during the year.
City of Tustin Corporate Yard (1472 Service Road): The City's new corporate yard/offices
including a permanent Emergency Operations Center (EOC) was under construction
and completed during 2020. Landscaping at the site includes a drought-

Shopping Center. The new facility will include a lobby, eleven exam rooms, two flex
exam rooms, and a separate area for labs, x-rays, and a nurse station.
SchoolsFirst Credit Union (15332 Newport Avenue): In July 2019, the City Council
approved a new three-story 180,000 square foot facility, including a 5,000 square foot
branch building for Schools First Credit Union, and construction of this impressive new
facility continued to progress rapidly throughout 2020. SchoolsFirst is anticipated to open
their new office building during 2021 .

Tustin Auto Center Digital Display (Rear of 40 and 44 Auto Center Drive): In June 2020,
the City Council approved the second-reading of an Ordinance for the Tustin Auto
Center for off-site advertising on their existing digital display board adjacent to the 5
Freeway North. The Ordinance became effective in July 2020.
Port View Preparatory (1361 Valencia Avenue): During 2019, Port View Preparatory, Inc.
was authorized to establish a day care, rehabilitation, and training facility for disabled
children and young adults, along with office headquarters within an existing building.
Tenant improvements were completed during 2020, and the location is now open to
provide their services to the Tustin community.
7-Eleven and New Gas Station (McFadden and Tustin Village Way): In December 2020,
the Planning Commission approved the redevelopment of the corner of McFadden and
Tustin Village Way into a gas station with twelve pumps and a 4,000 square foot
convenience store.

Key Inn Remodel (1611 EI Camino Real): Plans were submitted during 2020 for a full
renovation and remodel of the existing Key Inn Motel, along with renaming the motel to
"Eurolnn." City staff anticipates progress on this project throughout the year 2021 .
Jack-in-the-Box (14002 Newport Avenue): Plans are currently under review by City Staff
to demolish and remodel the existing Jack-in-the-Box with a drive-thru on the corner of
Newport Avenue and EI Camino Real.
New Industrial Building (14451 Myford Road): The Planning Commission approved a
proposal for demolition of an existing industrial building (former AT&T site) and
construction of a new approximately 220,000 square foot industrial building, new
parking lot, new landscaping, and forty (40) truck docks. A future tenant for the space
is yet to determined, and the project is anticipated to be complete during 2021 .
House of Ruth (1941 EI Camino Real): An application is anticipated to be brought
forward to the Planning Commission in February 2021 for a new seven (7) unit multi-family
residential facility to house families who are homeless, or at risk of experiencing
homelessness. The project includes a 2-story, 8,098 square feet building with a resource
room, office, common areas, and amenities. The House of Ruth would be administered
by HomeAid of Orange County and Family Promise of Orange County.

Artis Senior Living Memory Care Facility (17802 & 17842 Irvine Blvd.): A request has been
received to demolish two (2) existing office buildings within Tustin Business Center, and
build a two-story 44,427 square foot, 80-unit memory care facility. The facility is proposed
to feature private rooms, shared residential living areas, outdoor courtyards, a health
center, a community center, a studio, and salon.
Airspace Industrial Building Graphics (15771 Red Hill Avenue): On December 8, 2020 the
Planning Commission approved a request to enhance the fapade of an existing
industrial building with painted murals and applied graphics. Fapade improvements are
anticipated to commence and be completed during 2021 .

Public Counter Operations: Throughout 2020, City of Tustin Planning staff continued to
assist the public with daily front counter operations, despite working remotely for a
majority of the year due to the COVID-19 pandemic. Planning services continued to be
provided virtually via on-line submittals, zoom meetings, digital permits issuance, virtual
Planning Commission meetings and workshops, and virtual inspections, when possible.
Services provided to the public by Tustin Planning staff include: Planning plan checks;
Business License reviews; Fulfilling public records requests; and, General zoning, e-mail,
and phone inquiries. Planning staff also continued to collaborate with the Building
Division on development projects citywide, and with Code Enforcement staff on open
Code Enforcement cases.

During the year 2020, the Community Development Department's Advance Planning
efforts included various advance planning activities and special projects. Advance
planning includes: grant-funded activities; historic preservation; environmental studies;
census and demographic research; assisting with programs implemented by the City of
Tustin in response to COVID-19; and, other special projects and activities citywide.
Certified Local Government Annual Report: This report summarizes the City's historic
preservation efforts and describes how the City met all of the requirements of the
Certified Local Government (CLG) program during the 2019-20 reporting period. The
annual report will be approved by the Planning Commission and transmitted to the State
Office of Historic Preservation in early 2021 .
General Plan Annual Report: This progress report to the Planning Commission and City
Council was presented in February and March 2020. The report provides an update on
the status of the City's General Plan and the progress in its implementation, including
the progress in meeting its share of regional housing needs and efforts to remove
government constraints to housing development, maintenance, and improvement as
required by State Law.
Environmental: The Community Development Department continued to review other
agencies environmental documents and provide comments on various projects
throughout the county including: infill mixed use, housing, and commercial projects
throughout the cities of Irvine and Santa Ana.
Assembly Bill 2766 - Motor Vehicle Subvention Program: Each year, the City receives a
disbursement of Assembly Bill 2766 funds to offset costs for State mandated vehicle
emission reduction programs implemented by the City of Tustin. During the 2019-20 Fiscal
Year, the City received $103,176, which will be allocated by City Council to fund
qualifying projects.
John Wayne Airport Noise Reporting: The Community Development Department
continued to monitor and review the quarterly John Wayne Airport Noise Abatement
Reports and Program to ensure compliance with airport/city noise standards. There was
a reduction in the measured aircraft noise levels recorded during 2020, as a result of the
decrease in flights due to the impacts of the COVID-19 pandemic.

Historic Preservation
Mills Act: The Community Development Department continued to maintain the Mills Act
Contract program monitoring all 27 contracts on file with the City. There were three new
properties which entered into a Mills Act contract during 2020: 350 S. B Street, 535 W.
Third Street, and 250 Pacific Street. The properties with Mills Act contracts are as follows:

Historic Register Nominations: Properties in Old Town Tustin may participate in the City's
plaque designation program, called the Tustin Historic Register Plaque Program. A
bronze plaque is provided which displays the construction date of the building and its
historic name. During 2020, the Kidd House (124 North B Street) and the Spicer House
(165 South A Street) were nominated and approved by the Planning Commission to
receive a plaque in the Tustin Historic Register.
Commendation and Historic Register Nomination: The Commendation Program
recognizes an Old Town property of outstanding merit as often as every calendar
quarter. During 2020, a commendation for the Kelly Building (330 EI Camino Real) was
approved, which is the location of Morning Lavender Boutique and Caf6.

Community Development Block Grant
The City of Tustin received an annual allocation of $847,890 from the Federal
Department of Housing and Urban Development under the Community Development
Block Grant (CDBG) program for the 2020-21 Program Year. An additional allocation of
CDBG-CV (Coronavirus) funding was received totaling $1,220,716.
Above and beyond the 2020 CDBG allocations outlined below, additional CDBG
funding was distributed to the non-profit community to help them prevent, prepare for,
or respond to COVID-19 (See City of Tustin's Response to COVID-19 section of this report).
Two new emergency rental and utilities assistance programs were also created to help
Tustin residents impacted by the pandemic and at-risk of experiencing homelessness.

Workshops
During 2020, the Community Development Department held workshops regarding the
Historic Resources Survey Update, and the Housing Element Update. Tustin Planning
Commissioners additionally participated in many webinars, and training seminars, on
topics such as historic preservation and the California Environmental Quality Act
(CEQA).
Historic Resources Survey Update: On October 13, 2020 City Staff presented the Planning
Commission with an update on the progress of the Historic Resources Survey, as per the
Planning Commission's role as the Historic and Cultural Resources Advisor. The workshop
contained the following elements: An introduction to ARG, the consultant team who is
assisting with the update; An overview of the survey, including its purpose and use;
description of the community benefits of updating the survey; detailed information on
what the survey update means to property owners in Old Town; definition of the project
components; information on how the public may participate; breakdown of the
sections of the survey update process including the Historic Context Statement, the
Reconnaissance Survey, and the Intensive survey; an outline of the project schedule
and timeline; and, a review of the preliminary findings to date.
Housing Element Update: The City of Tustin is currently undertaking an update to its
Housing Element portion of the General Plan, which will span the years 2021-2029. On
November 10, 2020, City Staff provided an update to the Planning Commission which
included: An overview of the Housing Element; description of what was new within this
cycle of the update; an outline of the project schedule and timeline; description of the
public engagement and participation that is necessary to complete the update; and,
provided an opportunity for the Planning Commission to provide their input on the
process. Tustin Planning Staff are currently preparing a draft of the Housing Element, and

City of istin's Response to COVID-19
The U.S. Congress passed the Coronavirus Aid, Relief, and Economic Security Act (CARES
Act), which was signed into law on March 27, 2020. In response to the growing effects of
this historic public health crisis, the City of Tustin has implemented a variety of new grant
programs and incentives, called Tustin Cares, to assist the residents, businesses, and non-
profits within the City.
Temporary Use Permit for Expanded Outdoor Seating: Temporary Use Permit for
Expanded Outdoor Seating: In response to COVID-19, the City of Tustin is delivering an
innovative solution to assist local business owners to navigate their re-openings by
introducing the Temporary Use Permit (TUP) for outdoor restaurant seating, retail
establishments, and assembly uses. These businesses now have the opportunity to
apply for a no-fee permit, to provide outdoor dining and assembly areas for their
customers,while adhering to state and local public health regulations. Restaurants may
temporarily convert portions of adjacent parking areas, walkways, patios, sidewalks,
and public rights-of-way into customer dining areas. Other qualified businesses also
would be provided the same opportunities. Over 80 businesses were granted permits for
outdoor expansions in 2020.
Temporary Outdoor Expansion Grant Program: The City initiated a new grant program
which provides funding to assist eligible businesses such as restaurants and retailers
(including gyms) to expand their outdoor areas and activities to mitigate restrictions
placed on indoor activities due to COVID-19 related State and County health orders.
This program provides eligible businesses with a grant, up to $2,000, to pay for purchases
or rentals of furniture, shade structures (with only one wall), decor, landscaping, lighting,
fencing/barricades, PPE, outdoor dining ware or other items to support allowable
outside activities. These grants are available to Tustin businesses that have an approved
and active Temporary Use Permit (see above) that has been issued since June 2, 2020,
for new or expanded outdoor activities. Approximately 45 Temporary Outdoor
Expansion grants were awarded during 2020, totaling $90,000 in CARES Act Funding.
Tustin Small Business Emergency Grant Program: The City of Tustin has partnered with
the Orange County/Inland Empire Small Business Development Center (OCIE SBDC) to
develop the Small Business Emergency Grant Program. Utilizing Federal CARES Act
funding, the program provides vital economic support to small businesses needing
assistance in overcoming the temporary loss of revenue due to COVID-19. Two phases
of this program have since been launched. Phase I of the program is complete, 44
businesses qualified and received grants, totaling $440,000 in CARES Act funding
dispersed. Phase II of the program was launched in August 2020, which consisted of a
release of $1,000,000 in funding, and provided up to $10,000 for small businesses with 25
or fewer employees, and up to $2,500 for home-based businesses. There were 93 small
businesses and 24 home-based businesses assisted with these funds. Phase II has been
further extended to offer an additional $1 ,000,000 which will assist an additional 101
businesses. In total, the program will provide $2,440,000 in funding assisting
approximately 260 businesses.
Emergency Rental and Utilities Assistance Program (for families): In partnership with Family
Solutions Collaborative, an allocation of $250,000 in Community Development Block
Grant (CDBG) funds was authorized to be used to assist families that have been
affected by COVID-19 and have struggled financially to meet their rent and utility bills.
The program benefits Tustin families who are at-risk of homelessness, and will help them
to maintain stable housing. To date, over 150 Tustin residents, including adults and
children, have received assistance, utilizing approximately $145,000 in CDBG funding.
Emergency Rental and Utilities Assistance (for singles, couples, and homeless adults): In
partnership with Families Together of Orange County, an allocation of $100,000 in
Community Development Block Grant (CDBG) funds has been authorized to be used to
assist singles, couples, and homeless adults that have been affected by COVID-19 and
have struggled financially to meet their rent and utility bills. To date, over 30 Tustin
residents have been assisted by this program, utilizing approximately $60,000 in CDBG
funding.
Tustin Non-Profit Emergency Grant Program: The City of Tustin has created a Non-profit
Emergency Grant Program, in partnership with Tustin Community Foundation, which
provided funding to non-profits needing financial assistance to assist with overcoming
the temporary loss of revenue due to the COVID-19 outbreak. This program was able to
provide 30 non-profits with up to $15,000 in grant funding each, totaling $250,000.
Supplemental CDBG Funding for Meals on Wheels: In May 2020, the Tustin City Council
authorized $20,000 in additional CDBG funding to be granted to Meals on Wheels Orange
County (above and beyond their original 2019-20 allocation), in order to supplement their
Lunch Caf6 and Home Delivered Meal programs, enabling them to continue to serve
seven (7) meals per week to Tustin seniors. Meals on Wheels reported serving
approximately 250 (unduplicated) seniors through their programming during the 2019-20
Fiscal Year.
Tustin Senior Grocery Gift Card Program: The City of Tustin has utilized a portion of its CARES
Act funding to establish a grocery gift card program for Tustin seniors. Through this
program, $45,000 in gift cards were given to 300 Tustin seniors valued at $150 each.
Friends Feeding Seniors: The City of Tustin has partnered with Tustin Community Foundation
to provide three restaurant meals per weekend to seniors. This equates to 75 or more
seniors fed per week through this program.
Supplemental Funding for Existing CDBG Subrecipients: In September 2020, the Tustin City
Council authorized allocations awarded to the existing non-profit subrecipients to be
doubled, designating that the additional funding should be spent to prevent, prepare for,
or respond to COVID-19. Non-profit subrecipients have proposed to spend their allocations
on costs incurred due to telecommuting, COVID-19 public health messaging and
education, to supplement the additional staff needed to provide support to clients due to
COVID-191 and PPE costs.

The Code Enforcement Division continued its efforts in supporting the enforcement of
the Tustin City Code. The following statistics and figures, describe the Code Enforcement
Division's activities during 2020:
A total of 937 code cases were initiated in 2020, of which 133 of those cases
remain open to date, and 804 of those cases are closed. The number of code
cases increased during 2020 in comparison to 2019, due to Code Enforcement
investigating business-operations complaints received in response to the current
health orders that are in place for California and Orange County.
The Administrative Citations Program continued to assist Code Enforcement
Officers and Police Officers in resolving code violations in a timely manner. In 2020,
there were 251 administrative citations issued and processed by the Code
Enforcement Division.
Code Enforcement Officers, Police Safety Officers, and the City's graffiti removal
contractor actively responded to and removed a total of 4,601 incidents of graffiti
during 2020. Approximately $220,000 was spent in 2020 on the removal of graffiti.
The number of graffiti incidents reported between 2017 and 2020 are depicted in
the graph below.
Code Enforcement Officers additionally coordinated the removal of discarded
debris through CR&R Waste Services.
The Code Enforcement Division actively participates in the City's Neighborhood
Improvement Task Force (NITF). NITF is a community governance committee,
originally formed by the Tustin Police Department, in which collaborative efforts
from different City Departments, outside agencies, and community-based
organizations work together to provide services to address community problems.

The Building Division is responsible for the acceptance, review, and approval of all
applications for building, electrical, mechanical, plumbing, and grading permits, and
for performing all required inspections during construction. The Building Division actively
and cooperatively coordinates with the Public Works Department, the Orange County
Fire Authority for inspection and enforcement, various utility companies and agencies,
and other regularly agencies such as the State Department of Health Services, Orange
County Heath Care Agency, and Regional Water Quality Control Board. The following
are major accomplishments and highlights from the Building Division in 2020.
Construction Activities: In 2020, the Building Division addressed a steady stream of plan
check and construction activities. Building, Code Enforcement, and Planning staff
continued plan check, permitting, inspection, and enforcement activities during this
time. During 2020, the Building Division issued 846 permits for work valued at over $120
million.
Construction activities include a new Heath South acute care hospital/rehabilitation
facility (2nd year of construction) within The Village at Tustin Legacy. In addition, 140 new
single-family residential units continue to be constructed within the Vintage at Old Town
Tustin community, with the last 34 units nearing completion. Levity at Tustin Legacy also
continued construction of its 218-unit residential community, with only 25 units left to be
completed.

A rough grading permit was issued to Brookfield Residential in support of their plans to
develop 400 residential condominium units, a community recreation facility, open
space areas, and other neighborhood amenities. In addition, construction continued
on a 180,000 square feet office building, a 5,000 square foot credit union branch
building, and a parking structure associated with SchoolsFirst Federal Credit Union
Headquarters. Permits were also issued to Costco for a new gas station associated with
their store near Bryan and Tustin Ranch Road.

Over-the-Counter (OTC) Plan Checks:
During the current COVID-19 Pandemic,
the Building Division is not accepting
over-the-counter plan submittals at
City Hall. No over-the-counter plan
checks are being performed during this
time. Instead, a web portal has been created to permit online submittals and paper
plan drop off by appointment only. Submitted plans are reviewed within ten to twenty
business days for the first submittal, and second submittals are plan checked within five
to ten working days. In addition, applicants may request expedited plan check services
ensuring a faster plan check response when urgently needed.
Permit Tracking System: The Building Division utilizes a computerized permit tracking
system that maintains and organizes permit records. The system supports the Planning,
Public Works, and Economic Development Department's information tracking
requirements and allows information to be used by and shared between the various
departments/ divisions. The system also allows the public to apply online for building
permits, Public Works encroachment permits, and Community Development
discretionary applications (Conditional Use Permits, etc.), and view the status of their
applications from submittal through final inspection/approval.

Storm-Water Inspections: Building plan checkers ensure compliance with State
requirements for water quality control plans and inspectors, and Code Enforcement
Officers ensure that storm water runoff control is installed and maintained at active
construction sites. Staff also ensures that contractors at active construction sites install
adequate runoff prevention devices and sandbags prior to the beginning of the rainy
season to ensure that approved preventative measures are in place, and that they are
effective at preventing sediments from entering the storm water system. Following a
storm, inspectors re-inspect the site to ensure that the preventative measures were
effective and that uncontrolled runoff or mud is not allowed to leave the site or is
cleaned from the City's streets.
Emergency Response: Building Division staff support Police and Fire emergency
responses when fires, vehicular collisions, fallen trees, etc. have damaged a structure.
These activities include after-hours responses on weekends, evenings, and holidays.
During 2020, the Building Division provided emergency support to 15 auto-structure
collisions, structural fires, and structural or other damages due to high winds or
earthquakes.
Business Licenses and Design Reviews: Building Division staff continued to review
business license applications to ensure that any new or proposed change of use to a
building is acceptable for its intended use. Staff also participates in the Department's
Design Review process and provides proactive input to ensure proposed development
in Tustin complies with City-adopted building Codes and other regulations. This effort
also involves coordinating with OCFA on occupancies regulated by the Fire Code.
Code Enforcement: Building Division staff members and Code Enforcement Officers
work together on investigation and enforcement of zoning violations and illegal
construction-related cases.
