STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE ANNUAL ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT — ZONE 2, CIP NO. 70020 SUMMARY The plans and specifications for the Annual Roadway Rehabilitation and Sidewalk Repair Project for Zone 2 (CIP No. 70020) have been prepared and the project is now ready for bid. RECOMMENDATION It is recommended that the City Council: Adopt Resolution No. 21-11 approving the plans and specifications for the Annual Roadway Rehabilitation and Sidewalk Repair Project — Zone 2, (CIP No. 70020), and authorize the City Clerk to advertise to receive bids; and 2. Appropriate $400,000 from the Measure M2 Fund (Fund139) for sidewalk repairs and $1,450,000 from the General Fund — Capital Improvement Program (Fund 200) for roadway repairs to meet the City's Measure M2 Maintenance of Effort (MOE) obligation. FISCAL IMPACT This project is part of the City's on-going Maintenance of Effort (MOE) obligation to maintain eligibility for Measure M2 funding. The City's MOE benchmark for FY 2021-2022 is $1,697,045. A portion of this obligation will be met by a joint roadway repair project with the County of Orange that was approved by the City Council on January 19, 2021. The balance will be met through roadway rehabilitation in Pavement Management Zone 2. It has been the City's practice to appropriate all necessary funding prior to awarding contracts for construction. The engineer's estimate for the project is $1,750,000 and staff anticipates an additional $100,000 will be needed for geotechnical and survey work as well as tree removal and replacement. Funding for sidewalk repair, geotechnical, survey and tree related work is provided through the City's Measure M2 Fairshare allocation (Fund 139) and pavement rehabilitation through the General Fund — Capital Improvement Program (Fund 200). Staff expects most of the sidewalk repair will occur prior to June 30, 2021 and will be reflected in FY 2020-2021 expenses. Roadway rehabilitation will occur after July 1, 2021 and will be reflected in FY 2021-2022 expenses. CORRELATION TO THE STRATEGIC PLAN Rehabilitation of roadways and repair of sidewalks contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #5, which among other items, is to ensure continuous maintenance and improvement of transportation facilities. DocuSign Envelope ID: C36E5736-5449-4BA5-92D9-F1 F02D15934D Annual Roadway Rehabilitation and Sidewalk Repair Project February 16, 2021 Page 2 DISCUSSION AND BACKGROUND The Annual Roadway Rehabilitation and Sidewalk Repair Project, Zone 2 CIP No. 70020 includes asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic striping on various streets throughout the City within Zone 2 of the City's Pavement Management Program. The City is divided into seven pavement management zones with one zone targeted each year for pavement maintenance. Through a rolling seven year cycle, this program is intended to maintain the integrity of City streets. The current phase, Zone 2 (see attached map), is generally bounded by Irvine Boulevard to the north, Newport Avenue to the east, OCTA/SCRRA railroad to the south, and City boundary to the west. Measure M2 Ordinance No. 3 requires each City to maintain a minimum level of General Fund expenditure for the maintenance of local streets and roads to meet Maintenance of Effort (MOE) obligations. The City's FY 2021-22 MOE benchmark is $1,697,045. The scope of work has been established to ensure final expenditures are above this benchmark and that the City's eligibility to receive Measure M2 funding is not compromised. CIP No. 70020 also includes the Annual Sidewalk Repair Project which focuses on removal and replacement of damaged sidewalk at numerous locations in Zone 2 based on an annual field survey conducted by the Engineering Division. The field survey identifies and evaluates locations where tree roots are causing sidewalk and curb and gutter damage. Under the project, some of these trees will be removed and replaced with trees of an acceptable species more suitable to the parkway area as recommended by the City's Certified Arborist. This project also provides improvements throughout the City to comply with the Americans with Disabilities Act (ADA). These locations are typically requested by citizens or are identified by City staff to provide for completion of missing segments of sidewalk and curb ramps to improve pedestrian access. Since this project involves the replacement and repair of existing facilities with minor modifications, it is Categorically Exempt under California Environmental Quality Act (CEQA) requirements.
