COMMUNITY DEVELOPMENT BLOCK GRANT SUBRECIPIENTS PERFORMANCE EVALUATION & 2019-20 ACTION PLAN AMENDMENT The Housing and Community Development Act of 1974, as amended, established the Community Development Block Grant (CDBG) program to return federal funds to local communities for the purpose of developing viable urban communities by providing decent housing, suitable living environments, and by expanding economic opportunities, specifically for low- and moderate-income persons. The City of Tustin's CDBG grant award for the 2021-22 program year is anticipated to be approximately $850,000 based on the prior year funding allocation provided by the federal Department of Housing and Urban Development (HUD). Pursuant to CDBG program regulations, to carry out the program, the City will need to have at least two public hearings. One hearing is conducted during the preparation of the Action Plan, and another for the adoption of the Action Plan. This is the first public hearing, with the purpose to inform interested citizens about the CDBG program, obtain citizens' views on CDBG priorities, and receive a report on the performance of the current year public service CDBG fund recipients (also known as non-profit subrecipients). Furthermore, on September 11, 2020, the City of Tustin received a special allocation of$721,854 in CDBG- CV3 funds to its Community Development Block Grant program to be used to prevent, prepare for, and respond to the coronavirus (COVID-19). This allocation was authorized by the Coronavirus Aid, Relief, and Economic Security (CARES)Act, enacted on March 27, 2020. To receive this allocation, HUD requires the City to submit an application in the form of an amendment to the 2019-20 Action Plan. eComment: Hello, my name is Irene Martinez and I am the Manager of Administration with Meals on Wheels Orange County. On behalf of the organization, I would like to thank the City of Tustin for your continued support of our Cafe Lunch/Grab & Go Meals and our Home Delivered Meals Program over the years. In the wake of these dynamic times, we have adapted our programs to further expand and increased serving levels to the senior population. When California issued stay-at-home orders, our organization went from serving 15,000 to 44,000 meals per week within a matter of a few weeks. We converted our Senior Lunch Cafe Program to a "Grab & Go" frozen meal pick-up program. Frozen meals are available for pick-up by seniors or their loved ones at the local Tustin Area Senior Center via walk up, drive thru, or delivered by the center to the home. We have also ramped up our Meals on Wheels Home Delivered Meals Program, all while following social-distancing and safety precautionary guidelines during deliveries. Both programs are available for adults age 60 and over. Your support has helped us provide nourishment to our most vulnerable senior neighbors during the pandemic. With your help, we have met the needs of older adults in our community in more ways than we ever thought possible. Thank you for making such a big impact in the lives of older adults!
