HomeMy WebLinkAboutCDBG Subrecipients Performance Evaluation 2019-20 Action Plan Amendment (002) - Item 9 CDBG SUBRECIPIENTS PERFORMANCE EVALUATION & 2019 - 20 ACTION PLAN AMENDMENT FEBRUARY 16, 2021 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM OVERVIEW ■ Established by the Housing and Community Development Act of 1974 ■ Returns Federal Funds to local communities ■ Funds assist in providing : ■ Adequate housing ■ Suitable living environments ■ Expanding economic opportunities ■ Tustin 's anticipated allocation for Program Year 2021 -22 is approximately $850,000 2 REVIEW OF CIDBG ELIGIBLE ACTIVITIES ■ Activities funded by CDBG must meet at least one of the three National Objectives: ■ Must benefit Low and/or Moderate Income (LMI) persons ■ Must address slum or blight conditions ■ Must meet urgent community development needs 3 CDBG PROGRAM REQUIREMENTS & PROCEDURE ■ To participate in the CDBG Program the City is required to prepare: ■ A Consolidated Plan: Five-year planning document ■ An Action Plan: Annual planning document implementing Consolidated Plan goals ■ Two public hearings are held annually during preparation of the Action Plan 4 CDBG PRIORITY GOALS ■ The Strategic Plan section within the Consolidated Plan identifies and ranks the priority needs of the community, and goals ■ The City Council is asked to determine if these priorities still represent the communities goals and objectives. 5 SUBRECIPIENTS PERFORMANCE EVALUATION FUNDING FOR PUBLIC SERVICES ACTIVITIES ■ On February 26, 2020, the Citizen Participation Committee recommended CDBG funding for 12 non-profits ■ On April 21 , 2020, the City Council approved funding allocations each of the 12 non-profits for a three-year funding cycle ■ Approved public services programs may continue to receive funding in year two (2021 -22) , if they meet the performance criteria of the CDBG program PERFORMANCE CRITERIA ■ Continue to meet the priority/objective approved in year-one ■ Continue to leverage funds with other resources ■ Report accomplishments correctly ■ Receive a successful assessment of project performance 8 FUNDING RECOMMENDATIONS Non-Profit Agency Funding Amount Recommendation Boys & Girls Clubiiiiiiiiiiiiiiiiiiij $20,000 ontinue to Fund Community Health Initiative of OC $10,000 Continue to Fund Families Forward $14,150 Continue to Fund Goodwill of OC $10,000 Continue to Fund Human Options $7,500 hPontinue to Fund Meals on Wheels OC 000 Continue to Fund Mercy House $8,000 Continue to Fund MOMS OC $7,000 Continue to Fund OC Gateway to Housing $7,000 Continue to Fund Patriots & Paws $. :00 Continue to Fund Veterans Legal Institute $8,750 Continue to Fund YMCA of OC $8,000 Continue to Fund Total $127,200 2019 - 20 ACTION PLAN AMENDMENT 2019-20 ACTION • ♦ AMENDMENT ■ On September 11 , 2020, the City of Tustin was notified of a special allocation of $721 ,854 in CDBG-CV3 funds to be used to prevent, prepare for, and respond to the Coronavirus (COVID- 1 9) ■ The 2019-20 Action Plan must be amended to add this funding to our existing "COVID- 19 Response" project. The proposed Action Plan amendment is as follows: Funding - CDBG $534,240 CDBG-CV $498,862 CDBG-CV3 (New Allocations $721 ,854 Total Project Allocation: $1 ,754,956 RECOMMENDATION That the City Council : 1 . Hold the first required public hearing to receive public input and testimony; 2. Review the current Consolidated Plan priorities, and consider non-profit subrecipient ' s performance evaluations and approve continued funding for Year-Two; and, 3. Adopt City Council Resolution No. 21 -08 amending the 2019-20 Action Plan by allocating CDBG-CV3 funding to applicable activities in response to the Coronavirus. 12
