CALL TO ORDER: 10:00 a.m. (via Zoom) ROLL CALL: Justina L. Willkom, Zoning Administrator PUBLIC CONCERNS: None CONSENT CALENDAR: None PUBLIC HEARING: Opened the Public Hearing at 10:02 a.m. 1. CONDITIONAL USE PERMIT (CUP) 2020-0014 & DESIGN REVIEW (DR) 2020- 0014 APPLICANT: PROPERTY OWNER: Peter K. Pirzadeh, P.E. Chase Gilmore Pirzadeh & Associates Irvine Company Real Properties 30 Executive Park, Suite 270 101 Innovation Irvine, CA 92614 Irvine, CA 92617 LOCATION: 2762 EI Camino Real, Tustin, CA 92780 REQUEST: To demolish existing carwash and replace with automated car wash and related improvements. ENVIRONMENTAL STATUS: This project is Categorically Exempt (Class 2) pursuant to Section 15302 of the California Environmental Quality Act. RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action 21-001 approving CUP 2020-0014 and DR 2020-0014, to authorize demolition of an existing 17,461 square foot hand car wash and replace with a 2,316 square foot automated car wash with 4,654 square foot tunnel, thirty-two (32) parking spaces with vacuums, and four(4) employee parking spaces located at 2762 EI Camino Real. Zoning Administrator Agenda February 18, 2021 Page 2 It was noted there were no phone calls or emails received, from the public, for this item. The Zoning Administrator opened the Public Comments section at 10:02 a.m. The Zoning Administrator stated she had reviewed the staff report and did not need a presentation. The Zoning Administrator asked all Zoom attendees to identify themselves for the record. Peter Pirzadeh, applicant, Tom Utman (owner of Fast5Xpress), John Ernst (Pirzadeh & Associates), Irma Huitron, Assistant Director, Scott Reekstin, Principal Planner, Samantha Beier, Senior Planner and Vera Hurtado, Recording Secretary were all in attendance. Hurtado confirmed at 10:04 a.m. that no public input was received. Mr. Pirzadeh, stated he had reviewed the Conditions of Approval and he was in agreement with all items. There were no comments or concerns. The Zoning Administrator provided the recommended action, for the record. The Zoning Administrator closed the Public Comments section at 10:12 a.m. The Zoning Administrator adopted ZAA 21-001. The Public Hearing item was closed at 10:12 a.m. REGULAR BUSINESS: None ADJOURNMENT: The date of the next meeting of the Zoning Administrator will be scheduled when items are set for hearing.
