West, Tustin City Manager/LRA Executive Director February 23, 2021 Agenda • Purpose of Forum • City of Tustin Roles • Overview of MCAS Tustin Closure/Conveyances • Base Redevelopment to Date • Ongoing Issues • LRA Forum Agenda Purpose of LRA Public Forum • 22 years since the closure of MCAS Tustin • 25 years since adoption of the original Reuse Plan • Public awareness of development activity • Opportunity for agencies leading development to give updates • Ability for LRA Board (City Council) to interact with agencies in a public setting City Roles in Closure/Redevelopment • Local Reuse Authority (Federal Designation) • City Council = LRA Board • Develop and amend Reuse Plan • Develop Homeless Accommodation Plan • Work with Public Benefit Conveyance (PBC) recipients on development issues • Central point of contact with Federal Government • Coordinate all development activity • Call public meetings as necessary to: • Review development progress • Update/amend Reuse Plan as needed City Roles in Closure/Redevelopment • Property Owner/Executive Developer • City owns/controls a large portion of former MCAS Tustin • City representatives to discuss more in later presentation • Regulatory Entity • Reviews compliance with Tustin Legacy Specific Plan • Coordinates entitlement processing and necessary approvals MCAS Tustin Closure Timeline • 1991: MCAS Tustin listed on BRAC closure list • 1991: City applies for and is designated the LRA • 1996: Original Federal Reuse Plan (redevelopment plan) completed • 1999: City applies for no cost Economic Development Conveyance (EDC) in January • 1999: MCAS Tustin closes in July • 2001: Final EIR/EIS completed by City MCAS Tustin Closure Timeline • 2001: Federal Record of Decision (ROD) issued • 2001: Federal Environmental Baseline Survey completed • 2001/2002: Finding of Suitability to Transfers (FOSTs) issued • 2001/2002: Finding of Suitability to Leases (FOSLs) issued • 2002: City signs EDC conveyance agreement with Federal government for transfer and reuse of former MCAS Tustin in May • 2002+: Ongoing conveyances to EDC and PBC recipients; remediation by the Federal government 11 year planning, documentation and community engagement process before the first portion of former MCAS Tustin was conveyed Reuse Plan vs. Specific Plan • Federal Reuse Plan: Policy Document • Focus on developing flexible strategies to respond to changing conditions • Reuse plan not required to be enforceable under state and local laws • Adopted by City Council in 1998 • City Specific Plan: Regulatory Document • Zoning document for former MCAS Tustin property • Enforceable by local regulatory entities (Tustin and Irvine) • Specific Plan included in 1998 Reuse Plan • Specific Plan EIR/EIS approved in 2001 • Specific Plan adopted by City Council in 2003, amended as needed over time F,P-- - ,Nk- I - Reuse Plan/Specific Plan • Reuse/Specific Plan incorporates PBGs that were reviewed and approved by LRA: • TUSD Elementary School (10 acres) • IUSD K-8 School (20 acres) • City of Irvine Park (8 acres) • City of Tustin Community Park (25 acres) • County Law Enforcement Training Center (10 acres) — withdrawn in 2016 • County Social Services Facility (4 acres) • County Regional Park (85 acres) • 8 PBCs denied Replace•• •• • • Economic • by base closureDevelopment Conveyance (EDC) Priority for Federal Government when closing military installations I L, I Given to public entities for public purposes.
