The District is the largest of four community college districts in Orange County. It covers
382 square miles, serving nearly one million residents in the southern section of Orange
County. In addition to the 3 sites, classes are offered in 130 sites in the community.

Had it been finalized in 2018, the LIFOC
Property would have been transferred with
known volatile organic compound
(VOC) contamination, namely 1,2,3-
trichloropropane (1,2,3 -TCP) and
trichloroethene (TCE) impacts in
groundwater, along with a remedy in place
of groundwater extraction and treatment.

The Development Agreement (DA) with the City of Tustin created value for the
District by vesting the right to develop ATEP as a mixed-use educational site, in
