SUBJECT: OLD TOWN TUSTIN PLANTER BOX PUBLIC ART PROJECT PHASE 3
SUMMARY:
At their February 17, 2021, Regular Meeting, the Community Services Commission
recommended to forward three planter box art concepts, that were previously approved
by the Public Art Committee, for future consideration by the City Council to complete the
final phase of the Old Town Tustin Planter Box Public Art Project.
RECOMMENDATION:
That the City Council adopt Resolution 21-15 approving three planter box art designs,
submitted by two artists, to enhance the sidewalks of Main Street and EI Camino Real in
Old Town Tustin and authorize the Parks and Recreation Department to execute
agreements with the respective artists.
FISCAL IMPACT:
Artists will be paid $300 for each completed concrete planter box which includes artists
materials. To finish all three planters would require $900 to be expended from the Public
Art Fund. The remaining balance available for public art projects this fiscal year would be
$14,100.
CORRELATION TO THE STRATEGIC PLAN:
A Public Art Program/Project is in accordance with Goal A of the Tustin Strategic Plan to
enhance the vibrancy and quality of life in all neighborhoods and areas of the community.
BACKGROUND:
Since they began meeting in September 2018, the Public Art Committee has completed
four public art projects: Phase 1 of Old Town Planter Box Art, the Civic Center Seat Wall
Mural, Phase 2 of Old Town Planter Box Art, and the Laurel Glen Wall Mural.
In Phases 1 and 2 of the Old Town Planter Box Art Project a total of 18 City -owned
concrete planter boxes were painted by nine artists along the sidewalks of Main Street
and EI Camino Real. Phase 1 was completed in July 2019 and Phase 2 was completed

in July 2020. The intent of these projects is to beautify and contribute to the unique
sense of place of Old Town Tustin.
For Phase 3 of the project, the Public Art Committee commissioned three designs by two
artists who submitted proposals for previous mural and planter box projects. The
Committee approved the designs at their January 20, 2021, meeting, and as per the City
of Tustin Public Art Policy, forwarded them to the Community Services Commission for
recommendation to the City Council for final consideration and approval. These three
works will complete the Old Town Planter Box Art Project
Staff estimates that this final phase of the Old Town Tustin Planter Box Art Project will be
completed by the end of March 2021; however, the work may extend into April if
necessary.

RESOLUTION NO. 21-15
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN
CALIFORNIA APPROVING THE ARTWORK AS RECOMMENDED BY
THE PUBLIC ART COMMITTEE AND AUTHORIZING THE PARKS AND
RECREATION DEPARTMENT TO EXECUTE AGREEMENTS WITH THE
RESPECTIVE ARTISTS
WHEREAS, the City Council adopted Resolution 18-17 establishing a City of
Tustin Public Art Policy to commission public art; and
WHEREAS, the Public Art Fund includes an allocation of $15,000 for public art;
and
WHEREAS, the Public Art Committee commissioned artists to submit design
proposals for Phase 3 of the Planter Box Public Art Project; and
WHEREAS, after reviewing the proposals, the Public Art Committee has made
recommendations to the City Council with regards to approving the artwork submitted
by two artists for three planter boxes on Main Street and EI Camino Real in Old Town
Tustin as set forth in the accompanying staff report.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
hereby approves the artwork recommended by the Public Art Committee and authorizes
the Director of Parks and Recreation to execute agreements with the individual artists
as recommended in a total amount not to exceed $900; and
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 2nd day of March 2021.
