CLANTON, DIRECTOR OF PARKS AND RECREATION SERVICES SUBJECT: PEPPERTREE PARK WALL MURAL PUBLIC ART PROJECT SUMMARY: At their February 17, 2021, Regular Meeting, the Community Services Commission recommended to forward a public art wall mural design selected by the Public Art Committee for consideration by the City Council. RECOMMENDATION: It is recommended that the City Council adopt Resolution 21-16 approving the wall mural design, submitted by artist Christin Ibrahim, to be installed on the North facing wall of the Peppertree Park restroom building, and authorize the Parks and Recreation Department to execute an agreement with the artist. FISCAL IMPACT: The artist will be paid $8,500 upon completion of the wall mural, which will leave a balance of $5,600 remaining in the Public Art Fund for the 2020-2021 Fiscal Year. CORRELATION TO THE STRATEGIC PLAN: This public art project is in accordance with Goal A of the Tustin Strategic Plan to enhance the vibrancy and quality of life in all neighborhoods and areas of the community. BACKGROUND: Since they began meeting in September 2018, the Public Art Committee has completed four public art projects: Phase 1 of Old Town Planter Box Art, the Civic Center Seat Wall Mural, Phase 2 of Old Town Planter Box Art, and the Laurel Glen Wall Mural. In November 2020, the Committee solicited artists through a Request for Proposal (RFP) to complete a wall mural public art project on the restroom building at Peppertree Park. 16 artists responded to the RFP submitting 19 mural concepts for the Public Art Committee to review. After considerable discussion, the Committee approved a mural concept by Tustin based artist Christin Ibrahim featuring three continuous contour line figures with radiating circles of color gradients representing the activities within the park. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin hereby approves the artwork recommended by the Public Art Committee and authorizes the Director of Parks and Recreation to execute an agreement with the artist as recommended in a total amount not to exceed $8,500; and PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 2nd day of March 2021.
