1 . APPROVAL OF MINUTES — FEBRUARY 9, 2021
RECOMMENDATION:
That the Planning Commission approve the Minutes of the February 9, 2021 Planning
Commission meeting, as provided.
PUBLIC HEARING: None.
REGULAR BUSINESS:
2. 2020 GENERAL PLAN ANNUAL REPORT AND ANNUAL MITIGATION
MONITORING STATUS REPORT FOR FEIS/EIR FOR MCAS TUSTIN SPECIFIC
PLAN
California State Law requires that each city adopt a comprehensive, long-term
general plan for its physical development and any land outside its boundaries, which
bears a relationship to its planning activities. Section 65400(b) of the Government
Code requires that the City's planning agency provide an annual report to the City
Council on the status of the General Plan and progress in its implementation.
The City Council certified the Program Final Environmental Impact
Statement/Environmental Impact Report (FEIS/EIR) for the Disposal and Reuse of
MCAS Tustin along with its Supplemental and Addendum. The FEIS/EIR evaluated
the environmental impacts of the reuse and disposal of MCAS Tustin, which included
the adoption of a Mitigation Monitoring and Report Program (MMRP) pursuant to
CEQA Guidelines Section 15097. The MMRP is a review of actions performed by
the City or other responsible agencies in implementing mitigation measures
identified in the FEIS/EIR.

RECOMMENDATION:
That the Planning Commission review and authorize staff to forward the General
Plan Annual Report and the Annual Mitigation Monitoring Status Report to the City
Council for consideration.

That the Planning Commission provide input regarding future training and workshop
topics.
