Project Background • Family Promise of Orange County, a non-profit organization, established to assist families experiencing homelessness achieve housing stability. • November 2018 — ENA between City and Family Promise for ,disposition of City property at 1941 EI Camino Real. • February 2020 — DDA between City and Family Promise to secure the project site pending entitlement approvals. • lPartnerships - "House of Ruth" project will be: Operated by Family Promise of Orange County • Developed by HomeAid Orange County, a partner in fundraising and building the transitional housing project, "House of Ruth". • Builder Captain Brookfield Residential provides resources, including materials and labor at discounted rate. Project Entitlements February 9, 2021 — Planning Commission • Adopted a Resolution determining that the project is in conformance with the General Plan; and • Recommended that the City Council approve of the following: • Development Agreement 2020-002 to facilitate the development and conveyance of the project site. Design Review 2020-0011 for the design and site layout of for the development of a seven (7) unit multi -family apartment style building for short term transitional housing project for qualified families with children experiencing homelessness or at risk of homelessness and other onsite amenities. Density Bonus to authorize two (2) additional units for a total of 7 apartment units Request for two development concessions for reduced front yard setback and waiver of covered parking Project Description -House of Ruth Seven Unit Apartment -style Complex • Transitional housing for qualified families with children • Four 2 -bedroom units; Two 3 -bedroom units, and One 1 -bedroom unit ■ ,.
