SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR THE NEWPORT AVENUE PAVEMENT
REHABILITATION PROJECT BETWEEN 1-5 AND HOLT AVENUE (CIP NO.
70244) AND BETWEEN SYCAMORE AVENUE AND 1-5 (CIP NO. 70245)
SUMMARY
The plans and specifications for the Newport Avenue Pavement Rehabilitation Project between 1-5
and Holt Avenue (CIP No. 70244) and between Sycamore Avenue and 1-5 (CIP No. 70245) have
been prepared and the project is now ready for bid.
RECOMMENDATION
It is recommended that the City Council:
1. Adopt Resolution No. 21-19 approving the plans and specifications for the Newport Avenue
Pavement Rehabilitation Project between 1-5 and Holt Avenue (CIP No. 70244) and between
Sycamore Avenue and 1-5 (CIP No. 70245); and
2. Authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT
Funding in the amount of $1,900,000 has been budgeted and appropriated in the Capital
Improvement Program for construction of the projects using SB1 funds. The total engineer's
estimate is $1,535,039.
CORRELATION TO THE STRATEGIC PLAN
Rehabilitation of roadways and repair of sidewalks contributes to the fulfillment of the City's Strategic
Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy
#5, which among other items, is to ensure continuous maintenance and improvement of
transportation facilities.
DISCUSSION AND BACKGROUND
The subject projects have contiguous work limits and a similar scope of work, and were therefore
combined into one bid package to reduce duplication of efforts during the bidding process as well as
construction.
The proposed pavement rehabilitation on Newport Avenue includes localized removal and
replacement of asphalt concrete pavement failure areas; removal and replacement of damaged curb
& gutter and sidewalks; reconstruction of curb ramps to be in compliance with the current federal
Americans with Disabilities Act (ADA) requirements; grinding of existing asphalt paving; construction
of a new asphalt rubber hot mix (ARHM) overlay; replacement of traffic signal detector loops;

replacement of striping and pavement markings; and adjustment of manhole rims and valve boxes
to grade.
The tentative schedule for construction of this project is as follows:

Since this project involves the replacement and repair of existing facilities with minor modifications,
it is Categorically Exempt under California Environmental Quality Act (CEQA) requirements. A
Notice of Exemption has been recorded with the County of Orange.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA
APPROVING PLANS AND SPECIFICATIONS FOR THE NEWPORT AVENUE
PAVEMENT REHABILITATION PROJECT BETWEEN 1-5 AND HOLT AVENUE (CIP
NO. 70244) AND BETWEEN SYCAMORE AVENUE AND 1-5 (CIP NO. 70245) AND
AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the Newport Avenue Pavement Rehabilitation Project between I-
5 and Holt Avenue (CIP No. 70244) and between Sycamore Avenue and 1-5 (CIP No. 70245);
and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, the CIP No. 70244 and No. 70245 projects are categorically exempt from
the requirements of the California Environmental Quality Act (CEQA); Class 1, Section 15301:
Existing Facilities; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by
the City Engineer are hereby approved as the plans and specifications for:
Newport Avenue Pavement Rehabilitation Project between 1-5 and Holt Avenue and between
Sycamore Avenue and Holt Avenue, CIP Nos. 70244 and 70245
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of
the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 161h day of March, 2021.
