HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION AUTHORIZATION TO INSTALL ALL-WAY STOP CONTROLS AT EL CAMINO REAL AND SECOND STREET AND EL CAMINO REAL AND THIRD STREET SUMMARY A traffic analysis for all-way stop controls at El Camino Real and Second Street, and El Camino Real and Third Street has been completed. It has been determined that the installation of all-way stop controls at these two intersections will provide sufficient gaps in traffic flow on El Camino Real to accommodate access needs in the area. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 01-83, authorizing the in.stallation of all-way stop controls at El Camino Real and Second Street, and El Camino Real and Third Street. FISCAL IMPACT It is estimated that the cost to install stop signs and the appropriate pavement markings at the subject intersections .is approximately $2,500.00. Funds are currently available in the Public Works Department/Engineering Division Operating Budget to perform this work. BACKGROUND The Engineering Division has received requests from various citizens and businesses to investigate the current traffic conditions on El Camino Real at the Second Street and Third Street intersections. Concern has been expressed that due to traffic demands on El Camino Real, vehicles were experiencing difficulty entering El Camino Real from Second Street and Third Street. Pedestrians also expressed difficulty crossing El Camino Real at the subject intersections and indicated that there may be limited sight distance due to the implementation of the angled parking arrangement on El Camino Real. DISCUSSION The intersections of El Camino Real and Second Street and El Camino Real and Third Street are currently four-way intersections with stop controls on Second Street and Third Street. E! Camino Real is a two-way street with angle parking on both sides of the street between Sixth Street and Second Street. El Camino Real was recently reclassified from a secondary arterial to a local street on the County of Orange's Master Plan of Arterial Highways. El Camino Real serves as the main route for traffic in the Old Town area. As part of the Old Town Streetscape Improvements Project (CIP No. 7172) the angle parking will become permanent and will be delineated with landscaped end islands and .decorative amenities. The angle parking will also be extended northerly from Second Street to First Street. Authorization to Install Ali-Way Stop Controls at El Camino Real and Second Street and El Camino Real and Third Street August 20, 2001 Page 2 The installation of stop controls is typically determined by satisfying established Caltrans Warrants along with other site-specific conditions that justify the placement of stop signs at certain locations. The warrants, which are one means of justifying the installation of stop signs, require evaluation of numerical data collected at the subject location. To fully analyze a location for the installation of stop controls, roadway characteristics and traffic conditions need to be evaluated on a case-by-case basis. At these locations the Caltrans Warrants for stop sign installation are not met, however, traffic volumes are close to satisfying the'warrants. It has long been acknowledged that local business areas represent unique situations where engineering judgment may be utilized in determining the installation of stop signs. At this location it is appropriate to analyze other roadway characteristics and traffic conditions that may provide more pertinent considerations. Based upon the traffic analysis prepared for the subject location, and characteristics and conditions apparent at and surrounding the El Camino Real/Second Street and El Camino Real/Third Street intersections, further analysis was warranted for consideration of stop controls. There is on-street parking along both sides of Second Street and Third Street and angled parking on El Camino Real adjacent to both the subject intersections. Vehicles that are parked in the angled parking spaces on El Camino Real do affect the sight distance of vehicles and pedestrians crossing El Camino Real at Second Street and Third Street. The installation of all-way stops at the subject intersections will improve the ability of pedestrians and vehicles to cross El Camino Real. Marked crosswalks already exist on all legs of both intersections, which serves to channelize pedestrian movements across the subject intersections. It was also observed there are a number of stop signs installed at various nearby intersections. However, there are no stop controls on Second Street and Third Street at El Camino Real. Based upon this, the installation of stop signs at the subject intersections will serve to provide a desired balance for the area traffic controls. Other considerations included vehicle delay and safety considerations, it is known that vehicle delays can. result from the installation of stop signs. However, it is documented in some cases that the qualitative benefits to the area from the stop signs would serve to offset the increased vehicle delays. At these locations these benefits are believed to be a significant factor for consideration. Safety impacts are obviously a significant consideration. Installation of stop controls at appropriate locations result in maintenance of acceptable operations at the specific location as well as for the overall system. It has been determined that reasonable safety operations would be maintained with the installation of stop signs at these locations. Authorization to Install Ali-Way Stop Controls at El Camino Real and Second Street and El Camino Real and Third Street August 20, 2001 Page 3 It is concluded that the installation of all-way stop controls at El Camino Real and Second Street, and at El Camino Real and Third Street will provide the necessary traffic gaps to accommodate vehicles turning onto El Camino Real. These installations will be consistent with the surrounding roadway circulation system and will maintain reasonable safety operations at the subject locations. ~._~T.[[[ u.
