FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION
SUBJECT: SUBMITTAL OF CITY OF TUSTIN APPLICATIONS FOR THE
TRANSPORTATION ENHANCEMENT ACTIVITIES PROGRAM, FISCAL
YEARS 2007-2008 AND 2008-2009
SUMMARY
City Council adoption of Resolution No. 06-27 will authorize the City's application for funds from the
Transportation Enhancement Activities (TEA) Program. The Orange County Transportation
Authority (OCT A) requires City Council authorization as part of the application process.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 06-27 requesting that the Orange
County Transportation Authority (OCTA) include the City of Tustin's projects in the Fiscal Years
2007-2008 and 2008-2009 Transportation Enhancement Activities Program.
FISCAL IMPACT
If the proposed application is approved by OCTA, the City's funding obligations for various projects
in the Seven-Year Capital Improvement Program will be reduced by $1,000,000.
BACKGROUND
The TEA Program is a federal program that provides grants to local and state agencies to be used
for transportation related projects that enhance quality-of-life in or around transportation facilities.
The specific amount available countywide under the Program is $8.2 Million. The City will be
required to provide a minimum of 25 percent matching funds for each approved project. The total
maximum amount of TEA Program funding available for each project is $500,000.
Staff has prepared TEA Program applications for two (2) projects including the Edinger Avenue
Beautification Project between east of Red Hill Avenue and west of Jamboree Road, and the
Newport Avenue Bicycle Trail Beautification Project between Main Street and Irvine Boulevard. The
proposed work on Edinger Avenue consists of landscaping and irrigation installation along the north
parkway of Edinger Avenue adjacent to the railway right-of-way. The proposed work on Newport
Avenue consists of bicycle trail, landscaping, irrigation, and drainage improvements along the Class
I Bicycle Trail adjacent to the west side of Newport Avenue. These projects were selected based
upon review of past application submittals, current established criteria for funding, and evaluation of
the project matching fund requirements.

Resolution No. 06-27 designates the Projects to be submitted by the City for Fiscal Year 2008-2009
of the OCTA TEA Program. The TEA Program funding eligibility requires City Council authorization
to apply for funding under this Program. Applications for the Projects were submitted to the OCTA
by its deadline of February 15, 2006. Adopting a resolution after that date is acceptable to OCTA
staff and serves to complete the administration process for receipt of applications.
