SUBJECT: INTERVIEW AND APPOINT CANDIDATES FOR THE 2021 VACANCIES
SUMMARY:
Due to term expirations and vacancies, City Council direction is needed to fill vacancies on
the Planning, Audit, and Community Services Commissions, Building Board of Appeals and
Public Art Committee.
RECOMMENDATION:
It is recommended that the City Council interview candidates and make appointments for the
following-
* (2) Two Vacancies on the Audit Commission
o Pursuant to Tustin City Code Section 1538, up to two (2) members may reside
and be registered voters within the area served by the Tustin Water
Department, but outside the City. Currently, one member resides in the water
service area-, therefore, only one additional member meeting these
qualifications may be appointed.
o (3) Three Vacancies on the Community Services Commission
o (3) Three Vacancies on the Planning Commission
o (3) Three Vacancies on the Building Board of Appeals
o (1) One Vacancy on the Public Art Committee
FISCAL IMPACT:
There is no fiscal impact associated with this item.
BACKGROUND:
On December 15, 2020, the City Council appointed an ad hoc committee to interview
candidates to fill vacancies on the Planning, Audit, and Community Services Commissions,
Building Board of Appeals and Public Art Committee. Mayor Clark selected Mayor Pro Tem
Lumbard and Council Member Gomez to serve as the ad hoc committee.
At the close of the application period, thirty-four (34) candidates submitted applications. On
February 2, 2021, the City Council authorized the ad hoc committee to evaluate the

applications submitted, invite a select number of candidates to an interview and provide a list
of finalists that will be interviewed by the full City Council.
On February 25t", the ad hoc committee interviewed select candidates and is recommending
that the full City Council interview the following candidates:

community.

I am currently enrolled in, and halfway through, an Applied Accounting Certificate program at UCI
Extension, including coursework in auditing.
I have served professionally in local governments for over a decade, progressing up the
Management Analyst career ladder. I have managed municipal personnel and budgets for both
Police and Public V\brks, including personnel, capital, enterprise, project, and program budgeting
and accounting.
I have facilitated and implemented department and citywide strategic plans, aligning budgets to
achieve strategic goals, and reported on those plans and budgets to both staff and Council. So,

on a Commission: culturally and economically forward, (2) work towards being a diverse and vibrant place to live
and work; (3) and to be engaged in the activities of the City to bring the community"s voice
forward.

experience that qualifies you for hosted the city"s first Garba / Diwali cultural dance event. Vb had more than 70 people in
the position: attendance.
In Lake Forest, we initiated the same type of program (again a first) and have hosted it for at
least a couple of years (the pandemic has caused us to pause it last year). Each year bringing in
many local community members.
With each of these events, and others, I have learned to work with the City, county, vendors,
community leaders and others to make the events a success and meaningful for the city and for
the children.
Outside of the city work, I have had the pleasure of working with colleagues in the healthcare
and technology spaces. For over 20 years I have established experience in commercial,
operational, and corporate development spaces. I have been a part of the growth or turnaround
of various size companies from as large as Pfizer, to Valeant/Bausch Health to mid size
organizations such as VisionCare Ophthalmic Technologies, Ophthalmic Research Associates (a

1. The reason you wish to serve I have deep ties to the Tustin community. I have called Tustin my home since 1999 and I spent
on a Commission: my formative years attending school and living in Tustin. Following in my father's footsteps, I am
active in our City's community. Currently, I am proudly serving as a Community Services
Commissioner ("Commissioner") for the City of Tustin. When I was selected to the Commission
in 2019, it was one of my most personally gratifying experiences (on par with passing the Bar
Exam). See, I have no political motivations in seeking a position as a Commissioner. I truly
respect the City of Tustin and every effort that it takes to make this City so great. I take pride in
our City and I wanted to serve our City as a Commissioner. I applied to the Commission as early
as 2016 and reapplied at every opportunity because I was determined to try to make a
meaningful impact and give back to our City. Needless to say, when I was appointed in late 2019,
1 was elated and sincerely proud to be given the chance to fulfill my goal of giving back to the
City that has given me so much.
As a Commissioner serving during the COVID 19 pandemic, I have been truly inspired by the
City's efforts to adapt and continue to provide its citizens top notch services and programs.
Especially speaking as a sitting Commissioner, the Parks and Recreation leadership and staff
have been awe inspiring in their concerted effort to keep the Tustin community connected and
together (#tustinstrong) by adapting their events, programs, and services to the strenuous
COVID landscape. I am proud to have been a small piece of this herculean effort and I would be
honored to continue to do my part in keeping "Tustin5trong." I love this great City and serving as
a Commissioner has been one of the greatest honors in my life. I have a deep commitment and
passion for community service. Serving as a Commissioner has allowed me to put my feelings
into practice. I genuinely want to keep converting my into action and I know I would continue to

2. Please list your background and My greatest qualification is my experience as a sitting Community Services Commissioner
experience that qualifies you for ("Commissioner"). I have served as a Commissioner since 2019. During this time, I have
the position: learned a great deal about what it takes to be a Commissioner, both on the dais and out in the
community. I have participated in many projects throughout my time as a Commissioner
including: approvals of (to be sent to the City Council) park designs; art designs; City events,
and other items on the CIP. Moreover, there are many projects that are still in progress that, as
a sitting Commissioner, I have acute knowledge of. In addition, I have a working knowledge of
the Parks and Recreations Department and their great staff and I have worked with them
successfully on many projects and events. Lastly, my experience as a Commissioner has been
throughout the COVID 19 pandemic. I have been able to adapt with the other Commissioners and
with the Parks and Recreation staff to adjust to this ever changing environment. This ability to
adapt, improvise, and overcome, combined with the knowledge of how the City is adjusting to
the constantly changing environment, will be invaluable to the City moving forward, as,
unfortunately, the pandemic continues with no end in sight
In keeping with my experience being my greatest qualification, I am a successful attorney with
the experience, intellect, and education to analyze and resolve almost any issue. I also have a

Having grown up in Tustin, I have seen the City expand, and have seen the need for residents to
serve our City. Especially with such difficult economic and public health challenges, it is critical
for informed and experienced citizens to serve to help our City as we address these twin
challenges. As our city continues to grow, we need people who can help manage the transition
to a hub of the County, while retaining Tustin's unique character and agricultural roots. In
addition, I have found that public service has always been personally rewarding. I have a long
career of public service that I would like to put to use in serving the City; from serving on local
municipal commissions, working full time in public agencies, to working at the highest levels of
the federal government.

I have been practicing law for 19 years in various capacities, and that practice has and continues
to include issues regarding land use and property. In Law School, I took coursework in Land
Use Planning and undertook research on inclusionary zooming following up from the Mt. Laurel
series of cases as an appendix and replacement chapter for the first year Property text book. My
practice has included over time issues regarding landlord tenant -disputes and development of
real property. In addition, I have previously served on a Planning Commission, in the City of
Redondo Beach from 2007-2008, and attended the California League of Cities Planners Institute.
In addition, I have worked in public service for approximately half of my professional career,
including as a federal judicial law clerk, and senior positions in the federal government. I have
also served as Deputy General Counsel for a local agency, giving me close familiar with issues
regarding board management and public agency operations.

CITY OF TUSTIN SEEKS APPLICANTS TO SERVE ON
THE BUILDING BOARD OF APPEALS
The City Council is currently seeking applicants who are
interested in serving on the Building Board of Appeals. The
Board will hear appeals regarding the determinations made by
the City's Building Official which may arise during plan check
or construction inspection. Individuals experienced or trained
in the interpretation of Building Codes or experienced in
construction are highly desirable.
Members: The Board shall consist of five (5) members.
Qualifications: Members shall be residents and registered voters of the City during all times they hold office. The Board also shall
consist of members who are qualified by experience and training to pass upon matters pertaining to building construction, fire protection,
or standard waterworks practices. Preference shall be given to those individuals who possess state licenses or certificates in the field of
engineering, construction, or related professions or trades. Pursuant to Health and Safety Code section 19957.5, at least two (2) members
of the Board shall be physically disabled.
Term: The term of office shall be for four (4) years commencing on the date of appointment or until their respective
successors are appointed and qualified.
Meetings: Meetings will be scheduled as needed. On average, the Board will conduct one (1) to three (3) meetings per year.

EI Toro Redevelopment Project From 2001 05, 1 was part of the team responsible for
redevelopment efforts associated with the Orange County Great Park, on a section of the former
Marine Corps Air Station EI Toro. I was part of the State of California team responsible for
developing Findings of Suitability for Transfer (FOST) for the project. My team interacted with city
of Irvine officials to ensure that the facilities complied with the local ordinances. The facilities
plan was to develop a soccer stadium, volleyball courts, tennis courts, and a playground over 53
acres as part of construction in various phases. Additionally, I was also responsible to ensure
that state requirements do not conflict with land use patterns that are included in the Irvine
General Use Plan. I worked closely with the city officials so that they are aware of state
oversight and that are apprised of how environmental restoration supports City's redevelopment
goals.
Redevelopment of Tustin Marine Corp Air Station (Tustin Legacy and The District, formerly MCAS
Tustin) From 2002 04 and 2015 16, 1 was part of the team responsible for transfer of a portion
of a base to prospective buyers/lessees. My team interacted with city of Tustin officials to
facilitate successful transfer of the project to prospective buyers and/or lessees. It required me
to be familiar with intended use and City's General Use Plan and that state requirements do not
conflict with land use patterns that are included in the Tustin General Use Plan.

responsibility was to take the lead on community engagement, which included interaction with
Mayor's offices of city of Vernon, Los Angeles, Huntington Park, Maywood, and Commerce. I also

The Pu glic Art Committee
The City Council is currently seeking applicants who are
interested in serving on the Public Art Committee. The
Committee will plan and commission public art and evaluate all
artwork, including artwork proposed to be gifted to the City.
Individuals who have a background in art are highly desirable.
Members: The Committee shall consist of five (5) members.
Qualifications: Members shall be Tustin residents with education, experience, and/ or commitment to visual arts. Each member shall
be committed to the betterment of the community and work as a collaborative team player.
Term: The term of office shall be for four (4) years with a maximum of two concurrent terms.
Meetings: Meetings will be once a month/ or scheduled as needed. No more than twelve (12) meetings per calendar year.
Compensation: Compensation is $100.00 per regular planning/ evaluation meeting.

1. What is your understanding of The Tustin Public Art Committee is tasked with commissioning and planning public art

2. What qualifies you to serve on I have a longtime love of the arts. As a kid, I took art classes, played in the band, and danced
this Committee? ballet. I remember the joy and curiosity that resulted from visiting art museums and attending
concerts. A joy that I still feel today whenever I get the opportunity to experience artwork or a
performance. This love helped me realize that I wanted my career to have some form of artistic
outlet, so I studied media/communications with a minor in studio art and art history as an
undergraduate. My master's degree is in journalism with a heavy emphasis on publication
design, which lead me to begin my career as a graphic designer. I eventually moved into
strategic marketing with oversight of the creative design process. Much of my work experience
is focused on branding and communication through visual means, which I think provides an
interesting perspective to the committee.
I believe that public art betters a community. Art should be accessible to all, so we should do
everything we can to provide the public an opportunity to experience it. What a better way to
provide accessible art experiences than through public artwork. These types of installations
have the power to raise the profile and spirit of a community.
Tustin is a wonderful place to live and my home, which is why I"m seeking this opportunity to
participate in community engagement.

9. Describe your current business I currently work as the Marketing Director for Logistics and Industrial Services for the Americas

making decisions on art installations. Not everyone will love everything, since art is very
personal, which is why consensus building is a vital part of this committee.
I am also a highly effective writer, with extensive experience composing proposals, articles,
press releases, writing presentation scripts, and thought leadership. I believe my writing skills
could be useful in forwarding the agenda of this committee.

If resources were unlimited, what do you envision for public art in the
City of Tustin?
Tustin is an eclectic and multi -cultural community that is proudly rooted in its history as one of
Orange County's early towns. Attractive to families, young and old, Tustin is a place where you
can get that "small town" community feeling, without actually living in a small town. As such, the
public art in Tustin should reflect history and culture but in a way that also exemplifies the
growth and progressiveness of the community.
I firmly believe that the community should participate in the creation of public artwork. Imagine a
wall mural that is made up of tiles that were painted by Tustin residents. Those tiles could be
sold for a small fee to raise money for a charity or simply be provided on a first -come -first-
served basis. The tiles, once decorated by residents, could then be given to an artist to create a
larger mural design. This would provide residents a feeling of ownership over the mural and
generate a significant amount of buzz and comradery.
Public art can also create a destination. In my hometown of South Bend, IN there is a modern
sculpture on the river called "The Keepers of the Fire" that has been there since 1980. It is
something that every person in South Bend recognizes and celebrates. On a recent visit to
Indiana, I found out that it still draws the community and has been further amplified by an
interactive light installation. The river park continues to be a destination for community concerts,
recreation, and events. It is something that residents are truly proud of. In my mind, this
exemplifies the goal of public artwork. Not only does it provide a community landmark, it also
has the ability to serve as a catalyst for economic development by drawing people in.
The above suggestions are certainly ambitious, but I like to dream big. I also appreciate that
small works of art can make a significant impact. We can provide exposure to artistic styles that
many people may not seek out on their own. Something as simple as a painting on the side of
an electrical box or a small statue in a parkway can bring happiness and spark the imagination.
Creating art "surprises" throughout the community, where art is unexpected and fun, can make
just as much of an impression as a larger more intricate piece of art.
Tustin is a fantastic place that merits artwork that creates joy and a place to gather within the
community. Public art isn't something that starts from a blank canvas, rather it is woven into the
existing canvas of the community.

Essay Question (500 words or less)
If resources were unlimited, what do you envision for public art in the City of Tustin?
{My apologies, after I sent my last email to you I left on a camping trip and didn't have access to email
until I returned today. I hope it's not too late to submit my response}:
With unlimited resources there is much that could be done for public art in Tustin. I would like to see a
mixture of permanent and temporary installations in various types of media. Permanent installations help
to build a unique atmosphere for the city, and this includes both public sculptures, architecture, and
landscaping. Temporary installations, performance art, music, dance, and theater are ways to bring the
community together at a single event. We already have concerts in the park, public movie showings and
plays in the park, which help create a sense of community as people attend these public performances. I
would like to see more of this kind of thing happening around fine art and performing arts. I would also
like to see a focus on site-specific art and art that speaks to the history and culture of Tustin—art that
reflects both our past and our present as a city. With that in mind, I would like to see the city work with
various types of artists, with a focus on local artists, on projects that would enrich the culture of Tustin. I
would also like to see the Old Town area of Tustin enriched with art galleries, and performance spaces,
especially ones that have a display window facing the street where an art installation can be set
up. Although a gallery is a private enterprise, with this type of setup it is a form of public art as well and
adds to the unique character of the downtown area. I would like to see the city help promote an art
district that would support local artists and attract more artists to our city. I would like Tustin to, over
time, build a reputation for a thriving and unique art scene. I would like to expand on the art walk that
currentlytakes place in Tustin, incorporating more performing arts and expanding it to cover a larger area
and involving the previously mentioned gallery spaces, as well as food trucks. I would also like to see the
art walk sponsor artistic activities for kids that would attract families to attend. Driving down Irvine Blvd.
near the border of Tustin is a sign that reads, "Work where you must, but live and shop in Tustin." I believe
a thriving art scene can help create a Tustin where people can enjoy the unique small town, old town
feeling of a place that has its own local character.
