SUBJECT: AWARD CONTRACT FOR THE ANNUAL ROADWAY REHABILITATION AND
SIDEWALK REPAIR PROJECT, CIP NO. 70020
SUMMARY
Staff is requesting the City Council award a construction contract to the lowest
responsive/responsible bidder for the Annual Roadway Rehabilitation and Sidewalk Repair Project
CIP No. 70020.
RECOMMENDATION
It is recommended that the City Council award a construction contract to the lowest
responsive/responsible bidder, Onyx Paving Company , Inc. in the amount of $1,661,000.00, for the
Annual Roadway Rehabilitation and Sidewalk Repair Project, CIP No. 70020 and authorize the
Mayor and the City Clerk to execute the contract documents on behalf of the City.
FISCAL IMPACT
Sufficient funds have been appropriated for this project. This project is part of the City's ongoing
Maintenance of Effort (MOE) obligation to maintain eligibility for Renewed Measure M (M2)
funding. Funding is provided through a combination of General Fund (Fund 200) and Measure M2
Fair Share (Fund 139).
The remaining budgetary appropriation will be set aside as project contingency for both potential
unforeseen conditions and the ability to utilize the favorable pricing received through the competitive
public bid process to accomplish additional similar work in the original project scope to meet the
City's Maintenance of Effort obligation .
CORRELATION TO THE STRATEGIC PLAN
Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's Strategic
Plan Goal B: Public Safety and Protection of Assets . Specifically, the project implements Strategy
#1, which among other items, is to ensure continuous maintenance and improvement of public
facilities.
DISCUSSION
The Annual Roadway Rehabilitation and Sidewalk Repair Project, CIP No. 70020 includes asphalt
concrete pavement repair, asphalt concrete overlay, slurry sealing , and traffic striping on various
streets within Zone 2 of the City's Pavement Management Program. The City is divided into seven
pavement management zones with one zone targeted each year for pavement maintenance.
Through a rolling seven year cycle, this program is intended to maintain the integrity of City streets.
The current phase, Zone 2 (see attached map), is generally bounded by Irvine Boulevard to the
north, Newport Avenue to the east, OCTA/SCRRA railroad to the south , and City boundary to the
west. The project also include s sidewalk repair which focuses on removal and replacement of

damaged sidewalk at numerous locations in Zone 2 based on an annual field survey conducted by
the Engineering Division.
Formal bids were submitted electronically and publicly opened on March 16, 2021 and reviewed by
Public Works. Six (6) bids were received and are summarized below by order of least dollar amount:

• R.J. Noble Company............................................................................$ 1,818,565.00
• Hardy & Harper, Inc
$ 1,830,000.00
• All American Asphalt............................................................................$ 1,863,140.00
• PALP Inc. dba Excel Paving Company ........................ $ 1,997,432.50
• Sequel Contractors, Inc.......................................................................$ 2,076,900.00
Staff has reviewed the references and the State Contractor's License for Onyx Paving Company,
Inc. and has determined that they are appropriate for the subject project.
It is recommended that the City Council award the construction contract to the lowest
responsive/responsible bidder, Onyx Paving Company, Inc. for the Annual Roadway Rehabilitation
and Sidewalk Repair Project, CIP No. 70020 and authorize the Mayor and the City Clerk to execute
the contract documents on behalf of the City.
