STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AUTHORIZATION TO ABANDON AND DESTROY TUSTIN AVENUE WELL SUMMARY The Water Enterprise owns and operates the Tustin Avenue Well site located at 1822 N. Tustin Avenue, Santa Ana, California. The well was drilled in 1952 and has consistently and reliably served the Tustin Water Service customers for the last 70 years. In October 2020, the well was taken out of service for water quality concerns associated with groundwater basin impacts related to Pre-and Polyfluoroalkyl (PFAS). Wellhead treatment and centralized well treatment have been determined to be infeasible and it is recommended the well be properly abandoned. RECOMMENDATION It is recommended that the City Council authorize the abandonment of the Tustin Avenue Well. FISCAL IMPACT Public Works has received a proposal in the amount of$27,483.50 to properly abandon the Tustin Avenue well. Sufficient funding is available in the FY 2020/21 budget to complete this work. CORRELATION TO THE STRATEGIC PLAN This effort contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy 5, which among other items, is to create and implement a plan to protect City's public assets. BACKGROUND The Tustin Avenue Well was drilled in 1952 and has produced potable water for Tustin Water Service customers for almost 70 years. The well was built on Water Enterprise-owned property, APN 396-333-02, located at 1822 N. Tustin Avenue, Santa Ana, CA. In October 2020, this well was removed from service due to groundwater basin water quality impacts. In 2019, the State Water Resources Control Board, Division of Drink Water (DDW) lowered the Response Level (RL) for Per- and Polyfluoroalkyl (PFAS) in drinking water systems. Soon thereafter, Tustin Water Services partnered with the Orange County Water District (OCWD) to evaluate PFAS impacts throughout the Tustin Water Service area. Special consideration was given to the Tustin Avenue Well as the PFAS levels were consistently above the DDW RL. After reviewing water quality constituents, overall well condition, well age, pumping capacity, limited available site space/constraints, location, proximity to centralized treatment, surrounding DocuSign Envelope ID: BEE51 E5B-6008-493F-8E6A-88E4F576352B Authorization to Abandon and Destroy the Tustin Avenue Well April 20, 2021 Page 2 land use, and the costs that would be associated with building and operating a wellhead treatment system, it is recommended the Tustin Avenue Well be abandoned. The Tustin Avenue Well will be abandoned in accordance to the Orange County Health Care Agencies specifications for well abandonment. Staff will return to City Council at a later time for the disposition of this property along with the two residential properties associated with the Simon Ranch Reservoir and Booster Station Improvements. It is anticipated that all proceeds will be returned to the Water Enterprise Fund to support ongoing development of new water resources, and/or treatment of existing water sources to ensure the City's water customers continue to receive high quality, affordable potable water. ou s .
