Item: 11. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ONE YEAR ACTION PLAN
FOR PROGRAM YEAR 2021-22 AND AMENDMENT TO 2020-21 ACTION PLAN The Housing
and Community Development Act of 1974, as amended, established the Community
Development Block Grant (CDBG) program to return federal funds to local communities for the
purpose of developing viable urban communities by providing decent housing, suitable living
environments, and by expanding economic opportunities, specifically for low and moderate-
income persons. To participate in the CDBG program, the City is required to prepare a
Consolidated Plan that identifies needs for affordable and supportive housing, community
development, public services, and economic opportunities. The Consolidated Plan is required
every five years, and was most recently adopted on April 21, 2020. Annually, the City is also
required to prepare a one year Action Plan that implements the goals and objectives contained
in the Consolidated Plan. The proposed 2021-22 Action Plan set forth in Resolution No. 21-22
(Attachment A) fulfills this annual requirement. On February 16, 2021, the Tustin City Council
held a public hearing for the 2021-22 Action Plan preparation process. The purpose of the
hearing was to inform interested citizens about the CDBG program, obtain citizens' views on
CDBG priorities, and receive a report on the performance of the current public service CDBG
fund recipients (also known as non-profit subrecipients). During this meeting, the City Council
recommended continued funding to all twelve (12) existing non-profit subrecipients. The City of
Tustin is also proposing to amend its current 2020-21 Action Plan, reallocating CDBG funds from
an activity which is now complete, and no longer being funded by CDBG (Peppertree Park
Improvements project), to an existing activity which would allow the City to utilize these funds to
prevent, prepare for, or respond to COVID-19 (Emergency Response Funding project).

We deeply appreciate the consideration to continue in partnership with us to serve more Tustin
Veterans with the power of free legal aid. When our Tustin Veterans can access justice, they are
able to dream again at home. Removing legal barriers is life changing and often times provides
access to other vital services and fellowship within our community. The drastic confusion and
anxiety caused by the pandemic brought to light how important connection is for our Tustin
Veterans and their neighbors. We also are grateful to have our twelve colleague organizations
be recommended for continued funding. We believe in keeping our Tustin Veterans strong
through all aspects of their lives and our colleagues are a valuable part of this circle of trust. May
the hope you bring to Tustin Veterans today be reflected to you this year.
