HomeMy WebLinkAboutCDBG 2021 ACTION PLAN (ITEM 11) CDBG 2021 - 22 ACTION PLAN AND CDBG 2020 -21 ACTION PLAN AMENDMENT COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM OVERVIEW Established by the Housing and Community Development Act of 1974 Returns Federal Funds to local communities Funds assist in providing : Adequate housing Suitable living environments Expanding economic opportunities Anticipated Tustin allocation for Program Year 2021 -22: $804,893 REVIEW OF CIDBG ELIGIBLE ACTIVITIES Activities funded by CDBG must meet at least one of the three National Objectives: Must benefit Low and/or Moderate Income (LMI) persons Must address slum or blight conditions Must meet urgent community development needs CDBG PROGRAM REQUIREMENTS & PROCEDURE To participate in the CDBG Program the City is required to prepare: Consolidated Plan: Five-year planning document Action Plan: Annual planning document implementing Consolidated Plan goals Two public hearings are held annually during preparation of the Action Plan CDBG 2021 - 22 ACTION PLAN FUNDING FOR PUBLIC SERVICES ACTIVITIES February 26, 2020 - Citizen Participation Committee recommended CDBG funding for twelve ( 12) non-profits February 16, 2021 - City Council approved continued funding allocations for each of the 12 non-profits for year-two of the three-year funding cycle PUBLIC SERVICE FUNDING ALLOCATIONS Non-Profit Agency Funding Amount Boys & Girls Club $19,450 Community Health Initiative of OC 9,450 Families Forward $13,600 Goodwill of OC $ 9,450 Human Options 6,950 Meals on Wheels OC $19,450 Mercy Houserl � MOMS OC $ 6,450 OC Gateway to Housing Patriots & Paws Veterans Legal Institute $ 8,200 YMCA of OCrl � Total $120,600 NOW ALLOCATIONS Public Facilities and Improvements Pine Tree Park Improvements $539,455 Public Facilities and Improvements Subtotal $539,455 Rehabilitation and Preservation Activities Code Enforcement $ 88,000 Rehabilitation and Preservation Subtotal $ 88,000 Program Administration and Planning Activities (max. $142,862) CDBG Program Administration $ 90,000 Fair Housing Foundation 14,545 Administration & Planning Subtotal $104,545 ACTION PLAN APPROVAL TIMELINE February 16, 2021 City Council Public April 20, 2021 July 1, 2021 May 16, 2021 Hearing # 1 City Council Public New Program Year ( Deadline to submit implementing the Subrecipient's Hearing #2 (Action Performance Plan Adoption) Action Plan to HUD 2021 -22 Action Evaluation) Plan begins SUMMARY OF PUBLIC COMMENTS RECEIVED The Draft Action Plan was made available for public review for 30 days beginning March 18, 2021 and ending on April 16, 2021 . One public comment was received on the Draft Action Plan from Meals on Wheels of Orange County. 2020 - 21 ACTION PLAN AMENDMENT 2019-20 ACTION • ♦ AMENDMENT CDBG funds are proposed to be reallocated from an activity which is now complete, and no longer being funded by CDBG ( Peppertree Park Improvements project) , to an existing activity which would allow the City to utilize these funds to prevent, prepare for, or respond to COVID- 19 (Emergency Response Funding project) . Program Year Activity Transferred From Activity Transferred To Peppertree Park Emergency Response $523,145.00 Improvements Funding (Project complete with (prevent, prepare for, other funds) or respond to COVID- 19) RECOMMENDATION That the City Council adopt Resolution No . 21 -22: Approving the Program Year 2021 -22 Action Plan and funding allocations ($804,893) ; authorize submission of the PY 2021 -22 Action Plan to the U.S. Department of Housing and Urban Development (HUD) ; authorize the Community Development Department to enter into contracts with twelve ( 12) CDBG subrecipients for public services, non-public services, and fair housing services; and, 2 Amending the 2020-21 Action Plan by reallocating $523, 145 in CDBG funding to applicable activities in response to the coronavirus.
