• State law requires a Local Emergency declaration
to be reconsidered at least every 60 days.
• Since it was last extended on March 16, and your
next meeting is more than 60 days later on May
18t", the Resolution extending it is presented for
your consideration this evening.
Continuing Pandemic , Some Improvements
• The World Health Organization, the US, the State, the
County and the City of Tustin all declared public health
emergencies in March, 2020.
• The number of reported cases in Orange County when
Tustin first declared the local emergency was 65.
• That number has grown to over 253,000 cases, and over
4,900 Orange County residents have been killed by the
disease.

• The trends in the spread of the pandemic have
improved recently, however, through the use of
masks, physical distancing, and the use of
vaccinations.
• As a result, many restrictions on businesses are
being lifted by the State.
• Tustin has not imposed restrictions on its
businesses, but continues to encourage the public
to follow County and State Health directives.

• The City has established the Tustin $3 million CARES
program to provide temporary emergency aid to the
community, including :
• Small Business and Home Business Grants
• Non-Profit Assistant Grants
• Facilitating Temporary Outdoor Dining, Retail and Assembly
uses
• Rental and Housing Assistance
• Meal Assistance and Distribution to vulnerable populations

• COVID- 1 9 remains a threat, and the City
continues to receive COVID- retated resources to
assist the community.
• The proposed Resolution 21 -32 would not change
any of the measures adopted in prior extensions,
including the waiver of late fees for water service
which will last until the 45t" day after the
emergency is declared at an end .
Recommended Action
• Approve Resolution 21 -32 determining the need to
extend the local emergency regarding COVID- 190
