V. CITY MANAGER MATTHEW S. WEST COMMENTS — City Manager Matthew S.
West provided an overview and introduced Jan Perkins Vice President of
Management Partners who facilitated the workshop.
VI. REVIEW BACKGROUND INFORMATION — Management Partners provided
background information.
VII. DISCUSS PRIORITIES IDENTIFIED BY COUNCIL MEMBERS — Management
Partners facilitated the discussion of priorites of the Council Members.
VIII. DETERMINE PRIORITIES FOR FEASIBILITY ANALYSES— Management Partners
facilitated the discussion to determine priorities for the feasibility analyses.
Recessed at 6:25 p.m.
Reconvened at 6:46 p.m.
Management Partners provided the City Council with a link to Mentimeter to poll their
interest in determining which items will be priorities for the feasibility analyses.
It was moved by Mayor Pro Tem Lumbard and seconded by Mayor Clark to move
forward with the feasibility analyses for all items in the poll which received three or
more members' interest:
#1 Make Further Progress on Tustin Legacy Project,
#2 Enhance Old Town,
#3 Improve Red Hill Corridor,
#4 Update Housing Element,
#5 Support Development of Housing,
#7 Streamline Development Process,
#10 Initiate General Plan Amendment Process, and
#11 Advance the Neighborhood Parking Permit Program.

IX. REVIEW SCHEDULE — Management Partners reviewed the schedule regarding
next steps.
X. WRAP UP/CLOSING COMMENTS
Mayor Clark
Thanked Jan Perkins and Jarrod Burguan of Management Partners for their time and
expertise; thanked city staff for their support; the Strategic Plan needed to be reviewed and
revised due to the changes in the world; appreciated everyone's transparency and honesty;
announced although the Council has set these items as priorities, there are opportunities
for the Council to work on other highlighted items in workshop over time; thanked everyone
for their time and commitment; announced the second Strategic Plan Workshop will be held
on May 12, 2021 .
Mayor Pro Tem Lumbard
Appreciated hearing the different perspectives from Council colleagues; new ideas were
discussed with the new Council; the use of the Mentimeter tool was helpful to see the
direction Council Members agree on with certain priorities; appreciated the candor and
honesty on their priorities; announced Council wants to hear ideas from the community; will
pay attention to the needs of community especially with the big-ticket items.
Council Member Cooper
Was hopeful for a civil conversation to agree or disagree; the discussion was handled
respectfully and appreciated the process.
Council Member Gallagher
Stated at the beginning of the Strategic Plan Workshop meeting, each Council Member
started with three different words to describe their vision of Tustin; during the meeting all
five Council Members agreed the vision of Tustin can be accomplished by the three items
highlighted during the meeting; found the process effective and a great use of time; great to
hear from fellow Council Members; thanked City Manager Matthew S. West for his
leadership; thanked Management Partners for helping the Council with this process.
Council Member Gomez
Thanked city staff and Management Partners for helping the Council with the process; was
difficult to have a robust dialogue through Zoom, but great options and priorities were
achieved; informed the public there are more workshops occurring in the future; dates for
the upcoming workshops can be found on the informational post card that was mailed out;
encourages everyone to participate in these activities; announced Council does hear Tustin
residents and wants to continue to hear from the public to help make decisions.

City Manager Matthew S. West
Expressed that the Strategic Plan Workshop was extremely helpful in setting priorities on
what needs to get done; happy to have a consensus with the Council; is prepared to look at
the priorities highlighted in the workshop and bring them back to the City Council for
advancement; thanked Jan Perkins, Jarrod Burguan and Ashley Garcia of Management
Partners and thanked Assistant City Manager Nicole Bernard.
ADJOURNED at 7:22 p.m. The next Strategic Plan Workshop is scheduled on Wednesday,
May 12, 2021 at 4:15 pm.
