JORDAN, CHIEF OF POLICE SUBJECT: VEHICLE PURCHASES SUMMARY: Purchase two new Dodge Durango's to replace the former CSI van (3440). RECOMMENDATION: City Council authorize the purchase of two 2006 Dodge Durango SL T's from Lasher Dodge in Sacramento, CA. in the amount of $47,616.52 including tax, delivery and fees. City Council authorize the expenditure to convert the vehicles for police use, by Northstar Electronics in Downey, Ca. in the amount of $27,153.20. FISCAL IMPACT: $74,769.72 from the vehicle lease fund. A portion of this amount, $67,500.00, came from the sale of the CSI Van. BACKGROUND: In fiscal year 2005/2006 the police department's Ford E350 CSI van was sold to North Las Vegas Police Department following Council's approval of the surplus sale. The funds recovered from this sale were set aside in the Vehicle Lease Fund to purchase two replacement vehicles. These vehicles will be reassigned as "Multi-Use" vehicles so as to take better advantage of our resources. Equipping and reassigning the vehicles in this manner will allow them to be used by more than one person and/or function during hours and days when CSI staff is not on duty. It is recommended that the Durangos be purchased through the Department of Government Services (DGS) state contract. We have purchased vehicles through this Page 2 contract in the past and have found a significant cost savings over previous vendors used. The DGS contract meets the requirements of the competitive bid process and provides a list of vendors who provide services and equipment. Lasher Dodge is the vendor who won the contract to provide Dodge vehicles. In order to maintain consistency within the police fleet, it is recommended we employ Northstar Electronics to convert these vehicles to ready them for service. We have used Northstar in the past and they provide a consistent level of service at a significant cost savings over the competition. Northstar has been the vendor of choice for the last two and a half years for vehicle conversions. Attached are quotes from both involved vendors. Funds are available for the purchase of the recommended equipment. Scott M.
