SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION
TO ADVERTISE FOR BIDS FOR THE FIRST STREET/B STREET
PEDESTRIAN ENHANCEMENTS (CIP NO. 4068)
SUMMARY
The plans and specifications for the First StreetlB Street Pedestrian Enhancements (CIP No.
4068) have been prepared and the project is now ready to be bid. This project provides for
the installation of traffic signal and interconnect improvements at the First StreetlB Street
intersection.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 06-23, approving the plans and
specifications for the First StreetlB Street Pedestrian Enhancements (CIP No. 4068)
consisting of traffic signal and Interconnect improvements, and authorizing and directing the
City Clerk to advertise for bids.
FISCAL IMPACT
The FY 2005/2006 Capital Improvement Program (CIP) budget allocates $270,000 to the
project. This includes a Safe Route to School Grant in the amount of $177,210. The
engineer's construction cost estimate to complete this work is $208,000.
BACKGROUND
A Safe Route to School Grant in the amount of $177,210 was obtained from the California
Department of Transportation (Caltrans) with the original intention of installing pedestrian
enhancements consisting of an in-pavement lighted crosswalk across First Street at B Street
to replace the existing painted school zone crosswalk. However, an analysis of the traffic
signal warrants determined that a traffic signal is warranted due to the volume of school
pedestrians crossing First Street and the opposing volume of vehicular traffic on First Street.
The presence of pedestrians attracted to Pepper Tree Park and the Senior Center were also
factors involved with the signal warrant analysis.

The proposed project involves the installation of a traffic signal to assist school children and
other pedestrians in crossing First Street at B Street and facilitate the movement of vehicles
from B Street onto First Street. The project includes interconnect to adjacent traffic signals for
purposes of coordination and maintaining traffic flow on First Street.
Since this project involves the enhancement of existing facilities with minor modifications, it is
categorically exempt under California Environmental Quality Act (CEQA) requirements. A
Notice of Exemption has been recorded with the County of Orange.

RESOLUTION NO. 06-23
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE FIRST
STREET/B STREET PEDESTRIAN ENHANCEMENTS (CIP NO. 4068), AND
AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California
to contract for the construction of the First StreetlB Street Pedestrian Enhancements
(CIP No.4068); and
WHEREAS, it has been determined that a traffic signal is the appropriate
pedestrian enhancement to be installed at First StreetlB Street; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, this project is categorically exempt from the requirements of the
California Environmental Quality Act; Class 1, Section 15301: Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:
First StreetlB Street Pedestrian Enhancements (CIP No. 4068)
Consisting of Traffic Signal and Interconnect Improvements
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the perfonmance of the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 20th day of March 2006.
