The City Council finds, based on advice from the City Attorney, that discussion in open session of the following matters will prejudice the position of the City in existing and anticipated litigation: 1 . CALL TO ORDER — #2497 at 6:13 p.m. PLEDGE OF ALLEGIANCE — Council Member Rebecca Gomez PUBLIC INPUT — Mrs. Cameron PRESENTATION - Mayor Clark presented a proclamation to Orange County Fire Authority Division Chief Baryic Hunter in recognition of Drowning Prevention Awareness. Kendig: The Council unanimously denied the following claims: Claim of Daniel Valencia, Claim No. 20-07, Claim of Michael Cochran, Claim No. 20-22, Claim of Marcelo Castro, Claim of 21-04 and Claim of Javier De Azambuja, Claim of 21-07. Noted that Council Member Gallagher was absent this evening. The Council will reconvene after open session to discuss Item No. 1 on the Closed Session agenda. CONSENT CALENDAR ITEMS 1-6 — PUBLIC INPUT FOR CONSENT CALENDAR ITEMS — None It was moved by Council Member Gomez and seconded by Mayor Pro Tem Lumbard to approve the Consent Calendar as recommended by staff. Roll Call Vote — City Clerk Motion carried: 4-0 1. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE AGENDA Motion: The City Council waived reading in full of all ordinances and resolutions on the agenda and declared that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived. 2. APPROVAL OF MINUTES — THE REGULAR MEETING OF THE CITY COUNCIL HELD ON APRIL 20, 2021 AND THE STRATEGIC PLAN WORKSHOP HELD ON APRIL 14, 2021. Motion: The City Council approved the Action Minutes of the Regular Meeting of the City Council held on April 20, 2021 and the Strategic Plan Workshop held on April 14, 2021. 3. RATIFICATION OF PAYROLL AND DEMANDS The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin obligations that are in accordance with the approved budget or continued operations authorizations. Motion: The City Council approved Payroll in the amount of $857,692.94; and Demands in the amount of $1,984,742.95. 4. SET DATE AND TIME FOR FISCAL YEAR 2021-2023 BIENNIAL BUDGET WORKSHOP City Council May 4, 2021 Meeting Minutes Page 3 of 7 DocuSign Envelope ID:7D14791 F-D442-44BF-8526-E7C31 BCB647C Staff suggests that the City Council schedule a Budget Workshop for Monday, May 24, 2021 at 4:15 p.m. The draft budget will be submitted to the City Council prior to the budget workshop. Motion: The City Council scheduled a Budget Workshop for Monday, May 24, 2021 at 4:15 p.m. 5. NOTICE OF COMPLETION FOR THE 15171 DEL AMO ROOF REPAIR PROJECT (CIP No. 10032) Construction for the 15171 Del Amo Roof Repair Project (CIP No. 10032) has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. Motion: The City Council adopted Resolution No. 21-31 accepting the 15171 Del Amo Roof Repair Project (CIP No. 10032); and authorized the City Engineer to execute and file the Notice of Completion with the County Recorder's Office. RESOLUTION NO. 21-31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE 15171 DEL AMO ROOF REPAIR PROJECT (CIP No. 10032) 6. QUARTERLY INVESTMENT REPORT FOR THE CITY OF TUSTIN AND THE SUCCESSOR AGENCY FOR THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY Government Code Section 53646 requires that the Treasurer make an Investment Report to the City Council at least quarterly showing balances by authorized investment and certifying its compliance with the adopted Investment Policy. Motion: The City Council received and filed. REGULAR BUSINESS ITEM 7 7. RESOLUTION DETERMINING THE NEED TO CONTINUE THE LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID-19) City Attorney David E. Kendig provided a PowerPoint presentation. Consider adoption of Resolution 21-32 determining that there is a need to continue the local emergency relating to COVID-19 in accordance with Government Code Section 8630. Roll Call Vote — City Clerk Motion carried: 4-0 RESOLUTION NO. 21-32 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, DETERMINING THE NEED TO CONTINUE THE LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID-19) OTHER BUSINESS/CITY MANAGER REPORT City Manager Matthew S. West Announced the City has several public workshops and public meetings coming up this month; Mayor Clark will provide more details in her report. Reminded everyone the COVID-19 vaccinations are available; encouraged everyone to get their COVID-19 vaccinations; the City has partnered with Families Together of Orange County and the Tustin Chamber of Commerce to provide COVID-19 vaccinations in Tustin; encouraged everyone to do their part in receiving the vaccine. Wished Happy Mother's Day to his mother and to all mothers. COUNCILMEMBER COMMENTS AND REPORTS Council Member Gomez April 21 Attended the Tustin Community Foundation (TCF), Tustin Superheroes event; event acknowledged the volunteers in the Tustin community. Encouraged everyone to receive the COVID-19 vaccination; announced a COVID-19 vaccination clinic with Assemblywoman Cottie Petrie-Norris will be held on Saturday, May 8, 2021 from 9:00 AM to 2:00 PM at the Performing Arts Center located at Irvine Valley College (IVC); registration is required for an appointment; encouraged the public to contact Assemblywoman's Petrie-Norris' office to set up an appointment. Council Member Cooper Thanked all the volunteers that helped at the COVID-19 vaccination pop-up sites at Columbus Tustin Middle School and the Tustin Marketplace this past weekend; thanked Families Together of Orange County Clinic and Soledad Rivera, Director of Business Development for Families Together of Orange County, for the continued support and outreach in the Tustin community. April 28 Attended the Transportation Corridor Agencies (TCA) Joint Capital Programs & Projects meeting. Wished a Happy Mother's Day to his mother, wife and all mothers at the meeting. Mayor Clark Attended several board meetings within the past couple of weeks; announced became a new Board Member for 211 Orange County; looks forward to reporting the 211 Orange County services. Attended the Orange County Fire Authority (OCFA) Board meeting. Attended the Orange County Council of Governments (OCCOG) meeting. Thanked the Tustin Community Foundation (TCF) for hosting the Inner Faith Council meeting; Tustin Unified School District's Board of Education Member, Allyson Damikolas was the guest speaker; this meeting connects and updates the faith leaders in the Tustin community and allows TCF to hear major needs or concerns in the community. April 30 Thanked the Tustin Historical Society for hosting the Knight's at the Museum event; was the guest speaker at the event; great to celebrate the rich history of Tustin. May 2 Visited the COVID-19 vaccination pop-up site at Columbus Tustin Middle School; the vaccination clinic was scheduled until 2:30 PM, however, fewer appointments for the COVID-19 vaccination were made than anticipated, ended the event early. Reminded everyone getting the COVID-19 vaccination is important and vaccination access has increased; encouraged everyone in the community to get the COVID-19 vaccination; reassured the public the COVID-19 vaccines are safe; announced there are many opportunities and available vaccination sites around the community, including the Families Together of Orange County Clinic's pop-up sites and the Tustin Chamber of Commerce's mobile sites. Announced upcoming events: City Council May 4, 2021 Meeting Minutes Page 6 of 7 DocuSign Envelope ID:7D14791 F-D442-44BF-8526-E7C31 BCB647C • Water Safety Challenge Day will be on May 22nd to promote Drowning Prevention from 10:00 AM to 12:00 PM at the Civic Center Parking lot; Tustin will host its first Water Safety Challenge Day, encouraged the public to attend; Blue Buoy Swim School will be in attendance; will be a fun and safe event. • City Council and Planning Commission Joint meeting for the Housing Element Workshop on May 11th at 5:00 PM • 2nd Strategic Plan Workshop will be on May 12th at 4:15 PM; announced an informational post card was mailed out with upcoming event dates. • Free self-defense class for anyone in the community on May 15th from 9:00 AM to 1 :30 PM at the Clifton C. Miller Community Center; classes are in one-hour increments; for more information please call (714) 573-3326; a great resource to feel safe.
