CLANTON, DIRECTOR OF PARKS AND RECREATION SERVICES SUBJECT: CREATIVE SIGNALS PUBLIC ART PROJECT SUMMARY: At their May 19, 2021, Regular Meeting, the Community Services Commission recommended to forward a Creative Signals traffic signal cabinet wrap selected by the Public Art Committee for consideration by the City Council. RECOMMENDATION: It is recommended that the City Council adopt Resolution 21-40 approving the Creative Signals wrap, submitted by artist Michael Norice, to be installed on the traffic signal cabinet located on the southwest corner of Red Hill Avenue and Service Road, and authorize the Parks and Recreation Department to execute an agreement to install the wrap. FISCAL IMPACT: The creation and installation of the wrap will require a total of$2,800 to be expended from the Public Arts Fund. This will leave a remaining balance of $2,800 for the 2020-2021 Fiscal Year. CORRELATION TO THE STRATEGIC PLAN: This public art project is in accordance with Goal A of the Tustin Strategic Plan to enhance the vibrancy and quality of life in all neighborhoods and areas of the community. BACKGROUND: In September 2020, City Council approved the Creative Signals Public Art Program created by the Public Art Committee as an opportunity for public art to be gifted to the City of Tustin in the form of vinyl wraps installed on city-owned traffic signal cabinets located at lighted intersections. Developed in accordance with the Public Art Policy, the program would be open to local businesses, non-profit organizations, or individuals wanting to donate a public art piece. Interest in the Creative Signals program has been received from 3-4 local organizations, but none have been completed to date. DocuSign Envelope ID: 1 E2128A4-9002-4441-BADO-59ED70CC63B8 At their April 21, 2021, meeting, the Public Art Committee reviewed multiple options for the final project of the 2020-2021 Fiscal Year. After discussion, the Committee decided to proceed with a Creative Signals traffic signal cabinet wrap as it would enable them to expend a portion of the remaining Public Art Funds as well as provide an example to use for future marketing of the program. The attached design and location were approved at a Special Meeting held on May 5, 2021. As per the City of Tustin Public Art Policy, this selection was forwarded to the Community Services Commission for recommendation to the City Council for final consideration and approval.
