MEETING DATE: JUNE 1, 2021
TO: MATTHEW S. WEST, CITY MANAGER
FROM: DOUGLAS S. STACK, DIRECTOR OF PUBLIC WORKS / CITY ENGINEER
SUBJECT: CITY OF TUSTIN PROPERTIES WITHIN THE PROPOSED TUSTIN
LANDSCAPE AND LIGHTING REASSESSMENT DISTRICT 2021
SUMMARY
Consider submitting ballots in support of forming Tustin Landscape and Lighting Reassessment District
2021.
RECOMMENDATION
Staff recommends the City Council direct the City Manager to complete ballots for City-owned parcels in
support of forming Tustin Landscape and Lighting Reassessment District 2021 and submit ballots to the
City Clerk for tabulation on June 15, 2021.
FISCAL IMPACT
The fiscal impact associated with this item is dependent upon whether there is sufficient property owner
support for the formation of the Tustin Landscape and Lighting Reassessment District 2021. Should the
District garner sufficient support, the new assessments will be levied in FY 2021/22 and will represent an
additional General Fund expenditure of $6,654.66. This amount would be adjusted annually as defined
in the Engineer's Report.
CORRELATION TO THE STRATEGIC PLAN
The recommended action contributes to the fulfillment of the City's Strategic Plan Goal B, Public
Safety and Protection of Assets.
DISCUSSION
On April 30, 2021 ballots were mailed to all property owners within the boundaries of the Tustin Landscape
and Lighting Reassessment District 2021 to vote their support for or opposition to forming a new
assessment district, which if approved, will replace the existing assessment district. As a property owner
within the District, the City of Tustin has received twenty-one (21) ballots, with total assessments of
$18,436.15. Attachment 1 summaries the assessment information for all City-owned parcels and includes
current approved assessments and proposed assessments for FY 2021/22 by parcel.
