STRATEGIC PLAN WORKSHOP OF THE CITY COUNCIL

I. CALL TO ORDER at 4:19 p.m.
II. ATTENDANCE —

III. WELCOME - Mayor Letitia Clark provided welcome comments.

West provided an overview and introduced Jan Perkins Vice President of
Management Partners who facilitated the workshop.

VI. REVIEW MAJOR INITIATIVES MOVING FORWARD IN STRATEGIC PLAN — Jan
Perkins reviewed the major initiatives moving forward in the Strategic Plan.
VII. REVIEW FEASIBILITY ANALYSES FOR PRIORITIES IDENTIFIED BY COUNCIL
ON APRIL 14 — Jan Perkins reviewed the feasibility analyses for priorities identified
by Council on April 141h

VIII. AFFIRM TIMING OF COUNCIL PRIORITIES
It was moved by Mayor Pro Tem Lumbard and seconded by Council Member Gallagher to
approve the following timeline:
Priorities FY 2021-22 FY 2022-23
1. Tustin Legacy Summer 2021
2. Old Town Fall 2021
3. Red Hill Corridor Fall 2021
4. Support Development of Housing In Progress
5. Development Process Streamlining In Progress
6. General Plan Update Summer 2023
7. Neighborhood Parking Permit Program In Progress

IX. REVIEW REMAINING SCHEDULE — Jan Perkins reviewed next steps.
X. CLOSING COMMENTS
Mayor Clark
Thanked City staff, Jan Perkins of Management Partners and the Management Partners
team for facilitating the discussion and helping the City Council gather their thoughts and
different perspectives on what needs to be prioritized in the City; thanked the public for
participating and being candid with the City Council; if some public comments where not
reflected in the City Council's priorities, please continue to address the comments
individually; encouraged the public to stay engaged and send concerns to the City; excited
to go through this process as it was vital to connect and regroup on the Strategic Plan to
allow the new Council Members to experience this exercise; thanked everyone for the active
engagement.

Mayor Pro Tem Lumbard
Echoed Mayor Clark's comments; was an instructive and helpful process for the City
Council, city staff and the community; arrived on consensus with what the strategies are to
move the City forward; stated the core services the City provides on a daily basis and ideas
of the Strategic Plan will provide opportunities to make something magnificent; interested
in the next steps of the process; appreciated staff's willingness to listen to City Council's
ideas.
Council Member Cooper
Was a robust and lengthy meeting process; appreciated everyone's acceptance and
respectful sharing in the Strategic Plan; thanked Management Partners, city staff and City
Council colleagues; thanked the constituents that were involved and stated their comments
do not fall on deaf ears; grateful to be a part of this process.
Council Member Gallagher
Was excited to go through the Strategic Plan process; thanked city staff and Jan Perkins of
Management Partners for their time and effort; believes the City Council is going in the right
direction with the Strategic Plan; happy to have a general consensus among the City
Council; was a positive experience; thanked Mayor Clark for leading the process and
moving the City Council forward with the Strategic Plan; believes the Strategic Plan will
drive success for the City.
Council Member Gomez
Thanked Management Partners for keeping the City Council organized and on task; thanked
city staff for helping the City Council collect and streamline the ideas into a cohesive project;
stated a common theme was the economic market conditions; suggested to keep the
economic market conditions in mind in order to come out of the Coronavirus pandemic
stronger and healthier in order to respond to the public needs; looks forward to the next
status report; thanked everyone for their efforts on the project.
City Manager Matthew S. West
Thanked Jan Perkins of Management Partners, Assistant City Manager, Nicole Bernard,
city staff and department heads for participating; thanked the City Council for taking the time
to go through this process; stated with the Strategic Plan process the City has core services,
additional tasks, and then the big ideas and opportunities; city staff will begin projects as
soon as they possibly can to get things going; the Strategic Plan process helps provide the
City with focus on where to put its efforts.
